GENERAL INFORMATION

Purpose The University of Wisconsin Eau Claire, hereinafter referred to as the "University", through its Purchasing Services Department, hereinafter referred to as "Purchasing," on behalf of the University Planning/Office of Student Sustainability hereinafter referred to as "Planning," requests bids for the purchase of Enclosed Bicycle Shelters to be constructed on campus.

All University of Wisconsin Eau Claire departments must be eligible to purchase from this contract.

Conditions of bid which include the word “must” or “shall” describe a mandatory requirement. All specifications are defined as mandatory minimum requirements unless otherwise stated. If no bidder is able to comply with a given specification, condition of bid or provide a specific item/service on the Itemized Bid List, Purchasing reserves the right to delete that specification, condition of bid or item without having to complete the bid process again. Scope

Located in western Wisconsin, the University of Wisconsin-Eau Claire (abbreviated hereafter as UWEC) is one of the Midwest’s top public universities offering small-sized classes with an average student-faculty ratio of 20:1.

UWEC has maintained its commitment to high impact learning practices with an emphasis on undergraduate research.

The City of Eau Claire has 28.94 miles of recreational trails, and 4 miles of mountain biking trails (located at Pinehurst Park). The trail is 10 feet wide and surfaced with asphalt pavement. All of the bridges are decked and railed for riding safety. These year-round trails are used by bicycle commuters, recreational bikers, skaters & more.

The university wishes to solicit bids for three bike shelters, two of which will have LED solar powered lighting installed and will house 36 bikes. The shelters will be anchored into an existing concrete slab. The locations on upper will be on the south side of Towers facing University Drive. The second upper campus location will be behind Oakridge hall. The solar power will operate via off-grid technology where the energy produced by the solar panel will only be used to light to the LED lights underneath the bike shelters. This will create new bike parking for upper campus students, create more visibility for renewable energies on campus, and provide light at night allowing for students to walk around the bike shelter in safety. The Bike Shelter in between Schofield and Old Library will not have solar panels and each shelter will also house approximately 36 bikes.

See Specifications (Section ) and/or Itemized Bid List (Attachment C) for the minimum acceptable specifications for items/services desired. The estimated item quantities identified on the Itemized Bid List are for bid purposes only. The University does not guarantee to purchase any specific quantity or dollar amount. This Contract must not be construed as mandatory upon any University campus, State agency or municipality. The University reserves the right to issue separate bids when deemed in the best interest of the University.
