About this file

This document is a Justification for Limiting Sources (LSJ) for the Department of Veterans Affairs (VA), specifically for the Butler VA Medical Center. The VA requires software extensions for Philips Healthcare's IntelliSpace Cardiovascular (ISCV) software service, which will be used by Cardiologists as their central cardiovascular imaging and information platform. The procurement is a sole source award to Philips Healthcare, using FSS Contract Number VA797H-17-D-0022, with items including ISCV Extensions, Remote Implementation Professional Services, ISCV 6.1, IntelliBridge Enterprise, and various interface licenses. The contract specialist conducted market research via Google, FPDS, and SCMC, posting a Notice of Intent to Sole Source on December 10, 2025, which closed on December 16, 2025 with zero responses. The justification is based on the unique nature of the ISCV software, which is proprietary and necessary for integrating cardiovascular imaging and procedural data across the VA's healthcare enterprise.

The Contract Specialist searched Google, FPDS, and SCMC. A search on on Google for the required items confirmed that the ISCV is considered a “Software-as-a-Service.” A search on FPDS resulted in a similar award made to the recommended source in July 2024. A search on SCMC resulted in 34 results for IntelliSpace Perinatal Information System, which is irrelevant to our need. A Notice of Intent to Sole Source was posted to the Government Point of Entry on Decemner 10, 2025, which closed on December 16, 2025, with zero responses. Based on market research, this procurement will be a sole source award to OEM LB Philips Healthcare.

Order Against FSS: Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 251, et seq.); Title 40 USC 501, Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6. Mark the applicable exception:

(FAR 8.405-6(a)(1)(i)(B));

In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order and the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures (FAR 8.405- 6(a)(1)(i)(C)); or

5. Rationale/explanation to support cited authority:

Due to the unique nature of the Philips IntelliSpace Cardiovascular (ISCV) software suite, the Butler VA Medical Center identified Philips Healthcare, the Original Equipment Manufacturer, as the only source capable of supplying this requirement. The ISCV operates as the primary cardiovascular PACS displaying, managing, and distributing echocardiograms, cardiac cath and hemodynamic studies, cardiac MRI and CT scans, and more. Cardiologists use ISCV to see, measure, diagnose, compare, document, and report all cardiovascular
