About this file

This is a Request for Information (RFI) for the qualification and emergency repair of C-5 Moving Island Actuators for the United States Air Force. The Air Force Sustainment Center at Robins AFB, Georgia, is conducting market research through the 409 SCMS/GUMA Mechanical Section to identify potential contractors with expertise in repairing eight specific National Stock Numbers (NSNs) of moving island actuators: 1680-01-185-7485, 1680-01-522-2388, 1680-01-179-8076, 1680-01-521-8824, 1680-01-181-5670, 1680-01-521-8823, 1680-01-180-0262, and 1680-01-521-8826. These actuators are critical components of the C-5 secondary flight control system that control the moving island section of the slats, which provide aerodynamic sealing when retracted and are repositioned when slats are extended. Special tooling is required for repair and overhaul operations according to the overhaul manual.

Responses to the Contractor Capability Survey must be submitted within 30 days of posting via email to PCO Jeanette Jordan (Jeanette.Jordan.2@us.af.mil) and Program Manager Paige Mosley (paige.mosley.1@us.af.mil). Both large and small businesses are encouraged to participate, with joint ventures and teaming arrangements supported. Respondents must provide documentation demonstrating company capabilities including facility descriptions, relevant past contract experience, classified material handling capabilities, technical data generation expertise, and quality assurance processes (such as ISO 9001 or AS9100 certification). The government proposed NAICS code is 336413, and respondents must indicate if they qualify as small businesses or hold certifications such as Woman Owned, Service-Disabled Veteran, HUBZone, or 8(a) status. Participation in this market survey does not guarantee selection for future solicitations, and the government will not reimburse response costs. The security clearance level and extent of allowable foreign participation have not yet been determined.

PURPOSE/DESCRIPTION:

The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements for the C-5 Moving Island Actuators NSN(s): 1680-01-185-7485, 1680-01-522-2388, 1680-01-179-8076, 1680-01-521-8824, 1680-01-181-5670, 1680-01-521-8823, 1680-01-180-0262, 1680-01-521-8826 for the USAF. The moving island actuators are part of the secondary flight control system that controls the moving island section of the slats. The moving islands provide aerodynamic sealing when the slats are retracted, and the moving island actuators move the moving islands out of the way when the slats are extended. These parts listed in the report are critical to the function of the slat system of the C-5 family of aircraft. Special tooling is required for the repair and overhaul of the moving island actuators called out in the overhaul manual. Companies are encouraged to provide responses to this questionnaire but are advised that their participation is voluntary and no reimbursement of any kind will be provided.
