JUSTIFICATION FOR A SOLE SOURCE AWARD
FOR CERTAIN COMMERCIAL ITEMS
1. Contracting Activity: Department of Veterans Affairs (VA)
Office of Procurement, Acquisition, and Logistics Technology Acquisition Center 23 Christopher Way Eatontown, NJ 07724
2. Description of Action: This proposed action is for a sole source firm-fixed price (FFP) contract to be awarded to SupraVISTA Medical DSS, LLC 514 Maon Road Farnham, VA 22460 for a brand name Brillians (formerly, SupraVISTA) Cognitive Support System (CSS) software license, inclusive of maintenance and technical support.
3. Description of Supplies or Services: The Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN) regional area 17, Clinical Informatics Division, requires Brillians CSS software licenses, inclusive of maintenance and technical support. VA requires a comprehensive cognitive support software solution
Veterans Health Information System Technology Architecture (VistA) and can interoperate with the other 28 medical centers across several VISNs that use Brillians.
This application will be utilized by a wide range of clinical staff in performing their patient systems, requiring no additional hardware. The required software license will allow access for an unlimited number of users to streamline all documentation for the Veterans of VISN 17. Brillians provides clinicians with actionable information, enhancing patient safety and quality of care while improving clinician efficiency and productivity.
Brillians is a Windows desktop application that starts where Patient Record System (CPRS) stops, adding multiple essential features missing in CPRS. Maintenance includes updates and support for end-users to report any perceived bugs to the local Tier-1 support staff. Technical support includes resolution of application or configuration errors related to major updates. The period of performance is from December 9, 2025, through December 8, 2026, with two 12-month option periods. The total estimated price of this proposed action is inclusive of all option periods.
4. Statutory Authority: The statutory authority permitting other than full and open competition is 41 U.S.C. 1903, as implemented by the Federal Acquisition Regulation
5. Rationale Supporting Use of Authority Cited Above: Brillians is the only application that can integrate with VistA systems, including the CPRS. Brillians does not create new data but extracts existing data from VistA. This functionality, currently only available through the Brillians software, is essential for providers to access enterprise. Furthermore, Brillians is the only software that provides automated alerts
Brillians Cognitive Support Software Contral Number VA-23-00005617 and problem-centric reports at the point of care. Without a decision support tool that interfaces with VistA to provide quick data visualization and analytics, the risk of errors in patient care would materialize, impact patient safety and life. Brillians is VA TRM approved and is licensed by all the VAMCs within VISN 17. The software is designed to work with VistA and CPRS, offering extensive Cognitive Support and Clinician Support features.
There are no other vendors capable of providing the required Brillians software license. Additionally, no other provider of similar software can integrate with VistA and CPRS or provide automated alerts and problem-centric reports at the point of care. Using any other CSS software would necessitate redeveloping these interfaces to integrate with VistA and CPRS, which is estimated to require up to three years and cost at least . These estimates of duplicative costs and time are based on previous similar development efforts. These duplicative costs would not be recovered through competition. Finally, there are no other sources that can provide the requested maintenance and technical support due to copyright and proprietary reasons. Only the original manufacturer of the software can provide technical support and maintenance because no other source has access to the source code needed to respond to issues and release updates. If the software and licenses are not acquired, providers will not have access to healthcare data to maximize the

No competition is anticipated for this acquisition. In accordance with FAR 5.201, this action will be synopsized on the Contracting Opportunities Page. Any responses received will be evaluated.
7. Actions to Increase Competition: The Government will continue to conduct market research to identify any changes in the marketplace that could enable future actions to be competed.
8. Market Research:

In October 2025, the Contract Specialist (CS) conducted market research using the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement V Government-wide Acquisition Contract Provider Lookup Tool, Small Business Quick Market Research Tool, and Product Lookup Tool with the keywords
. This search confirmed that there are no authorized resellers.
Lastly, on October 15, 2025, CS contacted the OEM, SupraVISTA Medical DDS, LLC, to obtain confirmation that Brillians has no authorized resellers. The CS confirmed that SupraVISTA is the creator, owner, and sole source seller of SupraVISTA/Brillians software.
9. Other Facts: NONE
10. Technical and Requirements Certification: I certify that the supporting data under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief.
11. Fair and Reasonable Cost Determination: I hereby determine that the anticipated price to the Government for this contract action will be fair and reasonable based on comparison with historical prices paid and comparison to the Independent Government Cost Estimate.
12. Procuring Contracting Officer Certification: I certify that this justification is accurate and complete to the best of my knowledge and belief.
Approval
In my role as procuring activity Advocate for Competition, based on the foregoing justification, I hereby approve the acquisition of a brand name Brillians software license inclusive of maintenance and technical support, on an other than full and open competition basis pursuant to the statutory authority cited in Section 4 above, subject to availability of funds, and provided that the property and services herein described have otherwise been authorized for acquisition.
