About this file
This document is an Invitation to Bid (ITB) from the Central Florida Tourism Oversight District (CFTOD), a special taxing district local government entity, for the S-405 Water Control Structure Repairs Project. The project scope includes comprehensive water control structure repairs involving temporary traffic control, erosion and turbidity control, dewatering, stop log and cofferdam installation, and gate replacement. Work will be conducted in two phases - during wet and dry seasons - and includes tasks such as installing new frames and amil gates, building storage frames, performing shore and embankment repairs, and replacing joint materials in concrete flumes. A non-mandatory pre-bid/site visit meeting is scheduled for Tuesday, February 18, 2025, at 10:00 A.M. EST via Microsoft Teams, with electronic bid submissions required through the PlanetBids platform.
The bidding process emphasizes transparency and fair competition, with the platform being free for all vendors to register and submit bids. CFTOD has established bid preferences for local vendors, veteran small businesses, and opportunity zone businesses. Vendors must register on the PlanetBids platform to submit questions and bids, with document viewing possible without registration. The project involves substantial infrastructure work, including an estimated 34,700 lbs of steel rebar for counterbalance weight, and requires coordination with CFTOD staff and Waterman for final balance verification. The district's procurement approach is detailed in their publicly available Procurement Manual, which outlines additional guidelines for the bidding process.
