About this file

This document is a Justification and Approval (J&A) for a Single Source Award by the U.S. International Trade Commission (USITC). The agency intends to sole-source a FedRAMP-certified Integrated Library System (ILS) from SirsiDynix Inc. for managing the library's print resources. The EOS.Web system will support core library functions including cataloging, circulation, patron management, OPAC/Discovery, user management, reporting, system hosting, and technical support for a collection under 40,000 volumes.

The justification highlights that EOS.Web is the most suitable choice after market research, offering full FedRAMP certification, alignment with technical needs, and cost-effectiveness. The sole-source procurement is justified by the system's integration with current workflows, exclusive maintenance rights, and the potential cost and disruption of migrating to an alternative system. The anticipated contract period is from August 16, 2025 to August 15, 2026, with the requisition number 6500-OARS-25-0045. The document is signed by Grace Wu (Requiring Officer) on May 21, 2025 and Alisha Hunt (Contracting Officer) on May 22, 2025.

Justification and Approval for: Single Source Brand Name

1. REQUISITION NUMBER: 6500-OARS-25-0045 ESTIMATED TOTAL VALUE:

2. Description of supplies or Services Required to Meet Agency:

This is for acquisition of a FedRAMP-certified S Integrated Library System (ILS) to support the management of library print resources at the U.S. International Trade Commission. The ILS will provide support for the core functions of cataloging, circulation, OPAC/Discovery, user management, reporting, system hosting, and technical support.

3. Justification for Limited Competition:

EOS.Web supports core functions such as cataloging, circulation, patron management, and OPAC/Discovery, making it well-suited for managing the ITC Library’s print collection. It integrates with current workflows and the EBSCO discovery service and the vendor's exclusive maintenance rights justify a sole source contract, avoiding costly migration, staff re-training, and disruption. We have not identified any other FedRAMP-certified ILS that matches EOS.Web in affordability, simplicity, and proven effectiveness in managing a small collection. The only alternatives are designed for larger collections according to 2025 Library Automation System Survey, while such complex systems are not cost-effective for our under 40,000 volume collection.

5. Requiring Officer's Certification:

I certify that the facts and representations in this justification, included herein, meet the Government's need and that the supporting data which forms the basis for this justification is complete and accurate.
