About this file
This document is a Justification and Approval (J&A) for a Single Source Award under the Simplified Acquisition Threshold (SAT) for the U.S. International Trade Commission (USITC).
The J&A justifies awarding a sole source contract to Robert Feenstra, a professor at UC Davis, for 300 hours of advisory services to model the regional employment impacts of trade policies. Feenstra is considered a uniquely qualified expert in this specialized field, having worked with the USITC previously and developed methodologies for analyzing trade policy impacts at the regional level. The estimated value of the contract is $0, as it is below the SAT. The period of performance is one year from October 1, 2024 to September 30, 2025. This J&A serves as the notification of the USITC's intent to award the sole source contract to Feenstra, with any additional information received within 5 days being considered by the government.

1. REQUISITION NUMBER: 6400-OOEC-24-0007 ESTIMATED TOTAL VALUE: $0.00
2. Description of supplies or Services Required to Meet Agency:
300 hours of advisory services from Robert Feenstra. This advisory service includes informative modeling of the impact of trade policies on the regional employment in the US.
3. Justification for Limited Competition:
The Commission has recently been focused on estimating the regional impacts of trade policy. The topic is a narrow field and Professor Robert Feenstra at UC Davis is highly regarded as an expert and he is at the forefront of research in international trade.
Professor Robert Feenstra is uniquely qualified in this area because he developed the methodology of estimating accurate elasticities using a non-homothetic gravity equation system, and then creatively the elasticity estimates to study the welfare impact of changing trade polices at U.S. egional level, which has rarely been studied.
5. Requiring Officer's Certification:
I certify that the facts and representations in this justification, included herein, meet the Government's need and that the supporting data which forms the basis for this justification is complete and accurate.

Robert Feenstra is uniquely qualified for this work because he has worked with the Commission in the past and is attuned to our needs. He is experienced in the dataset used in this work and is considered an expert in the development of models in this field.
