About this file
This is a bid announcement flyer for the Central Florida Tourism Oversight District (CFTOD), a multi-utility entity composed of seven utilities serving the Orlando, Florida area. The District is soliciting qualified Advanced Metering Infrastructure (AMI) vendors through Invitation to Negotiate (ITN) #C007036 to deliver a comprehensive solution encompassing meters, endpoints, network infrastructure, and headend systems. The project scope includes deployment of a multi-utility AMI system across all seven utilities, replacement of all existing meters with new equipment (reuse of existing meters and communications modules is explicitly prohibited), migration of legacy data from FoxPro to a modern SQL database, and establishment of robust data retention and ownership protocols. The solicitation was announced on March 30, 2026, with bid documents available through the PlanetBids platform. GIS Garmin GPX files for meter locations are available upon request to registered prospective bidders. Specific response dates, due dates, bidder's meetings, site visits, and award dates are not detailed in this announcement flyer.
The flyer indicates that the District has established bid preferences for local vendors, veteran small businesses, and opportunity zone businesses on most solicitations. All bids must be submitted electronically through the PlanetBids platform to ensure transparency and fairness of competition. Vendor registration on the bid platform is free and required to submit questions and bids, though documents may be viewed without registration. The District has partnered with other governmental entities to share vendor information and provide access to additional governmental bid opportunities. No specific pricing terms, contract term length, renewal options, or funding sources are detailed in this announcement document.
