Evaluation Information

(a) The Government will award a contract resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

1. Technical: Quote must be rated as technically acceptable to be eligible for award. To be deemed technically acceptable, the quote must conform with all aspects of the attached

Statement of Work.

2. Past Performance: Award will not be made to any offeror that has relevant negative past performance.

3. Price: Award will be made to the vendor deemed best value based on all evaluation criteria. Please note: All evaluation factors other than cost or price, when combined, are more important than cost or price. However, if the Government determines that the perceived benefits of a higher priced proposal merit the additional costs, the Government may determine that proposal as the best value.

(b) A vendor must be determined to be responsible by the Contracting Officer in order to be eligible for award. Responsibility is described in Federal Acquisition Regulation (FAR)

Subpart 9.1, “Responsible Prospective Contractors.” Part of the determination addresses financial capability. (c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the
