About this file

This is a bid announcement flyer issued by the Central Florida Tourism Oversight District (CFTOD), a Special Taxing District and local government entity in Florida, for Invitation to Bid (ITB) #C007111 regarding mowing and weed control services for Rapid Infiltration Basins. The District seeks a qualified contractor to provide comprehensive maintenance services including: weekly mowing of grass areas within RIB fencing and non-solar grass areas from March through September, and bi-monthly mowing from October through February (39 cycles annually); twice-monthly rake and aeration of RIB sand bottoms at a depth of 6-12 inches; tree pruning as needed for equipment access; monthly maintenance of storm-related tree issues on chain link fencing; and herbicide spraying of RIBs and eight compliance wells located on each side of SR 429. Herbicide applications are required once between October-December, once between January-March, and weekly from April through September, totaling 28 applications annually. The resulting contract shall be for three years with an optional two-year renewal period. Bid documents are available through the PlanetBids platform, and prospective vendors must register electronically to submit questions and bids. The announcement was issued in September 2026.

The bid flyer specifies that herbicides must consist of two types: Roundup (non-aquatic) for meter sets and top portions of HDPE liners, and Rodeo (aquatic) or similar herbicide containing at least 41% by weight of Isopropyl amine salt of glyphosate for bottom liner areas. Contractors must use tractors with batwing attachments for mowing and are prohibited from driving utility vehicles on HDPE RIB liners during weed control services; any damages resulting from weed control services shall be the contractor's responsibility. The CFTOD offers bid preferences for local vendors, veteran small businesses, and opportunity zone businesses on most solicitations. All bids must be submitted electronically through the PlanetBids platform. The District encourages vendor registration, noting that the bid platform is free and provides access to solicitations from partnered governmental entities in addition to CFTOD opportunities.
