About this file

This document is a Request for Information (RFI) from the Lawrence Berkeley National Laboratory (LBNL) seeking information about potential sources capable of fabricating and delivering a large volume of ReBCO (rare-earth barium copper oxide) superconducting tape to support the US Magnet Development Program.

The RFI specifies the target technical specifications for the ReBCO tape, including width, substrate, thickness, critical current, and other parameters. LBNL is seeking suppliers with a proven record of delivering similar fabricated structures and requests respondents to submit company information, data sheets, and technical specifications demonstrating their capabilities. Responses are due by June 7, 2024. This RFI is for informational and planning purposes only and does not constitute a solicitation or commitment to award a contract. LBNL will not provide any further information or schedule presentations. Respondents must not include any proprietary or confidential information, as the contents may be publicly disclosed.

LBNL Request for Information No. BZ-2024-08 Page 1

May 23, 2024

Subject: Request for Information (RFI) No. BZ-2024-08 Response Due Date: June 7, 2024

Introduction The University of California, Lawrence Berkeley National Laboratory (LBNL) is conducting market research to identify potential sources that possess the capabilities and experience necessary to fabricate and deliver a large volume of ReBCO (rare-earth barium copper oxide) superconducting tape in support of the US Magnet Development Program.

Scope The target specifications of the tape are as follows:

• ReBCO tape width: 2.0 mm +/- 0.1 mm and 4.0 mm ± 0.1 mm

• Laser slit

• Hastalloy C-276 substrate

• Substrate thickness 30 micrometer or less

• Copper surround plating: 5 microns +/- 3 microns

• Maximum tape thickness: 45 micron, independent of location across the width

• Minimum piece length: 100 meters

• Minimum Ic at 77 K, self-field: 80 A

• Minimum Ic at 4.2 K, 10 T (all orientations): 180 A

• Maximum loss of Ic at 77 K after bending to 2.55 mm diameter with ReBCO layer facing in: 10%

Preferred business conditions:

• Lead time less than 4 months for 10km of 2.0 mm wide tape equivalent

• Currently accepting new orders

• All parameters guaranteed with Warranty coverage

Instructions Respondents who can demonstrate a proven record of delivering fabricated structures similar to the preliminary design specification should respond via email to the LBNL Procurement Representative Brian Zatkow at bzatkow@lbl.gov. Responses must be submitted by email no later than 2:00pm Pacific on Friday, June 7, 2024. Responses should include:

• Company name and a primary contact’s information (name, phone number, email address)

• Data sheets, technical specifications, or other published documentation which demonstrate that product(s) meets the target specifications

No requests for submission deadline extension will be approved.

NAICS Code and Size Standard The North American Industry Classification System (NAICS) Code for this RFI is 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing). The corresponding small business size standard is 600 employees or fewer.

Buy American Act Requirements Procurement subcontracts awarded by LBNL include FAR Clause 52.225-1, Buy American Act - Supplies, which requires that only domestic end products be delivered, which requires that only domestic end products be delivered (i.e., products manufactured in the United States or unmanufactured products mined or produced in the United States), unless a specific exception applies.

LBNL may apply an exception to the Buy American Act for a proposed foreign end product if:

1. Its price, including any customs duty, is more than 20% less than the price for a comparable domestic product available from a large business concern, or more than 30% less than the price for a comparable domestic product available from a small business concern; or

2. A comparable domestic product is not commercially available in sufficient quantities of a satisfactory quality.

The definition of a domestic end product under FAR Clause 52.225-1: An end product manufactured in the United States, if the cost of its components mined, produced, or manufactured in the United States exceeds 65 percent of the cost of all its components.

Request for Information Only This RFI is for informational and planning purposes only. This is not a request for quote or proposal, and any quotes or pricing proposals submitted in response will be discarded without consideration. It does not constitute a solicitation and shall not be construed as a commitment by the University.

Responses in any form are not offers and no subcontract will be awarded as a result of this announcement. No inquiries regarding a bid package or solicitation will be answered, because there is no bid package or solicitation available. Any information submitted by respondents to this RFI is strictly voluntary.

In order to protect the procurement integrity of any future procurement that may arise from this RFI, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
