About this file

This is a buoy specifications document for the State of Maine's FY09 procurement of buoys for various lakes and waters. The document details the technical requirements for two primary buoy types: 5-inch diameter buoys for milfoil area marking and 9-inch diameter regulatory buoys. The 5-inch buoys must be 76 inches in overall height with a seamless ABS tube shell featuring 0.100-inch wall thickness, internally ballasted with concrete, and completely filled with rigid, closed-cell urethane foam per MIL-P-21929 Class I standards to ensure the buoys are unsinkable and self-righting without tackle. The 9-inch regulatory buoys must be 61 inches in overall height, constructed of acrylonitrile-butadiene-styrene material, and weigh 49 pounds with 84 pounds of submerged buoyancy. Both buoy types must feature galvanized steel hardware per ASTM A-153-73 specifications, be reinforced at stress points, and include standard inland waterway marking symbols with reflective bands and lettering that are scratch and fade resistant with color integral to the shell.

All buoys must be permanently marked on the lower portion with "PROP. STATE OF MAINE" and stamped with manufacture dates. The 5-inch milfoil area buoys must be solid yellow with yellow reflective tape, while the 9-inch regulatory buoys must also feature solid yellow coloring with 3-inch yellow reflective tape near the top. Marking symbols and lettering on the 9-inch buoys must be permanently impregnated into the buoy surface. All orders must be shipped complete, meeting the specified dimensions, materials, and performance standards outlined in the requirements document.
