About this file
This is a Justification for an Exception to Fair Opportunity document (VA-26-00032612) submitted by the Department of Veterans Affairs Office of Procurement, Acquisition, and Logistics Technology Acquisition Center. The document justifies a sole-source acquisition for Get-Well Network Interactive Patient Care System licenses under the NASA Solutions for Enterprise-Wide Procurement (SEWP) V Governmentwide Acquisition Contract (GWAC) for Fayetteville Veterans Affairs Medical Center's 96-bed facility. The requirement encompasses an Interactive Patient Care System providing remote patient monitoring, patient education, personalized care, mobile data collection, reporting, alerting, trending, patient engagement, and data analytics with bilingual capabilities (English and Spanish), integration with VistA and Computerized Patient Record System (CPRS), and Federal Risk and Authorization Management (FedRAMP) certification. The period of performance is one year with one one-year option.
The VA justifies the single-source procurement under 41 U.S.C. § 4106(c)(2) based on the unique and highly specialized nature of the Get-Well Network system. Market research conducted in December 2025 and January 2026 evaluated alternative vendors including Maple, doxy.me, DocsApp, Amwell AW8, Dialogue, and Healthier, but determined that Get-Well Network is the only solution meeting all VA requirements, particularly its comprehensive patient engagement suite, existing FedRAMP certification, and proprietary infrastructure that prevents transition to alternative vendors. The VA confirmed multiple Service-Disabled Veteran-owned small business resellers are available under NASA SEWP V GWAC for renewal licenses. The justification will be made publicly available within 14 days of award per the Revolutionary Federal Acquisition Regulation Overhaul requirements.

Get-well Network VA-26-00032612
JUSTIFICATION
FOR AN EXCEPTION TO FAIR OPPORTUNITY
1. Contracting Activity: Department of Veterans Affairs (VA)
Office of Procurement, Acquisition, and Logistics Technology Acquisition Center 23 Christopher Way Eatontown, NJ 07724
2. Description of Action: The proposed action is for a firm-fixed delivery order under the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) V Governmentwide Acquisition Contract (GWAC) For brand name Get-Well Network Interactive Patient Care System licenses.
3. Description of the Supplies or Services: Fayetteville Veterans Affairs Medical Center (VAMC) has a requirement for an Interactive Patient Care (IPC) System for its 96 beds.
The IPC should provide remote patient monitoring, patient education, personalized care, be integrated with the current hospital system, provide mobile data collection, reporting, alerting, and trending, patient centered engagement, and data analytics. The system should provide Configurable experience for each patient, including internet access, games, movies, shopping options, and have ability to be set up for Spanish and English.
The system should also be able to provide education for patients. The IPC System should offer clinical tools at the bedside that complement nurse/physician workflow at the bedside. The system should interface with the hospital systems like VistA and Computerized Patient Record System (CPRS) and be Cloud Based – Federal Risk and Authorization Management (FedRAMP) Certified. The period of performance (PoP) is one year with one one-year option. The total estimated value of the proposed action is
(inclusive of the option).
4. Statutory Authority: Pursuant to Revolutionary Federal Acquisition Regulation (FAR) Overhaul 16.507-7(a), the following brand name requirement is being justified and approved as an exception to fair opportunity under the statutory authority of Section 41 U.S.C. 4106(c)(2) as implemented by Revolutionary FAR Overhaul 16.507-6(b)(2), entitled “Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized”.
5. Rationale Supporting Use of Authority Cited Above: Based on market research, as described in section 8 of this justification, it was determined that Only Get-Well Brand name Network IPC meets the VA requirement. Also, limited competition among resellers is available for the required Get-Well Network IPC System licenses. Currently, VA utilizes Get-Well Network Interactive Patient Care System at the following locations Durham, Fayetteville, Salem and Asheville VACM. GetWell Network is the only brand that can satisfy the requirement because it combines a comprehensive suite of patient engagement tools, including bedside education, remote monitoring, digital check-ins, and clinician tools into an integrated platform. This unique approach ensures that real-time information is readily available to both healthcare teams and patients, significantly enhancing the personal touch in care delivery. No other vendor possesses the full range of capabilities required to meet the VA's requirements. Additionally, GetWell Network is the only solution that is already FEDRAMP certified, a critical requirement for handling sensitive VA data. Achieving FEDRAMP certification is a rigorous process that typically takes one to three years, which none of the alternative vendors have completed.
Furthermore, the proprietary nature of the GetWell Network's infrastructure means that no other provider could assume support for the existing system without a complete replacement. Only GetWell Network or an authorized reseller can provide the necessary maintenance and licenses, thereby making it the sole provider capable of fulfilling the VA's specific and comprehensive requirements.
Based on the aforementioned VA technical experts have determined that only GetWell Network has the ability to provide the required patient care without interruption of services, time and duplication of services with an estimated cost of over and take approximately 3 years to complete.
6. Efforts to Obtain Competition: Market research was conducted, details of which are in Section 8 of this document. This effort did not yield any additional resources that can meet the Government's requirements. However, the undersigned VA technical representative determined that limited competition is available among authorized resellers for brand name GetWell Network software. In accordance with the Revolutionary FAR Overhaul parts 6.103-1(d) and 6.301 this justification will be made publicly available within 14 days of award.
7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the marketplace that will enable future requirements to be completed.
8. Market Research: VA technical experts conducted web-based market research in December 2025 by reviewing similar solutions from alternative vendors including those from: Maple; doxy.me; DocsApp; Amwell AW8; Dialogue and Healthier. A comparison of the aforementioned solutions’ ability to meet VA’s requirements revealed that they do not have a full suite of the required capabilities. There are no other vendors that have the full suite of capabilities other than GetWell Network. Furthermore, technical experts reviewed the FEDRAMP Marketplace to see if any alternatives solutions. No other solutions other than Get-Well Network are FEDRAMP certified. There are no current providers that could assume support of the existing system without a complete replacement of the Get-Well Network proprietary network. Only Get-Well Network or a reseller can provide the required maintenance and licenses due to the proprietary nature as discussed in Section 5.
Contract Specialist (CS) conducted market research in December 2025 through January 2026 by using the NASA SEWP V GWAC market research tools. Based on this market research, the CS found multiple Service-Disabled Veteran-owned small business resellers under NASA SEWP V GWAC that provide Get-Well Network Interactive Patient Care System renewal licenses.
