About this file
This file consists of internal email correspondence from the Massachusetts Department of Environmental Protection (MassDEP) regarding the posting of the BWSC Technical Assistance Grant Program for fiscal years 2027-2028. The MassDEP Bureau of Waste Site Cleanup seeks proposals from eligible applicants to provide technical assistance grants to help communities better understand assessment and cleanup work being conducted at contaminated disposal sites. The opportunity was scheduled for posting on the COMMBUYS platform on May 13, 2026, with the Notice of Intent posted publicly while the detailed Opportunity and Application documents were made available through the MassDEP website. The estimated schedule indicated that contracts would be executed in late winter or early spring 2027, with contract terms running approximately 18 months through June 30, 2028. Contact information was provided for Nancy Fitzpatrick and Margaret Shaw at MassDEP's Bureau of Waste Site Cleanup Policy and Program Development.
The total amount available for award in this funding round is $200,000, funded through MassDEP account 2200-7025/4000/P01 & PP1. The grant documents underwent legal review by the Office of the General Counsel (OGC) with final approval obtained prior to posting. The documents were substantially similar to the previous fiscal year's round, with revisions limited to the estimated schedule and clarifications to evaluation criteria to eliminate duplication. Final language regarding Environmental Justice/Environmental Target Area/Disadvantaged Community considerations was pending at the time of the email correspondence but did not delay the posting schedule.

Hi Peggy, John and I have reviewed the attached documents. The only comments are on the grant opportunity document. Let us know how it turns out with the DAC language, otherwise we do not need to see it again.
Thanks!

John and Tom, Attached for OGC review are the draft documents for the FY27-28 TAG funding round. The drafts are substantially the same as last year’s docs, except revisions to the estimated schedule and clarifications to evaluation criteria to eliminate duplication.
We are still waiting for a final decision on EJ/ETA/DAC language, but we hope to have the remaining content approved so we can stay on schedule.
As with prior rounds, we plan to offer funding across fiscal years, so contracts will run for approximately 18 months – i.e., the start date will be whenever contracts are executed in 2027 (late winter/early spring) and will run though June 30, 2028.
The estimated date of Opportunity/Application release is May 13th.
Thank you, Peggy
Margaret Shaw
