About this file

This is a buoy specifications document for the State of Maine detailing requirements for procurement of buoys for various lakes and waters. The document specifies two primary buoy types: 5-inch diameter buoys standing 76 inches in overall height for milfoil area marking, and 9-inch diameter regulatory buoys measuring 61 inches in overall height. The 5-inch buoys feature acrylonitrile-butadiene-styrene (ABS) tube construction with 0.100-inch wall thickness, while the 9-inch regulatory buoys use acrylonitrile-butadiene-styrene material. Both buoy types must be self-righting without tackle, seamless, shatterproof, and completely filled with rigid, closed-cell urethane foam per MIL-P-21929 Class I specifications to ensure they are unsinkable. All buoys require internal concrete ballast and must be marked with standard inland waterway symbols, with the 5-inch buoys displaying 42-inch exposure without tackle and 36-inch exposure with 5-pound tackle, and the 9-inch buoys providing over 36 inches of exposure with 5-pound tackle.

All metal hardware must be steel galvanized per ASTM specification A-153-73 to ensure rust resistance, with reinforcement at stress points and wear areas. The 5-inch milfoil area buoys are specified as solid yellow with yellow reflective tape, while the 9-inch regulatory milfoil area markers are also solid yellow with 3-inch yellow reflective tape near the top. Marking symbols and lettering must be 1 to 3 inches wide, scratch and fade resistant, with color integral to the shell. All buoys require permanent markings on the lower portion reading "PROP. STATE OF MAINE" and must be stamped with manufacture dates. The 9-inch regulatory buoys have specified net weight of 49 pounds and submerged buoyancy of 84 pounds. The order documentation indicates the complete shipment of buoys must be delivered ready for use.
