FAR 52.217-7 -- Option for Increased Quantity-Separately Priced Line Item (Mar 1989)
The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within the period of performance of the item. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.

FAR 52.217-9 -- Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days of the contract expiring, provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

FAR 52.246-20 -- Warranty of Services (May 2001)
(a) Definition."Acceptance," as used in this clause, means the act of an authorized representative of the Government by which the Government assumes for itself, or as an agent of another, ownership of existing and identified supplies, or approves specific services, as partial or complete performance of the contract.
(b) Notwithstanding inspection and acceptance by the Government or any provision concerning the conclusiveness thereof, the Contractor warrants that all services performed under this contract will, at the time of acceptance, be free from defects in workmanship and conform to the requirements of this contract. The Contracting Officer shall give written notice of any defect or nonconformance to the Contractor within 90 days from the date of acceptance by the Government. This notice shall state either-
(1) That the Contractor shall correct or reperform any defective or nonconforming services; or
(2) That the Government does not require correction or reperformance.
(c) If the Contractor is required to correct or reperform, it shall be at no cost to the Government, and any services corrected or reperformed by the Contractor shall be subject to this clause to the same extent as work initially performed. If the Contractor fails or refuses to correct or reperform, the Contracting Officer may, by contract or otherwise, correct or replace with similar services and charge to the Contractor the cost occasioned to the Government thereby, or make an equitable adjustment in the contract price.
(d) If the Government does not require correction or reperformance, the Contracting Officer shall make an equitable adjustment in the contract price.

(d) Comptroller General Examination of Record. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

Option Items
In addition to the work described above, the Government may elect to award regulatory compliance oversight of all Forest water and wastewater systems. See C-3 for detailed list of systems.
A. Forest-wide Regulatory Reporting (OPTION ITEM)
Contractor to maintain additional files on all non-contractor operated Forest systems (see Table in Section C-2). Contractor shall collect, verify, and assemble all monthly reporting documentation and transmit said information to the COR prior to the 10th of each month. Assembled reports shall be as required by the Oregon Department of Environmental Quality (for wastewater) and the Oregon Health Authority (for water). Contractor shall also update sampling plans and ensure timely submission of typical reports required by Oregon State regulatory agencies (Infiltration and Inflow reports, biosolids reports, water system startup, etc.). Contractor shall meet all deadlines and shall review paperwork for completeness and accuracy prior to submission.
B. Gravity Main, TV Inspect and Hydro Jet Gravity Sewer Line (OPTION ITEM) TV inspect and hydro jet gravity sewer line for line diameters between 4-inch and 8-inch diameter.
Provide video tape to USFS. Purpose if for cleaning and assessment of condition of gravity mains.
C-2 DESCRIPTION AND LOCATIONS
A. Locations
The attached vicinity map (see Section J, Exhibit 1) shows the project work sites.
Tiller Ranger Station: Proceed east from Canyonville, Oregon via Douglas County Highway 1 (Tiller Trail Highway) for 27 miles to Tiller, OR. Tiller Ranger Station is located on the south side of South Umpqua River.
Facilities serviced by the treatment plants are located within the Ranger Station compound with additional facilities on the north side of South Umpqua River.
Wolf Creek Job Corps: Proceed east from Roseburg, OR via State Highway 138 for 18 miles; then southeast on Little River Road 13 miles to the Center compound. The facilities serviced by the treatment plants are located within the Center compound on the north side of Little River with some additional facilities on the south side of Little River.
Wolf Creek Campground: Proceed 0.5 miles easterly of Wolf Creek Job Corps along Little River Road.
Emergency response, routine response, and regulatory reporting: The following list identifies additional water and wastewater systems that may require emergency/routine service and/or regulatory reporting (if awarded). Offerors should familiarize themselves with the complexity, typical reporting requirements, and locations of these systems; all systems are within the Umpqua National Forest boundary.

B. Description
1. Administrative Sites Water Systems (2)
There is one water system each at Tiller Ranger Station and Wolf Creek Job Corps. The Tiller and Wolf Creek systems each system have a surface water source, elevated storage tank and sludge holding tank.
Design capacity of each plant ranges from approximately 40,000 gallons per day for the Tiller system, to approximately 60,000 gallons per day for the Wolf Creek Job Corps system.
Wolf Creek has a year-round mess hall, office, support buildings, dormitories and residences that serves a population of up to 350-400. The Wolf Creek Job Corps water treatment plant is a computer-program-controlled membrane filtration system (US Filter Memcor AXIA 12) put into service in December 2006. Its design capacity is 44.88 GPM (gallons per minute) and has measured average daily flows between 16,000 and 32,000 GPD (gallons per day).
Tiller has year-round residences, office and support buildings and crew houses with kitchen facilities. Tiller Ranger Station plant is a physical/chemical package-type (Rotoflow). Its design capacity is 40 GPM and has measured average daily flows between 10,000 GPD and 33,000 GPD. The population at this site varies from 10 to 90+ depending on the time of year.
2. Administrative Sites Wastewater Systems (2)
There is one wastewater system each at Tiller Ranger Station and Wolf Creek Job Corps. Each system at Tiller and Wolf Creek consists of an extended aeration package-type treatment plant coupled with a physical/chemical polishing unit which uses alum, soda ash and PAC. Disinfection is accomplished using sodium hypochlorite (12 1/2%). Both of these plants have dechlorination systems as required by Oregon Department of Environmental Quality; and both plants have sludge holding tanks which require periodic pumping and disposal off Forest land at a State approved site (note: the Wolf Creek Job Corps plant has the ability to dewater sludge in a manner that does not typically require commercial pumping, see below). All sewage is from domestic wastes.
The Wolf Creek plant has a design flow of 40,000 GPD with average measured flows of 20,000 GPD. Wolf Creek has one remote pump station (approximately ½ mile from the treatment plant) and one on-site pump station. It also has a sludge lagoon/subsurface disposal field. Additionally, geotextile dewatering bags, added to the system in 2012, are used to further dewater sludge before transport (see Exhibit 16). This site has a year-round mess hall with associated grease trap, office, support buildings, dormitories and residences.
The Tiller plant has a design flow of 29,000 GPD with average measured flows of 11,000 GPD. It also has one remote pump station approximately 1/8 mile from the treatment plant. The site has year-round residences, office and support buildings and crew houses with kitchen facilities.
3. Wolf Creek Campground Water System
The intake consists of a stainless-steel screen and foot valve and approximately 100 linear feet of 2 inch galvanized iron pipe 30 feet enclosed in a 6 inch diameter housing secured to two concrete slabs at the river’s edge). Equipment in the treatment building includes the centrifugal intake pump, system pressure tank, one multi-media filter, two cartridge filters (5 and 1 micron, respectively), flow meter, chemical feed pump with 30-gallon barrel, electronic turbidimeter, electronic chlorine analyzer and electronic pH/ORP monitor. Also included in the system are an underground pressure tank outside the building and the distribution line. [See Exhibit 11 (6 sheets)]. Design flow rate is 15 GPM.
C-3 CONTRACTOR'S OBLIGATIONS
Contractor shall furnish all labor, supervision, transportation, materials, tools, supplies and incidentals required to accomplish contract objectives, unless specified as Government responsibility elsewhere herein. Contractor shall be available for all routine State surveys and shall work with the Government and the State to set a mutually agreed upon date where all parties can be present.
Contractor and employees shall comply with Health and Safety clauses in 29 CFR 1910 and 1926, including developing plans as required.
Water systems sampling/testing plans required by the Oregon Health Authority and the Safe Drinking Water Act will be prepared by the Contractor and reviewed by the Government. Contractor is responsible for all sampling and lab testing required for Cyanotoxin.
Contractor shall be responsible for training contract personnel in operation and maintenance of water and wastewater treatment plants and in regulations required under the Safe Drinking Water Act and Oregon DEQ NPDES discharge permits.
A. Administrative Site Water Systems Operation and Maintenance (includes Intake, Treatment, Storage and
Distribution Systems)
1. Operate and maintain intake, treatment plants, storage tanks and distribution systems to provide potable water which meets the requirements of EPA National Drinking Water Regulations and the Oregon Drinking Water Quality Act.
2. Provide all testing and monitoring required by EPA National Drinking Water Regulations (EPA
NIDWR) and the Oregon Health Authority, including for Cyantoxin. All tests with the exception of turbidity, temperature, pH and chlorine residual shall be performed by a State of Oregon certified laboratory.
3. Maintain monthly operation log reports and submit Exhibits 2, 3, 4, 5, and 13 reports to the COR within five (5) days after last day of each month being reported. Use report formats furnished and shown as Exhibits 2, 3, 4, 5 and 13. Contractor to review provided exhibits against current permit requirements to comply with State regulatory directions. Included logs and forms are for information only; contractor to review and update logs and reporting forms to reflect all current permit requirements and modify the logs and reporting forms accordingly. Provide Government with blank template forms in native file format once all required modifications are incorporated.
4. Treatment building maintenance includes, but is not limited to, replacing light fixtures, bulbs, switches and outlets as needed and general continual housekeeping inside the building and the grounds in the fenced area at each site. At the end of the contract term, Contractor will be required to return the facilities to the Government in the same condition as received at the beginning of the contract. All facilities and grounds and adjacent public and private property shall be protected from damage by Contractor's operations. Any damage caused by Contractor's negligence shall require repair or replacement at Contractor's expense.
5. Provide a written preventive maintenance program for all equipment. Program will include the following: lubrication of bearings; monitoring amperage and voltage of electrical components; keeping all equipment clean and in good repair; routine checking and exercising of service valves, and inspection of the distribution system for leaks or cross-connections; developing a valve exercising program; and annual flushing of hydrants and dead-end lines.
Submit plan for preventive maintenance program to COR for approval in writing within 30 days of contract start work date. Maintain logs of preventive maintenance work performed to be submitted quarterly to COR. A copy is also to be maintained at treatment plants. Include date the work was performed and by whom. Maintain efficient machinery history card file and periodic motor current draw (amperage) measurements.
6. Maintain a spare parts inventory adequate to bring the system back into operation within two (2) hours after a shutdown due to failure of minor equipment such as, but not limited to, chemical feed pumps, motor starters, control relays, and float switches.
7. Contractor shall be on call 24 hours per day, seven (7) days a week, including holidays, for emergency repair of any part of the Administrative sites’ water systems, including breaks in lines, control system failure, and equipment failure. On-site arrival in response to emergency calls shall be a maximum of 1 ½ hours for the Tiller and Wolf Creek Job Corps sites.
8. Contractor shall prepare and submit to COR a work schedule for employees showing employees’ times and locations. Schedule shall be submitted prior to start of contract time and a new schedule submitted to COR when changes occur.
9. Problems with equipment, controls, etc., shall be corrected as they occur. Contractor shall only perform work for which the Contractor is qualified and/or licensed to perform. Work requiring a State Limited Maintenance license or licensed electrician shall be performed by an individual so licensed, as per Oregon ORS 479.510 through 479.945. For responsibilities for payment see the section in this part C entitled Payment. Additionally, contractors with Limited Pump Installation Specialty license may perform work as defined under OAR 918-282-0070, ORS 479.630(13), et al.
10. At the Wolf Creek Job Corps system, direct integrity testing must be conducted on each membrane unit at least once each day that the membrane unit is in operation. Records of these tests should be kept on-site and be available for review.
11. At the Wolf Creek Job Corps system, continuous indirect integrity monitoring (i.e. turbidity) must be conducted on each filter unit. If the IFE turbidity is greater than 0.15 NTU for more than 15 minutes, a direct integrity test (pressure hold or equivalent) must be done immediately. Systems must submit records of these occurrences along with their monthly surface water treatment report.
12. Perform minor maintenance as needed.
13. Contractor shall ensure cross connection devices are properly tested and shall provide a letter to the
Government by March 15 of each year per Oregon Health Authority requirements. Letter shall comply with State requirements and at minimum list the cross-connection devices on site and note the dates of inspections/testing.
14. The above list may not be all-inclusive of typical duties required to operate this system. The Contractor is expected to thoroughly investigate the permit requirements and needs of the system during the bidding process.
B. Wastewater Systems Operations and Maintenance (includes Collection, Treatment, and Discharge Systems)
1. Operate and maintain collection (pressure and gravity sewers), pump stations, treatment plants, discharge systems and emergency power generators to meet the requirements of the Oregon Department of Environmental Quality sewage effluent discharge permits including addendums and modifications as applicable. Pump stations shall be checked daily and recorded in a log book to remain in each pump station. The Government has obtained the discharge permits and will be responsible for their annual renewal; contractor is expected to review proposed permit changes and provide feedback to the Government when permits are renewed. Copies of discharge permits for each site are included as Exhibits 8 and 9. Addendums and modifications will be furnished to the Contractor as they become available.
2. Provide all testing, monitoring and record keeping required by the DEQ discharge permits and needed for process control. Quarterly BOD5, TSS and fecal coliform samples will be split with independent laboratories.
3. Maintain monthly DEQ monitoring and process control reports required by the discharge permits, and submit them to the COR within five (5) days after the last day of each month…
