About this file

This document is an Addendum to Request for Quote (RFQ) Number 51A0584 issued by the California Department of Transportation (Caltrans) for Location Platform Services for Travelers Information. The RFQ is an open market opportunity, and there is no incumbent. Caltrans has allocated an estimated budget of $432,000 for this request. The vendor will be responsible for delivering a ready-to-use/configure location services platform that will enable Caltrans to alert travelers who use Caltrans QuickMap. The platform is required to track at least 15,000 concurrent geofences, and the vendor's service will expose an API and web interface for users to create, read, update, and delete operations. Integration with a Content Management System is not a requirement, and the vendor is not responsible for back-end work including CMS solutions. Caltrans currently uses Google Cloud services to process webhook events, and the vendor's service will need to support this integration.

The RFQ does not have any special programs for HUB Certified Businesses beyond the diversity goals specified. Caltrans anticipates the number of users (Monthly Tracked Users) who integrate the SDK will grow, but it should not exceed the number defined in the statement of work for the duration of the contract. Caltrans is looking for a ready-to-use/configure service at the time of contract execution and is not open to a custom-developed option.

Addendum No. 1 Request for Quote Number: 51A0584

Location Platform Services for Travelers Information (SaaS)

NOTICE TO ALL PROSPECTIVE BIDDERS:

Addendum No. 1 is being issued for the above-referenced RFQ. Offers for this work shall be with the full understanding of this Addendum. All other terms and conditions set forth in the RFQ 51A0584 shall remain in full force and effect.

THE FOLLOWING REPRESENT QUESTIONS ASKED AND THE DEPARTMENTS RESPONSE:

Question 1:

Is there any incumbent for this opportunity? Are they also part of the bidding process?

Answer 1:

This is an open market RFQ for any interested vendor/contractor to bid.

Question 2:

Has the agency allocated a budget for the opportunity? If so, what is the amount?

Answer 2:

The fund allocated for this request is estimated at $432,000.

Question 3:

In addition to the diversity goals specified, are there any special programs for HUB Certified Businesses?

Answer 3:

All requirements for RFQ 51A0584 can be found on page 1 of the Solicitation Package under “Minimum Qualifications for Bidder”.

Question 4:

Do you have an existing Content Management System (CMS) or will the vendor be responsible for back-end work including incorporating CMS solutions?

Answer 4:

CMS integration is not a requirement of this request. All requirements for this contract request upon execution can be found within the Proposed Form of Agreement.

Question 5:

Do you need the location platform to integrate with the CMS for content curation or data management?

Answer 5:

CMS integration is not a requirement of this request, thus will not be needed.

Addendum No. 1

RFQ 51A0584

Question 6:

What are the different user roles envisioned for this system? What specific permissions will each role have regarding the creation, modification, and monitoring of geofences?

Answer 6:

The vendor’s service will expose an API and web interface for users to create, read, update, and delete operations. There will be 1-3 API users, and no more than 5 web users. The integration between Caltrans and the vendor’s service will mostly occur through the API, SDK, and via webhook. The roles do not have to be granular; it would suffice to have a read-only account and another that is capable of editing.

Question 7:

Is there a requirement for tiered access levels to manage how different users interact with the system, particularly in terms of viewing, modifying, or deleting geofences and associated metadata?

Answer 7:

Please refer to answer for Question 6.

Question 8:

How will the system manage integrations with third-party services, particularly for event notifications via webhooks? Are there existing partnerships or preferred vendors?

Answer 8:

The webhook will communicate geofence entry events and associated metadata to an endpoint of Caltrans’ choosing. Currently, Google Cloud services are used to process webhook events.

Question 9:

Given the requirement to track at least 15,000 concurrent geofences, what are the expected scalability needs over time? Is there an anticipated increase in the number of geofences or users, and how should the system prepare for such growth?

Answer 9:

We do not anticipate user base growth of the API or web interface that vendor’s service will provide. The number of users (Monthly Tracked Users) who integrate the SDK will grow but should not exceed the number of MTUs defined in the statement of work, for the duration of the contract.

Question 10:

For the Location Platform Services Software, are you looking for a COTS solution or are you open to a custom-developed option too?

Answer 10:

The vendor will be responsible for delivering a ready-to-use/configure service at the time of contract execution.

Question 11:

Section 7 of exhibit A states the following:

‘(4) The application will be one of several services that will send push notifications, and therefore the application will not interfere with the other services.’

Can you please explain what this statement means??

Answer 11:

The statement is attempting to convey that Caltrans may have several internal systems that will need to utilize the service, and that this should be supported by the service.

Thank you, Michelle Garcia Contract Analyst
