About this file
This document is a Justification and Approval (J&A) for a Single Source Award from the U.S. International Trade Commission. The solicitation is for 160 hours of services on global macroeconomic modeling and training, specifically to produce quantitative analysis to comply with the Commission's statutory obligations. The services will be provided by Professor Rafael Dix-Carneiro, who has developed a unique economic model combining labor adjustment costs, unemployment, trade dynamics, and trade balances. The Office of Economics determined that no other academic researcher has a comparable methodology that can model a large number of countries and industries simultaneously. The contract is a sole source award under FAR 6.302-1, with a base year performance period from August 1, 2025 to May 31, 2026. The estimated total value is listed as $0.00, and the work will build upon previous contracts with the same vendor.

160 hours of services on global macroeconomic modeling and training. 3. Justification for Limited Competition:
Professor Dix-Carneiro developed a unique model that combines several features that are of interest to the Commission: labor adjustment costs, unemployment, trade dynamics, and trade balances. His work will build upon the work he has done with the Commission under contract 34300021P0038, 34300022P0016, and 34300023P0019.

4. Description of Market Research Conducted and Results:
The Office of Economics is aware of other members of the academic community who have published papers on some of the topics modeled by Dix-Carneiro's methodology. However, none of them combine all of these features into one model. In addition, Dix-Carneiro's methodology is unique because it allows for modeling a large number of countries and industries, which is of crucial interest to the Commission.
