About this file

This is a Justification and Approval for Single Source Award (USITC-050, Rev. 4/2022) submitted by the U.S. International Trade Commission for a non-competitive procurement action.

The U.S. International Trade Commission's Office of Industries has a requirement to procure supply chain data for certain automotive parts in support of the USMCA Automotive Rules of Origin 2027 factfinding investigation. The estimated contract value is $103,000.00 under Requisition Number ITC-2000-OARS-26-100. The sole-source contractor is R.L. Polk & CO. The justification for limiting competition to a single source rests on R.L. Polk & CO's unique position as the only provider with comprehensive, manufacturer-specific and often manufacturer-exclusive vehicle component data and supplier-vehicle manufacturer relationships across all required parts. During market research, the investigation team consulted with several alternative data providers offering vehicle teardown services; however, these competitors could only provide information on a few dozen vehicles annually, whereas R.L. Polk & CO can deliver supply chain information for most required parts across hundreds of vehicle models. The Requiring Officer (Marin Weaver, dated 6/24/2026) and Contracting Officer (Ian Quillman) have both certified the justification as accurate and complete. The award is scheduled for posting on sam.gov as an action exceeding $25,000 and on USITC.GOV.
