SECTION 01010
GENERAL PARAGRAPHS
PART 1 GENERAL
1.1 GENERAL INTENTION
The work to be performed by this specification consists of furnishing all plant, labor, materials and equipment and all operations in connection with the construction of various reinforced concrete test targets on specified test areas as shown on the contract drawings. Targets listed in the TARGET SCHEDULE on sheet one of the contract drawings are indicative of the types of targets to be constructed under this contract, however it is not an all inclusive list. There will be times when new additional target types are required. These targets may have different dimensions, reinforcing steel requirements and concrete compressive strengths. New targets will be negotiated utilizing the CLINS resulting from paragraph 1.22 within Section 01010 hereinafter. This is a REQUIREMENTS contract. Therefore construction of targets will be on an “as required” delivery order basis.
1.2 GENERAL DESCRIPTION
1.2.1 Work to Be Performed.
Construction of reinforced concrete targets of the type and sizes shown on the contract drawings.
Construction of targets shall be on an "as required" delivery order basis. Targets to be constructed are identified by letter(s) and a number in parenthesis. The letter(s) indicate the physical dimensions of the target and the reinforcing steel requirements as shown on the contract drawings. The number in parenthesis shows the range of minimum 28-day concrete compressive strength requirement in pounds per square inch (psi). For example Target S(10) indicates a 22'x22'x4' target which can be constructed with concrete compressive strengths up to a minimum 10,000 psi at 28 days. Target S(15) indicates a 22'x22'x4' target which can be constructed with a minimum 28-day concrete compressive strength between 10,001 psi and up to minimum 15,000 psi at 28 days. Target S(20) indicates a 22'x22'x4' target which can be constructed with a minimum 28-day concrete compressive strength of 20,000psi .. For each target ordered the required minimum 28-day concrete compressive strength and class as described in Table No. 1, Section 03316, shall be shown on the delivery order. For instance a target that has a required minimum 28-day compressive strength as shown on the delivery order of 12,000 psi will be paid as a S (15) target. The unit price for a particular target type will not be adjusted for any of the concrete classes shown in Table No. 1.
1.2.2 All work shall be as shown on Drawing No. 20-TA-C74-01 and outlined herein. The reinforced concrete targets shall be formed and poured at the general test area sites as indicated on
01010-2 the delivery order. The above general outline of features of work is given for information only. It does not limit or relieve the contractor of any responsibility to furnish all labor, materials or equipment to perform all operations required and shown on the drawing and specified herein.
1.3 LOCATION
The work sites are at Test Area B-70, C-64, C-64B, C-74 and C-72, Eglin Air Force Base, Florida, approximately 21 miles from Eglin Main Base and Test Area A-22 on Eglin's main base. See the vicinity map on sheet one of the contract drawings.
1.4 WORK SCHEDULE
Normal work hours are 0700 to 1530, Monday through Friday. During the course of construction the contractor might be runoff due to government test missions. Historically this does not occur for more than 6 days during the construction of a target delivery order.
For each day of mission runoff beyond 6 days during the construction of a delivery order, the contract will be extended for an additional day at no cost to the Government. The Contractor shall contact the Joint Test and Training Operation Control Center (JTTOCC) at (850) 882-5800 and the O&M contractor Test Area Site Chief, each morning to confirm there are no Air Force missions that preclude the Contractor’s site access. See CONCRETE PLACEMENT HOURS, paragraph 1.5 below for special concrete placement hours.
1.5 CONCRETE PLACEMENT HOURS
From December through March, concrete may be placed at Test Areas C-64, C-64B, C-74 and A-22 without time of day restrictions, provided cold weather requirements are met. From April through November at Test Areas C-64, C-64B, C-74 and A-22 concrete shall be placed only between 1700 and 0500 hours. At all other areas, concrete must be placed between 1700 and 0500 hours regardless of the time of year, and cold weather requirements must be met. Any concrete placement outside of these hours will require prior approval of the Contracting Officer.
1.6 EXISTING CASTING YARDS
The contractor is responsible for removing grass, shrubs, other vegetation and leftover construction materials from existing casting yard areas and for grading/leveling/compacting existing casting yard areas with clay as required to construct the concrete targets. The contractor will also grade/repair the casting yard lanes disturbed by his construction operations. This effort is considered subsidiary to the contract; therefore, no direct payment will be made.
1.6.1 Test Area C-74 Casting Yard Instructions. Reference the South Casting Yard plan view on sheet one of the contract drawings. The following instructions apply to operations and activities for the South Casting Yard at Test Area C-74:
1.6.1.1 There is limited space on the existing Test Area C-74 concrete targets casting yards due to numerous weapon programs. Placement of target formwork and target face lug
01010-3 orientation for each individual target shall be coordinated with the O&M contractor site chief before beginning construction for each target to insure casting yard availability.
1.6.1.2 Crane access lanes must be kept free of targets and/or target materials at all times.
1.6.1.3 Targets are to be constructed only within the target casting lane(s).
1.6.1.4 Targets are to be constructed in the center of the target casting lane(s).
1.6.1.5 Targets constructed within a target casting lane will be positioned as close together as possible, but in no case shall the edge to edge clearance between targets within a target casting lane exceed 6'-0". Targets within a lane are to align with the other targets in the lane
1.6.1.6 Construct all targets weighing in excess of 150 tons in casting lanes 1 and 6 only.
1.6.1.7 The concrete ready mix truck wash out area is adjacent to the casting yard. The exact location will be determined by the Contracting Officer. Contractor is required to clean up concrete ready mix truck wash out area at the end of the contract. Hardened concrete left from truck washing shall be removed and the areas graded and grassed. Grading and grassing shall be considered subsidiary to the contract and no direct payment will be made therefore.
1.6.1.8 Contractor work and/or office trailers must be located north of Control Building No. 9354 at a location as directed by the C-74 Range Site Chief.
1.6.1.9 The contractor may be directed by the Contracting Officer to construct some targets in the North casting yard located adjacent to Bob Sikes road at Test Area C-74. This area will have its own wash out area.
1.6.2 Test Area C-72 Casting Yard Instructions.
1.6.2.1 Targets are to be constructed as close together as possible, but in no case shall the edge to edge clearance between targets exceed 6'-0".
1.6.2.2 Concrete ready mix truck wash out area is adjacent to the casting yard. The exact location will be determined by the Contracting Officer. Contractor is required to clean up concrete ready mix truck wash out area at the end of the contract. Hardened concrete left from truck washing shall be removed and the areas graded and grassed. Grading and grassing shall be considered subsidiary to the contract and no direct payment will be made therefore.
1.7 STORM PROTECTION
Should warnings of wind of gale force or stronger be issued, the Contractor shall take every practicable precaution to minimize danger to persons, to the work, and to adjacent property.
These precautions shall include closing all openings, removing all loose materials, tools, and equipment from exposed locations, and removing or securing scaffolding and other temporary work.

1.8 INTERFERENCE WITH STATION OPERATIONS
Permission to interrupt any station utility, communication, operational or traffic service or pattern shall be requested in writing at least 10 days prior to the date of the desired interruption.
The Contractor shall receive approval in writing from the Contracting Officer before the requested interruption may be put into effect.
1.9 LIGHTING FOR NIGHT OPERATIONS
The contractor shall provide all portable lighting and generators required for any night operations at no additional cost to the Government.
1.10 WATER AND ELECTRICITY
Water and electricity are not available at the job site. The contractor shall provide any water and electricity required at no additional cost to the Government.
1.11 SAFETY
Contractor shall ensure that all construction activity is in conformance with 29 CFR Part 1926, Construction Industry and Health Standards and shall follow all applicable portions of the US Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1.
1.12 HAUL ROADS
The Contractor shall provide, maintain and repair all access roads and haul roads used for this project in a manner satisfactory to the Contracting Officer.
1.13 TESTING LABORATORY
The contractor shall provide the services of an independent commercial testing laboratory which will perform all field sampling and testing required under this contract. The contractor shall submit proof that the testing laboratory complies with all the requirements of the American Society for Testing Materials (ASTM) Standard E 329, "Standard Practice for Use in the Evaluation of Testing and Inspection Agencies as Used in Construction" and ASTM C1077, "Standard Practice for Laboratories Testing Concrete and Concrete Aggregates for Use in Construction and Criteria for Laboratory Evaluation" or that the laboratory has been certified by another recognized laboratory certifying agency such as the Corps of Engineers, the Concrete Materials Engineering Council or the Florida Department of Transportation. The agent of the testing laboratory performing the field sampling and field testing shall be certified by the American Concrete Institute as a Concrete Field Testing Technician, Grade I, or be certified by an equivalent recognized national authority for an equivalent level of competence or shall be a licensed Professional Engineer. The cost of the testing laboratory services shall be the responsibility of the contractor. The contractor will ensure that the selected testing laboratory will submit a copy of the test results directly to Indyne, Inc. and the 46 TW/TSRF within 3 days
01010-5 after an individual test is completed. The Contractor shall provide the Testing Laboratory a complete copy of this project specification.
1.14 CHEMICAL LATRINE
The Contractor shall provide, at no additional cost to the government, a minimum of one chemical latrine per 12 workmen. The latrine(s) will be at the job site for the duration of the contract performance period. The latrine(s) shall be serviced as often as required for sanitary conditions but in no case shall servicing be less than once per week. Servicing shall comply with all applicable federal, state and local laws, ordinances and regulations. The latrine waste shall be disposed of legally off government lands.
1.15 WORK CLEARANCE
The contractor shall be responsible for obtaining and having filled out AF Form 103, Base Civil Engineering Work Clearance Request. No site work shall be done until this form is completed.
1.16 PROTECTION OF EXISTING WORK AND EQUIPMENT
Existing building surfaces, utilities, equipment and fixtures shall be protected by the contractor from damage during work under this contract. Any damage to items due to work under this contract shall be promptly repaired by the contractor at his expense.
1.17 APPLICABLE PUBLICATIONS/REGULATIONS
Publications referred to in the statement of work may include reference dates that do not reflect the current status of the publication. Unless otherwise stated in the statement of work (this will be accomplished by stating, "compliance is required with this publication versus any other version"), the current publication is the applicable publication. Where the statement of work further refers to deviations from these publications, these deviations will be applied to the current publication.
1.18 TARGET IDENTIFICATION
The targets shall be numbered. The numbering system and project number shall be provided to the contractor by the Contracting Office. The target number, date of concrete placement, target type and project number are all to be scratched into the wet concrete surface of the foundation slab to provide permanent target identification. Additionally, the following information shall be stenciled on the foundation slab each target in 2 inch high letters using black paint:

1.19 STRUCTURAL ENGINEER
The Contractor shall provide the services of a Florida Registered Professional Engineer to perform the following functions: design form work and shoring for each elevated target;
determine when concrete forms and shoring can be removed for elevated concrete work.. This work is considered subsidiary to the work effort and no direct payment will be paid.
1.20 THERMOCOUPLES
The government may install thermocouple wire in concrete foundations and targets. The contractor shall protect these instrumentation wires to the maximum extent practical. This work may require an additional snap tie and a form block-out to enable form removal without disturbing instrumentation wires to remain.
1.21 CLEANUP.
The contractor shall clean up the job site upon completion of each delivery order. The contractor shall use a trailer-mounted electromagnet to clean the job site of nails, rebar, snap ties and other ferrous objects. The magnet shall be of sufficient strength to effectively clean the job site.
Disposal of all materials resulting from cleanup operations shall be off federal lands, and disposal shall comply with all applicable federal, state, county and local laws as well as Sections 01500 and 01710 of this specification.
1.22 BASIS FOR PAYMENT
1.22.1 Construction of Targets. The construction of targets will be paid on a unit price basis for the particular type target ordered.
1.22.2 Reinforcing Steel Adjustments. There may be occasions during the life of this contract to alter the size and spacing of the reinforcing in a concrete target. The total amount of reinforcing steel for a particular target may increase or decrease depending upon the altered configuration. Bid Item Numbers 0003, 1003, 2003, 3003 and 4003, Decrease or Increase Reinforcing Steel, is the additional price that will be paid per ton of reinforcing steel when a change in reinforcing steel results in more total reinforcing steel being required for a particular target or the price per ton of reinforcing steel that will be deducted from a target when a change in reinforcing steel results in less total reinforcing steel being required for a particular target. These prices apply only to the differences in reinforcing steel requirements either positive or negative.
1.22.3 Concrete Volume Adjustments. There may be occasions during the life of this contract to alter the physical size (outside dimensions) of a concrete target. The total cubic yards of concrete in a target may increase or decrease, depending upon the altered configuration. Bid Item Numbers 0004-0006, 1004-1006, 2004-2006, 3004-3006 and 4004-4006, Decrease or Increase Concrete Volume, is the additional price that will be paid per cubic yard of concrete when a change to the target increases the total cubic yards of concrete required for the target or the price per cubic yard of concrete that will be deducted from a target when a change to the target results
01010-7 in less total cubic yards of concrete required for a particular target. These prices apply only to the difference in cubic yards of concrete either positive or negative, regardless of concrete class.
1.22.4 Structural Steel Adjustments. There may be occasions during the life of this contract to alter the size and quantity of structural steel in a concrete target. The total amount of structural steel for a particular target may increase or decrease depending upon the altered configuration.
Bid Item Numbers 0007, 1007, 2007, 3007 and 4007, Add/Subtract Structural Steel (in place), is the additional price that will be paid per ton of structural steel when a change in structural steel results in more total structural steel being required for a particular target or the price per ton of structural steel that will be deducted from a target when a change in structural steel results in less total structural steel being required for a particular target. These prices apply only to the differences in structural steel requirements either positive or negative.
1.22.5 Excavation Quantity Adjustments. There may be occasions during the life of this contract to alter the configuration of concrete target foundations, thereby altering the quantity of excavation required. The total amount of excavation needed for a particular target may increase or decrease depending upon the altered configuration. Bid Item Numbers 0008, 1008, 2008, 3008 and 4008, Add/Subtract Excavation, is the additional price that will be paid per cubic yard of excavation when a change in target foundation configuration results in more total excavation being required for a particular target or the price per cubic yard of excavation that will be deducted from a target when a change in target foundation configuration results in less total excavation being required for a particular target. These prices apply only to the differences in excavation requirements either positive or negative.
1.22.6 6” Thick Compacted Limerock Base Adjustments. There may be occasions during the life of this contract where a target foundation requires a 6” thick compacted limerock base pad surrounding it for access. The total amount of 6” thick limerock base needed for a particular target, may increase or decrease depending upon the altered target configuration. Bid Item Numbers 0009, 1009, 2009, 3009 and 4009, 6” Thick Compacted Limerock Base (In Place), is the additional price that will be paid per square yard of 6” thick compacted limerock base, when a change in target foundation configuration results in the requirement for a limerock access pad surrounding the foundation. These prices apply only to the differences in 6” thick compacted limerock base requirements either positive or negative.
1.22.7 Pay Items. Pay items as shown on the pricing schedule shall constitute full compensation for all of the work caused by the drawings and this specification, even for minor items of work which may not be mentioned as they are considered subsidiary to the contract.

SECTION 01330
SUBMITTAL PROCEDURES
1.1 SUMMARY
The Contractor shall submit certain items, information, and tests for approval. Submittals are to be on AF Form 3000, Material Approval submittal. Shop drawings and certificates shall be submitted prior to fabrication and commencement of work insofar as possible. All items requiring approval shall be submitted in a timely manner and conform to work schedule. Submit all related items of a section or items that are dependent on each other at the same time for coordination. In lieu of the Underwriter's inspection label, the Contractor may submit a certified test report from any nationally recognized testing agency acceptable to the Contracting Officer and adequately equipped and competent to perform such services. Unless otherwise specified, costs of all items requiring approval shall be at the Contractor's expense. Where tests by an independent testing laboratory are required, the original copies of test reports shall be sent by the testing laboratory directly to the Contracting Officer. Manufacturing cut sheets, technical data, etc. to indicate material meets or exceed specification requirements.
1.2 SUBMITTAL DESCRIPTIONS (SD)
SD-02 Shop Drawings Drawings, diagrams and schedules specifically prepared to illustrate some portion of the work.
Diagrams and instructions from a manufacturer or fabricator for use in producing the product and as aids to the contractor for integrating the product or system into the project.
Drawings prepared by or for the contractor to show how multiple systems and interdisciplinary work will be coordinated.
SD-03 Product Data
Catalog cuts, illustrations, schedules, diagrams, performance charts, instructions and brochures illustrating size, physical appearance and other characteristics of materials or equipment for some portion of the work.
Samples of warranty language when the contract requires extended product warranties.

Calculations, mix designs, analyses, plans or other data pertaining to a part of work.
SD-06 Test Reports
Report signed by authorized official of testing laboratory that a material, product or system identical to the material, product or system to be provided has been tested in accord with specified requirements. (Testing must have been within three years of date of contract award for the project.)
Report which includes findings of a test required to be performed by the contractor on an actual portion of the work or prototype prepared for the project before shipment to job site.
Report which includes finding of a test made at the job site or on sample taken from the job site, on portion of work during or after installation.

SD-07 Certificates

SECTION 01500
GENERAL ENVIRONMENTAL PROTECTION
1.1 GENERAL
This section covers environmental protection in general. Specific environmental requirements are included in other appropriate sections of the specifications. Additional general environmental requirements are included in the General Provisions of the contract. The provisions of this section are in addition to the aforementioned requirements. Where the general provisions of this section conflict with specific requirements elsewhere, the specific requirements shall control. The Contractor shall comply with all applicable local, state, federal, and Air Force environmental regulations/instructions. These items include, but are not limited to the following:
a. Vehicles and other powered equipment shall meet all applicable air quality regulations for emissions. Equipment shall be mechanically sound and have all seals, grease rings, and other containment systems in place to prevent leakage. Drip pans shall be maintained such that overflow and spills do not occur. Associated waste shall be handled in accordance with all applicable regulations. There shall be no activities for equipment maintenance including oil changes, filter replacements, or hydraulic equipment repair performed on base without prior approval by the Contracting Officer.
b. All solid waste that cannot be recycled shall be collected and disposed of on a daily basis. There shall be no accumulation of solid waste unless properly containerized or put within a fenced area to prevent material from being blown about by the wind.
No liquids shall be put into base dumpsters. This includes paints, oils, chemicals, compressed gas, pesticides, and other similar materials. Dried paint cans are allowed in dumpsters only if such cans do not meet or exceed the four characteristics of a hazardous waste (flammable, corrosive, reactive, or toxic).
c. All Hazardous wastes such as sandblast media, chlorinated solvents, paint, paint thinners, cleaners, and fuels shall be labeled and an inventory management system will be initiated to ensure timely removal and proper disposal. No on-base disposal will be allowed. Contractor will abide by AAC Plan 32-5, "Hazardous Waste Management Plan" while working on Eglin AFB.
(1) All drums shall be labeled with a hazardous waste label. The label shall include the proper DOT shipping name, UN or NA, EPA waste number, generator
01500-2 information, and accumulation start date (if a 90 day site). The label shall be placed on the side of the drum.
(2) All drums used to store hazardous waste shall be non-leaking and safe to handle. Drums that are rusted, dented, or leaking shall be over-packed. Drums and/or over-packs shall be provided by the Contractor. All containers shall be DOT approved containers.
(3) Storage of drums will be approved by the Hazardous Waste Branch of the Environmental Management Directorate (AAC/EMCW) prior to the generation of hazardous waste. The Contractor shall document inspection of drums for leaks on a daily basis or if not working in the area daily, then a weekly inspection will suffice.
A drum shall be disposed within 90 days of the first drop in the container, if approved as a 90 day site. If approved for an initial accumulation point, the drum will be disposed of within 3 days of it becoming full. A copy of the inspection checklist shall be forwarded to AAC/EMCW, the 96 TW Unit Environmental Coordinator and Eglin's Operations and Maintenance (O&M) Contractor Environmental and Occupational Health (EOH) Administrator every Friday.
4) Hazardous waste drums shall be stored at an approved accumulation site. A sign listing emergency telephone numbers and identifying the site as an initial or 90 day accumulation site with two points of contact shall be placed in a highly visible location.
(5) Hazardous waste transportation and disposal shall be coordinated through EMCW. The transporters and disposal facilities will be approved by EMCW prior to their use. Manifests will be signed only by EMCW.
d. Hazardous Materials: The Contractor shall submit to the contracting officer a list of all hazardous materials to be brought onto Eglin AFB property prior to the onset of any work. The list shall include all paints, solvents, POL products, pesticides, etc to be used during the duration of the contract. All newly identified requirements for hazardous materials, after the above list is submitted, shall be coordinated with and approved by the Eglin AFB Hazardous Material Cell, phone number 882-4677 (located in Building 615) prior to bringing the material on Eglin property. All empty and unused hazardous materials will be properly disposed of and removed from Eglin AFB by the contractor, when contract is completed. An MSDS must be on hand for all hazardous material on hand.
e. Fuel storage shall be limited to 500 gallons and shall be contained in a government approved portable tank. Sitting of the tanks shall be approved by the Contracting Officer.
f. Storage of oils, greases, chemicals, or other liquids shall require a fully contained facility for spill prevention and security. A minimum of 40 pounds of absorbent material per 44 gallons of chemical/oil/grease shall be on hand for spill control.

g. All spills shall immediately be reported to the Eglin JTTOCC at 882-5800; also contact Eglin Security Forces by dialing 911 on base and 882-5856 on commercial phones if the event poses a threat to life, health, safety, or has the potential to cause a fire, chemical release or fuel spill. The contractor must also immediately notify his contract administrator who will notify the O&M contractor's EOH at 882-9226.
Information as to spill location, type of material and estimated time when spill occurred shall be provided. The contractor shall ensure that appropriate personal protective equipment (PPE) is available to take care of a spill clean-up and the handling of residues of materials under their control. Responsible organizations or responsible contractor will fill out an Eglin Spill Discharge Report Form and hand carry or Fax (882-3761) it to AAC/EMCW within 4 duty hours of the spill occurrence. Responsible party will reimburse AAC/EMCW for all cost incurred during any remediation effort to restore the environment back to its original state.
h. Spray painting shall be conducted by using low-volatile organic chemical (VOC) paint technology or water base paints. See Section 09900 PAINTING for restrictions on spray painting.
i. Contractor sites (i.e. trailer and storage sites) shall be properly maintained at all times. Repair of all damage due to improper erosion control shall be the responsibility of the Contractor. Release of the site by the Contractor will be accomplished by a final Contractor site review, at which time site deficiencies will be noted. The Contractor shall have 14 calendar days (beyond the contract completion date if necessary) to correct all deficiencies. The contract completion date will not be changed due to any of the required site review actions.
j. Asbestos: If the Contractor encounters unforeseen site conditions including, but not limited to suspected asbestos containing materials during the performance of this contract, the Contractor shall cease operations in the suspect area, immediately evacuate all personnel, and notify the Contracting Officer, the construction inspector, and AAC/EMCW. Samples will be taken and analyzed by the government.
k. Banned Ozone Depleting Chemicals: All equipment using any Class 1 ozone depleting chemicals (ODCs) for a fire suppressant, refrigerant or solvent is banned from acquisition or use unless it has an Air Force waiver. This includes, but is not limited to systems using Class 1 ODCs such as halon 1211, halon 1301, R-11 (trichlorofluoromethane), R-12 (dichlorofluoromethane), R-113 (trichlorotrifluoroethane), R-114 (dichlorotetrafluoroethane), R-115 (chloropentafluoroethane), and all azeotropic mixtures containing controlled chemicals such as CFC 500, 501, 502, and 504.
l. Ground Contamination: If suspected contamination is encountered during excavation activities (often indicated by unusual colors or odors), the Contractor shall contact the Contracting Officer immediately.

m. Environmental Training: Specific Contractor personnel are required to have a
Hazard Communications (HazCom) and Hazardous Waste Program in place. Proof of an existing HazCom and HazWaste Program shall be provided to the environmental management representative at the pre-construction meeting and updated annually.
n. Recycling is mandatory on Eglin AFB. Contractors must have a recycling plan and must participate in the Base Recycling Program in accordance with contract specifications and provisions. The Eglin Recycling Center can be contacted at 882- 7744 for specific guidance.
o. Trees: If trees are to be trimmed, cut, or removed, contact the Forestry Section of the Natural Resources Branch (Jackson Guard Station) at 850-882-4164. Contractor should coordinate tree issues far enough in advance so as to not cause delays in their construction schedules. Pine tree curing may be considered merchantable and require removal by a government contractor.
p. Notice of Violation (NOV): Contractor shall notify the Contracting Officer immediately of an enforcement action taken by environmental regulators to the action or inaction of the contractor, his subcontractors, or government personnel while working on the Eglin Complex.
q. Use of Recycled Material: All procurements made in support of this contract shall consider products manufactured with recycled material according to the most current EPA Recycled Materials Advisory Notice. Typically the notice contains specifications for latex paints, carpets, paper products, plastic lumber, concrete, as well as a wide variety of other consumer products all manufactured with recycled materials.
r. Air Quality: Coordinate any installation, replacement, or modification of air emission units (boilers, storage tanks, surface coating operations, corrosion control such as sandblasting, HVAC systems, etc) with AAC/EMCE, Air Quality Program Manager before project start Date.

PREVENTION, CONTROL AND ABATEMENT
OF EROSION AND WATER POLLUTION

SECTION 01710
CLEANING
The contractor shall perform work according to this section during construction and final cleaning of all surfaces and materials.
1.1 DESCRIPTION
a. Maintain premises and properties free from accumulation of waste, debris, and rubbish caused by operations.
b. At completion of work, remove waste materials, rubbish, tools, equipment, machinery and surplus materials, and clean all sight-exposed surfaces; leave project clean and ready for occupancy.
1.2 SAFETY REQUIREMENTS
1.2.1 Standards
Maintain project in accordance with safety and insurance standards.
1.2.2 Hazards Control
The contractor shall meet the requirements of Section 01500 as well as the following requirements.
a. Store volatile wastes in covered material containers, and remove from premises daily.
b. Prevent accumulation of wastes which create hazardous conditions.
c. Provide adequate ventilation during use of volatile or noxious substances.
1.2.3 Cleaning and Disposal
Conduct cleaning and disposal operations to comply with all federal, state and local laws, regulations and ordinances.
The contractor shall meet the requirements of Section 01500 as well as the following requirements.
a. Do not burn or bury rubbish and waste materials on project site.

b. Do not dispose of volatile wastes such as mineral spirits, oil, or paint thinner in storm or sanitary drains.
c. Do not dispose of wastes into streams or waterways.
d. Do not dispose of hazardous waste or recyclable material containers in dumpsters.
2.1 MATERIALS
a. Use only cleaning materials recommended by manufacturer of surface to be cleaned.
b. Use cleaning materials only on surfaces recommended by cleaning material manufacturer.
3.1 DURING CONSTRUCTION
a. Execute cleaning to ensure that building, grounds, and public properties are maintained free from accumulations of waste materials and rubbish.
b. Wet down dry materials and rubbish to lay dust and prevent blowing dust.
c. Each week during progress of work, clean site and public properties and dispose of waste materials, debris, and rubbish.
d. Remove waste materials, debris, and rubbish from site and legally dispose of at public or private dumping areas off of Eglin reservation.
e. Handle materials in a controlled manner with as few handlings as possible; do not drop or throw materials from heights.
f. Schedule cleaning operations so that dust and other contaminants resulting from cleaning process will not fall on wet, newly painted surfaces.
3.2 FINAL CLEANING
a. Employ experienced workmen, or professional cleaners, for final cleaning.
b. In preparation for substantial completion or occupancy, conduct final inspection of sight-exposed interior and exterior surfaces, and of concealed spaces.

c. Repair, patch and touch up marred surfaces to specified finish, to match adjacent surfaces.
d. Maintain cleaning until project, or portion thereof, is occupied by the Government.

1.4 STORAGE OF MATERIALS
Cement shall be stored in weather tight buildings, bins, or silos which will exclude moisture and contaminants. Aggregate stockpiles shall be arranged and used in a manner to avoid excessive segregation and to prevent contamination with other materials or with other sizes of aggregates.
Reinforcing bars and accessories shall be stored above the ground on platforms, skids, or other supports. Other materials shall be stored in such a manner as to avoid contamination and deterioration.

2.1 MATERIALS
2.1.1 CHEMICAL ADMIXTURES
Chemical admixtures, when required or permitted, shall conform to the appropriate specification listed. Admixtures shall be furnished in liquid form and of suitable concentration for easy, accurate control of dispensing.
2.1.1.1 Water-reducing or retarding admixtures shall conform to ASTM C 494, Type A, B, or D, except the 6-month and 1-year strength requirements are waived.
2.1.1.2 High-Range water reducer admixtures shall comply with ASTM C 494, Type F or G, except the 6-month and 1-year strength requirements are waived. The admixture shall only be used when approved by the contracting officer.
2.1.1.3 Chemical admixtures for use in producing flowing concrete shall comply with ASTM C 1017, Type I or II. These admixtures shall be used only when approved by the contracting officer.
2.1.1.4 Submittals. Certificates of compliance will be provided for all chemical admixtures used.
2.1.2 AGGREGATE
Crushed aggregate for normal weight concrete shall conform to ASTM C 33. Coarse aggregate shall be Class 3M, of the size and type shown in SECTION 03316, paragraph 2.8, Table 1 of this specification. Aggregate for use in the ready mix shall consist of clean, hard, uncoated particles.
Dust, mud and other coatings shall be removed from the coarse aggregate by washing.
2.1.2.1 Deleterious Substances. The limits for deleterious substances and physical property requirements of coarse aggregate for concrete shall conform to ASTM C 33, the moderate weathering region and the class designation as specified above. Deleterious substance limits for fine aggregate shall comply with ASTM C33, Table 1.
2.1.2.2 Particle Shape. Coarse aggregate particle shape shall be generally spherical or cubical in shape. The quantity of flat and elongated particles in any size and gradation shall not exceed 15% by weight as determined by ASTM D 4791. Flat particles are defined as aggregate having a ratio of width to thickness greater than three (3) and elongated particles are aggregate having a ratio of length to width greater than three (3).
2.1.2.3 Submittals. Aggregates shall be tested in accordance with ASTM C 33 and ASTM D 4791. The results shall be submitted to the contracting officer for approval.
2.1.3 CEMENTITIOUS MATERIALS

Cementitious materials shall be portland cement, or portland cement in combination with pozzolan or silica fume and shall conform to appropriate specifications listed below.
2.1.3.1 Portland cement shall conform to ASTM C 150, Type I or II Only one source and type of cement shall be used.
