About this file

This document is a Justification and Approval (J&A) for a single source award under the simplified acquisition threshold. The U.S. International Trade Commission (USITC) is seeking to award a sole source Purchase Order to Lightcast.io for a new 4-year contract (base year plus three option years) to provide software licenses for a unique data system containing information on millions of current and historical job postings across the United States. The J&A states that USITC staff were unable to identify another company that can provide data of equivalent breadth and depth to satisfy the Commission's increasing modeling requirements for U.S. labor market data. The period of performance is May 30, 2024 through May 29, 2027. This is an informational notice only, and a solicitation will not be issued - the sole source award is at the discretion of the government.

The Commission frequently receives requests to analyze the impact on the U.S. labor market. The USITC Economics employees finds fit that Lightcast would provide a system that would fulfill those requirements. The data that is needed is not available accessibly to those publicly , which is why Lightcast is such a necessity.
