About this file

This document is a Justification and Approval (J&A) for a single source award under the Simplified Acquisition Threshold (SAT). The U.S. International Trade Commission (USITC) Office of Procurement is seeking to award a purchase order for 240 hours of advisory services from Dr. James Harrigan, with a base period and one option year. The justification states that Dr. Harrigan's specific experience and knowledge in developing economic models related to the impact of trade on labor markets and small/medium enterprises is not matched by other researchers, making him the only source able to further develop the USITC's economic model. The total estimated value of the requirement is not provided. The document includes the required certifications from the Requiring Officer and Contracting Officer.
