About this file
This document is a Request for Information (RFI) for the integration of commercial off-the-shelf (COTS) Agricultural Global Positioning System (Ag-GPS) components onto EMASS-equipped C-130J aircraft. The Government is conducting market research to identify potential sources with the expertise, capabilities, and experience to meet this requirement. The major Ag-GPS components include the Ag NAV GUIA Platinum Console, Internal Lightbars, GPS Receiver, and GPS Antenna. The new system shall interface with the aircraft and maintain similar physical characteristics, allowing the 910th Airlift Wing to continue its public health pesticide application mission while meeting Environmental Protection Agency requirements. The Government is not soliciting proposals or offers at this time and will not reimburse respondents for any costs incurred. Responses are due by 5:00 PM on 11 October 2024 and should be sent electronically to the specified points of contact. The Government is particularly interested in responses from small, woman-owned, disadvantaged, 8(a) certified, HUBZone, veteran-owned, and service-disabled veteran-owned small businesses.

PURPOSE/DESCRIPTION
This market research is to identify potential sources that possess the qualifications to integrate the NextGen Ag-GPS system onto EMASS equipped C-130J aircraft located at the 910th Airlift Wing (910 AW), YARS, OH. The legacy Wingman GPS has become obsolete. Therefore, the Government has established the requirement for select C-130J EMASS-equipped aircraft to be modified with the installation of the NEXTGEN Ag-GPS system. The new system shall interface with the aircraft and shall maintain similar physical characteristics. The new system shall allow the 910 AW to continue its public health pesticide application mission while also continuing to meet Environmental Protection Agency requirements for ensuring precision targeting of applied chemicals, preventing over-spray and accurately recording chemical applications. Additionally, R4 Integration’s Multi-Purchase Hatch System (MPHS) with integrated GPS antenna will be integrated into the design. It provides a roll-on/roll-off capability without permanent modification to the aircraft fuselage. The MPHS has been USAF approved for use on other C-130 series aircraft, can be procured with technical and supportability documents. There is no special equipment required to install the MPH.
