About this file

This is a Statement of Work for the Internal Revenue Service's Statistics of Income (SOI) Division requesting renewal of subscription services to a Business Intelligence Platform for twenty-seven (27) named user licenses. The SOI Division, recognized by the Office of Management and Budget as the Treasury Department's principal statistical unit, requires this platform access for collection, research, and validation of corporate and partnership tax return data to support production of national macroeconomic indicators including Gross Domestic Income and National Income and Product Accounts used by Treasury, the Congressional Joint Committee on Taxation, Federal Reserve Board, and Bureau of Economic Analysis.

The platform must provide integrated access to verified corporate data for both public and private entities with standardized NAICS classifications (primary and secondary codes), financial information including revenues and assets, physical business location data, structured hierarchical business relationships including parent-subsidiary relationships and ultimate parent identification, and corporate structural event indicators such as mergers, acquisitions, consolidations, reorganizations, spin-offs, divestitures, and bankruptcy restructurings. The database must contain information on no fewer than 300 million business entities (active and inactive) to ensure coverage for domestic and international research. The Contractor must provide technical support during standard business hours (Monday–Friday, 8:00 a.m.–5:00 p.m. Eastern Time) with support request acknowledgment within four business hours and routine issue resolution within one business day, along with account management services including a designated account representative and coordination with the Contracting Officer's Representative regarding license administration. Platform availability must maintain 99 percent minimum uptime during core business hours (8:00 a.m. to 6:00 p.m. Eastern Time, Monday through Friday, excluding federal holidays), with routine maintenance scheduled outside these hours. User account administration measurable standards require account activation, modification, and deactivation within one business day of COR notification. The period of performance consists of a base year (03/18/2026 – 03/17/2027) plus four option years. An optional/desired capability requests enhanced bulk upload and data export capabilities for datasets exceeding 50,000 records and export quantities exceeding 999 records, if commercially available and consistent with standard licensing terms.

Statement of Work

Office of Research Analysis and Statistics (RAAS)Internal Revenue Service (IRS)

1. BACKGROUND

The Statistics of Income (SOI) Division, recognized by the Office of Management and Budget (OMB) as the Department of the Treasury’s principal statistical unit, fulfills its statutory “publish-and-protect” mandate under the Foundations for Evidence-Based Policymaking Act of 2018 and the Internal Revenue Code (IRC) sections 6108 and 6103.

Consistent with OMB’s Trust Regulation (5 CFR Part 1321), SOI upholds the fundamental responsibilities to produce high quality credible Corporation and Partnership data while ensuring the confidentiality and integrity of the information entrusted to it.

SOI’s Corporation and Partnership Studies are mission-critical data programs supporting SOI’s primary customers, including Treasury’s Office of Tax Analysis (OTA), the Congressional Joint Committee on Taxation (JCT), the Federal Reserve Board (FRB), and the Bureau of Economic Analysis (BEA). The outputs—such as the Corporation Income Tax Returns Line Item Estimates, the Corporation Complete Report, and public products published through the IRS Tax Stats website—provide authoritative insight into the structure, behavior, and performance of the U.S. corporate sector.

Sustained external demand from policy institutions, economists, and researchers underscores the need for continued investment in high-standard data sources to ensure accuracy, comparability, and transparency in tax-based statistics.

2. PURPOSE

The SOI Division requires an access to Business Intelligence Platform. The access is essential for the collection, research, and validation of corporate and partnership tax return data.

Specifically, SOI needs to use Business Intelligence data for:

• Verifying and validating corporate identities, mergers, and organizational structures.

• Confirming North American Industry Classification System (NAICS) codes and assign accurate industry designations.

• Researching corporate financial data, including revenues, assets, and ownership hierarchies; and

• Cross-referencing publicly filed business information to ensure the accuracy and consistency of SOI’s corporate tax return statistics.

This information is critical to the accuracy and integrity of SOI’s corporate statistics, which in turn support the production of national macroeconomic indicators, including the Gross Domestic Income (GDI) and the National Income and Product Accounts (NIPAs) compiled by Treasury, OTA, JCT, FRB, and BEA.

3. OPERATIONAL REQUIREMENTS

SOI’s research, editing, and statistical data validation processes rely on accurate industry classifications, verified financial information, and structured ownership data to conduct in-depth entity analysis and cross-entity linkage research. Maintaining accurate and consistently applied NAICS classifications is critical to preserving the statistical quality required under Office of Management and Budget (OMB) standards for federal statistical units. Access to a structured, externally validated industry classification source strengthens data verification processes and reduces classification inconsistencies.

Therefore, the platform must provide integrated access to verified corporate data for both public and private entities, standardized and consistently applied NAICS classifications (primary and secondary codes), financial information, physical business location data, and structured hierarchical business relationships.

In addition, the platform must provide structured, multi-tier ownership hierarchies, including parent–subsidiary relationships, ultimate parent identification, affiliated entity linkages, and domestic and global ownership structures. These capabilities are necessary to ensure accurate identification of related entities and to support continuity analysis across reporting periods.

The platform must also identify corporate structural events and organizational changes, including mergers and acquisitions, consolidations, reorganizations, spin-offs, divestitures, bankruptcy restructurings, and successor/predecessor relationships.

Visibility into these events is essential to prevent statistical distortions in longitudinal studies and to ensure accurate entity tracking across tax years.

Finally, the platform must provide structured, machine-readable data capable of supporting AI-assisted data validation, automated anomaly detection, cross-entity matching algorithms, and pattern recognition for structural changes. These capabilities align with Treasury’s AI modernization objectives and support the implementation of AI-based data verification processes within SOI workflows.

Without access to an integrated platform that combines verified financial data, NAICS classifications, structured ownership hierarchies, and corporate structural event indicators, SOI’s ability to conduct comprehensive corporation and partnership studies would be significantly impaired. Fragmented or disconnected data sources would not provide the level of integration necessary to support reliable linkage analysis, statistical validation, and modernization initiatives.
