About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document for a sole source acquisition by the Department of Veterans Affairs.

The VA seeks to renew firm-fixed price software license agreements for Automattic "WordPress VIP" hosting and support services, including SSL certificates, WordPress plugins, and VIP administration. The proposed contractor is Architecture Solutions LLC, a Service Disabled Veteran Owned Small Business (SDVOSB). The VA requires enterprise-grade managed WordPress hosting to support its large-scale, multi-site web presence, including critical public-facing websites such as VA News Site, VA Department site, digital.va.gov, and careers.va.gov that deliver essential information to veterans and stakeholders, including PACT Act and Toxic Exposures Fund communications. The solution must provide WordPress administration, user management, theming and design support, plugin development, Authority to Operate (ATO) support, security compliance, enterprise-grade service level agreements with escalation pathways, multi-site onboarding, legacy migration assistance, and custom integration workflows. The performance period is one 12-month Base Period. The statutory authority for this sole source action is 41 U.S.C. 3304(a)(5) and 38 U.S.C. 8127(c), the Veterans First Contracting Program. Market research conducted in July 2026 evaluated alternative WordPress hosting providers including WP Engine, Pagely, Pressable, Kinsta, and Liquid Web, but none could provide continued operational support for existing VA websites on the proprietary WordPress VIP platform without extensive recreation and retesting. The justification notes that the acquisition is below the $5,000,000 threshold and that a competitive contract is anticipated to be awarded around February 2027. The award notice will be synopsized on sam.gov with this justification made publicly available within 14 days of award.

PACT Act- WordPress Platform CONTROL NUMBER VA-26-00058567

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity: Department of Veterans Affairs (VA) Office of Procurement, Acquisition, and Logistics Technology Acquisition Center 23 Christopher Way Eatontown, NJ 07724

2. Description of Action: The proposed sole source action is for firm-fixed price (FFP) software license renewals for brand name Automattic "Word Press VIP" hosting and support services, including Secure Socket Layer (SSL) certificates, WordPress plugins, and WordPress VIP administration and support. The proposed source is Architechture Solutions LLC., a Service Disabled Veteran Owned Small Business (SDVOSB).

3. Description of Supplies or Services: VA, Office of the Chief Technology Officer (OCTO), in partnership with the Office of Public and Intergovernmental Affairs (OPIA), have a requirement for an enterprise grade managed Word Press hosting and support solution capable of supporting VA's large scale, multi-site web presence. VA must maintain continuous availability and proper functioning of critical public facing websites, including the VA News Site (https://news.va.gov), the VA Department site

(https://department.va.gov), digital.va.gov, and careers.va.gov, which deliver critical VA information to Veterans, their families, and stakeholders. These sites provide policy updates, news, events, communications related to the Promise to Address Comprehensive Toxics (PACT) Act and Toxic Exposures Fund (TEF), and other essential content. They serve as VA's primary communication channel for a significant portion of public facing information. Additionally, VA has identified the WordPress Content Management System (CMS) as the enterprise destination for all unauthenticated non-Veteran content that must be migrated from the outdated TeamSite CMS over the next several years. To meet these needs, VA requires a solution that provides sustained WordPress administration, management, user administration, theming and layout design support, engineering and plugin development services, support for Authority to Operate (ATO) and ongoing security compliance, and reliable assistance for VA's publishing custom workflows guaranteed under enterprise grade service level agreements (SLA) with defined escalation pathways. Additionally, VA requires enterprise-grade multi-site onboarding support, migration assistance for legacy TeamSite and WordPress properties, plugin vetting and compatibility evaluation, and onboarding workflows tailored to VA's internal system integrations, including custom publishing and integration workflows. This 12-month renewal period is required to ensure uninterrupted availability of VA's enterprise Word Press environment. The interim renewal provides the necessary operational continuity to allow necessary time to perform acquisition planning, solicitation development, contract award, and transition activities for a potential new competitively-awarded solution. The period of performance for this effort is one 12-month Base Period. The total estimated value of the proposed action, is
