About this file
This Request for Bid (BV-218028) is issued by the University of Wisconsin Eau Claire's Purchasing Services Department on behalf of the University Planning/Office of Student Sustainability to procure three (3) prefabricated bicycle shelters. The project specifies Parachute Model shelters measuring 12' x 31', with two (2) of the three shelters equipped with LED solar-powered lighting systems; each shelter will accommodate approximately 36 bicycles and be anchored into existing concrete slabs on upper campus locations (south side of Towers facing University Drive and behind Oakridge Hall) and one location between Schofield and Old Library. The shelters must withstand 120 miles per hour wind gusts and 40 pounds per square foot snow loads consistent with northwest Wisconsin exposure requirements. A mandatory optional site visit was scheduled for February 2, 2021, at 12:30 PM at UWEC Facilities Purchasing. Written vendor questions were due by February 8, 2021, with responses posted by February 9, 2021. Bids were due on February 5, 2021, at 2:00 PM CST/CDT, with bid opening and award letter issuance to follow. The initial contract term runs from the date of award through one year thereafter, with installation required by June 30, 2021.
Award shall be made on the basis of lowest total net price for the bike shelters, with all bids required to be F.O.B. Destination and Installed, including delivery, installation, freight, packing, insurance, setup, and debris removal costs borne by the Contractor. Bidders must demonstrate ten (10) years of experience in providing covered bicycle parking solutions including installation, submit three (3) client references from comparable institutions within the past three (3) years, and be either original manufacturers, authorized distributors, or dealer-authorized representatives with service and repair capabilities. The specification requires Parachute Model shelters with a pre-engineered steel frame finished using a Tnemec paint system to withstand corrosive environments, translucent polycarbonate or standing seam metal roof panels, stainless steel fasteners and anchor bolts, and a minimum one-year warranty. All shelters must comply with Buy America Requirements and no on-site welding is permitted. Contractors must maintain worker's compensation insurance at statutory limits, commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 general aggregate, automobile liability at $1,000,000 combined single limit, and add the Board of Regents of the University of Wisconsin System as an additional insured. The contract is available to other University of Wisconsin System campuses, State of Wisconsin agencies, and Wisconsin municipalities.

BIDS SHALL MAY BE EMAILED TO: FACMGT59@UWEC.EDU Comment by Allen, Melissa S: “May” indicates there is another option to submit bids such as snail mail. GENERAL INFORMATION
Purpose The University of Wisconsin Eau Claire, hereinafter referred to as the "University", through its Purchasing Services Department, hereinafter referred to as "Purchasing," on behalf of the University Planning/Office of Student Sustainability hereinafter referred to as "Planning," requests bids for the purchase of Enclosed Bicycle Shelters to be constructed on campus. Comment by Allen, Melissa S: See comments below in definitions All University of Wisconsin Eau Claire departments must be eligible to purchase from this contract.
Conditions of bid which include the word “must” or “shall” describe a mandatory requirement. All specifications are defined as mandatory minimum requirements unless otherwise stated. If no bidder is able to comply with a given specification, condition of bid or provide a specific item/service on the Itemized Bid List, Purchasing reserves the right to delete that specification, condition of bid or item without having to complete the bid process again. FAILURE TO MEET A MANDATORY REQUIREMENT SHALL DISQUALIFY YOUR BID. This contract bid document and the awarded bidder’s (Contractor’s) response information shall become the Contract.
Scope
Located in western Wisconsin, the University of Wisconsin-Eau Claire (abbreviated hereafter as UWEC) is one of Comment by Allen, Melissa S: See comments below in definitions the Midwest’s top public universities offering small-sized classes with an average student-faculty ratio of 20:1.
UWEC has maintained its commitment to high impact learning practices with an emphasis on undergraduate research.
| The City of Eau Claire has 28.94 miles of recreational trails, and four (4) miles of mountain biking trails (located at Pinehurst Park). The trail is 10 feet wide and surfaced with asphalt pavement. All of the bridges are decked and railed for riding safety. These year-round trails are used by bicycle commuters, recreational bikers, skaters & more. | Comment by Allen, Melissa S: Nice work on this description! | |||
| The university wishes to solicit bids for three (3) bike shelters, two (2) of which will have LED solar powered lighting installed and will house 36 bikes. The shelters will be anchored into an existing concrete slab. The locations on upper campus will be on the south side of Towers facing University Drive. The second upper campus location will be behind Oakridge hall. The solar power will operate via off-grid technology where the energy produced by the solar panel will only be used to light to the LED lights underneath the bike shelters. This will create new bike parking for upper campus students, create more visibility for renewable energies on campus, and provide light at night allowing for students to walk around the bike shelter in safety. The Bike Shelter in between Schofield and Old Library will not have solar panels and each shelter will also house approximately 36 bikes. | Comment by Allen, Melissa S: I would edit this to say three (3) | Comment by Allen, Melissa S: I am clarifying that this should say both the written word three and then (3) behind that (anything under “ten (10)” for quantities is usually written this way. Same for below for “two (2)” | Comment by Allen, Melissa S: Same here: “two (2)” | Comment by Allen, Melissa S: Upper? Upper campus? Can you add “campus” to clarify if that’s the case, please? |
See Specifications (Section ) and/or Itemized Bid List (Attachment C) for the minimum acceptable specifications for items/services desired. The estimated item quantities identified on the Itemized Bid List are for bid purposes only. The University does not guarantee to purchase any specific quantity or dollar amount. This Contract must not be construed as mandatory upon any University campus, State agency or municipality. The University reserves the right to issue separate bids when deemed in the best interest of the University.
