FAR 8.405-6(b): Items peculiar to one manufacturer:

Market research revealed the required gloves are available on GSA FSS contract 47QSWA20D002D.

(7) Any Other Facts Supporting the Justification: Due to the urgent and compelling nature of the requirement, Federal Acquisition Regulation 8.405-6(a)(1)(A) is applicable. The novel coronavirus, also known as SARS CoV-2, has established a foothold in medical centers throughout the United States. Additionally, variants from Brazil, South Africa and the United Kingdom have been detected in communities via routine and emergency testing strategies created by virologists. Medical professionals in the Veteran Health Administration have deployed consistent mitigation and treatment services to facilities and patients using personal protective equipment such as face shields, N95 masks, gowns, independent oxygen sources and medical grade gloves. Medical grade nitrile gloves are made of a synthetic co-polymer formed through an acrylonitrile and butadiene combining process. These gloves have a higher puncture and chemical resistance than latex and vinyl gloves and provide the necessary protection against pathogens and bodily fluids that medical professionals encounter during the medical examination process. Moreover, these gloves will provide the required protection that medical professionals need to protect the short- and long-term health of the veteran population that has been exposed to the novel coronavirus. Seeking competition for this requirement would needlessly injure the government and hinder their ability to provide congressionally mandated standards of care during a global pandemic.
