About this file

This document is a Single Source Justification (Simplified Acquisition) for the procurement of 10 Butler parachute training harnesses. The 22 Training Readiness Squadron requires these specific harnesses (part number 11094) for use at the SERE school at Fairchild AFB, WA, which are exclusively manufactured by Butler Parachute Systems, Inc. (BPS). The estimated contract cost is $38,627.10, with the procurement justified under AFI 10-3503, which mandates that parachute systems and equipment be only authorized by approval from HQ USAF/A3O-AS and listed on the Air Force Personnel Parachute Program Authorized For Use List (AUL).

The justification is based on the AUL dated 31 March 2022, which lists BPS as the only authorized manufacturer for Low Profile Parachutes (LPP) part number 11090. BPS confirmed there are no authorized resellers of their equipment, and the harness is specifically designed for training purposes to mirror operational equipment. The 92 CONS/PKA contracting activity will continue to monitor the AUL for potential future competition, but currently, this sole source award to BPS is deemed necessary and justified due to the unique specifications and training requirements.
