About this file
This document is a Justification and Approval (J&A) for a Single Source Award by the U.S. International Trade Commission (USITC). The document seeks a one-year extension of USITC's engagement with the Global Trade Analysis Project (GTAP) Consortium, coordinated by the Center for Global Trade Analysis at Purdue University. The sole-source procurement is critical to the Commission's economic analyses, providing exclusive access to the GTAP model, specialized data (including foreign direct investment and energy-related data), and consultation with GTAP staff and consortium members.
The market research conducted by Commission staff found no alternative sources offering comparable data and services. The justification emphasizes that several major ITC research initiatives depend on the GTAP Consortium's data and expertise, and Purdue University holds exclusive rights to this engagement. The document is signed by Karen Thome (Requiring Officer) and Alisha Hunt (Contracting Officer), with a planned posting to sam.gov on April 8, 2025, indicating a future procurement action for the period beginning October 1, 2025.

Justification and Approval for: Single Source Brand Name
1. REQUISITION NUMBER: 6400-OOEC-25-0004 ESTIMATED TOTAL VALUE:
2. Description of supplies or Services Required to Meet Agency:
This requirement is to purchase a one-year extension of USITC engagement with the GTAP Consortium. The Global Trade Analysis Project (GTAP) is a global network of researchers and policy makers conducting quantitative analysis of international policy issues. GTAP is coordinated by the Center for Global Trade Analysis in Purdue University's Department of Agricultural Economics.
3. Justification for Limited Competition:
Engagement with the GTAP Consortium is critical to many of the Commission’s economic analyses. The Consortium provides access to the GTAP model and data, allows us to obtain specialized data such as FDI and energy-related data, and provides access to the services of GTAP staff and to consult with other members of the Consortium for data and model development projects such as FDI and household expenditure decompositions. Several major ITC research initiatives depend on these data and access to GTAP staff expertise, which in turn requires engagement with the GTAP Consortium. The GTAP Center at Purdue University holds exclusive rights to this engagement.
