Jail Addition Study and Architectural Design Procurement

This is a pre-design study and concurrent Request for Qualifications (RFQ) document from Bulloch County, Georgia for architectural design professional services related to a jail expansion project. The study, prepared by Goodwyn Mills Cawood (GMC), provides comprehensive recommendations for the Bulloch County Sheriff's Office, Bulloch County Public Safety (correctional institution), and related facility improvements on a 50-acre site in Statesboro, Georgia. The project identifies a need for 524 new jail beds across multiple security classifications, 160 replacement correctional institution beds with 10 segregation beds, and 36,400 gross square feet of new correctional institution space, totaling 141,760 gross square feet of new construction. The RFQ seeks Statement of Qualifications (SOQs) from interested firms for Phase I architectural design services, with Phase II consisting of formal proposals from pre-qualified firms. Questions must be received by December 1, 2025 at 2:00 PM EST, with responses issued by December 3, 2025 at 5:00 PM EST. SOQ responses must be submitted in sealed envelopes by December 19, 2025 at 3:00 PM to Bulloch County Commissioners at 115 North Main Street, Statesboro, Georgia 30458, with submissions limited to one original and five copies not exceeding 50 pages including all exhibits and appendices.

The study recommends a three-phase construction approach with total probable costs of $61.58 million (Phase I), $39.46 million (Phase II), and $66.37 million (Phase III), for a combined project cost of approximately $167.4 million. Phase I encompasses construction of a 288-bed housing building for male general population and female inmates; Phase II includes a new 160-bed correctional institution building with laundry and segregation unit; Phase III provides a 236-bed housing building for high security, federal, administrative segregation, and inmate worker populations. Design is anticipated to require 12 months if all phases are designed concurrently, or 12 months per phase if staggered, with construction estimated at 2-3 years for the complete project or 14-16 months per individual phase. The Opinion of Probable Cost excludes furniture, equipment, escalation costs, and site utilities beyond five feet from building footprints. All prospective firms responding to the RFQ are subject to complete review of the entire document and must follow instructions carefully, with the County reserving the right to reject any or all responses and waive technicalities at its discretion.

I. EXECUTIVE SUMMARY

In October of 2024, Bulloch County Board of Commissioners hired Goodwyn Mills Cawood (GMC) to conduct pre-design services for a new Jail Expansion and Fleet Maintenance building located on existing

50-acre property off of State Route 301 in Statesboro, Georgia. This study is a continuation of the

Masterplan completed by GMC earlier in 2024.

Multiple remote meetings and a site visit were conducted by GMC, Bulloch County Sheriff's Office (BCSO), Bulloch County Public Safety (BCPS) and Bulloch County Public Works (BCPW) over the past several months to discuss the existing conditions, space needs and possible solutions to the facility needs of the

County. County staff should be commended for open and honest communication throughout the process as well as sharing of existing information.

Following the data gathering process, GMC developed an architectural space program of needs for the

BCSO and BCPS for Jail and Correctional Institution needs. GMC also evaluated information provided by

BCPW and developed a conceptual site diagram illustrating the space needs of the department and how much of the site is needed to accommodate them. Note: No further study was conducted for the BCPW.

The architectural space program identified the need for 524 new beds, 105,360 gsf of new space for the

Jail, and an additional 160 replacement beds, 10 segregation beds, new laundry 36,400 gsf for the

Correctional Institution. This amounts to a total of 141,760 gsf new building area.

Next, we developed conceptual floor plans and site plans in order to evaluate site space needs. This evaluation led to a three-phase approach to accommodate the needs of the BCSO and the BCPS.

Phase I

Raze some of the BCPW buildings located directly east of the BCSO site. Construct a new housing building for 160 Male and 128 Female detainees/inmates.

Phase II

Demolish additional BCPW buildings located northeast of the existing CI building. Construct a new CI replacement housing building and laundry for 160 inmates. Relocate CI inmates to the new building.

Phase III

Raze the existing CI building and other nearby BCPW buildings. Construct a new housing building for

136 detainees/inmates.

The opinion of probable cost for these three phases is as follows:

Phase I: $61,580,345

Phase II: $39,460,305

Phase III: $66,366,522

The anticipated design schedule is 12 months total if all three phases are designed together or 12 months for each phase if designed over time. A construction schedule is estimated at 2-3 years if constructed as one project or approximately 14-16 months for each phase.

II. EXISTING CONDITIONS AND OBSERVATION SUMMARY

On January 8, 2025, representatives of the Bulloch County Sheriff, Bulloch County Public Safety, Public Works and GMC met and toured the existing facilities. Those in attendance included:

Randy Newman, Manager, Special Projects

Randy Tillman, Director, Public Safety

Bill Black, Chief Deputy, Sheriff Dept.

Robert Seamans, Public Works

Darryl Hopkins, Facilities Maintenance

Robert Toole, Warden, Correctional Institution

Kenneth Thompson, Sheriff Department

Dink Butler, Public Works

Tim DeBuse, Sr. Project Manager, GMC

The Jail facilities are generally well maintained with the exception of some cells needing new paint and showers needing new fixtures and finishes. The spaces do not appear to be severely overcrowded but based on widely accepted detention standards the Jail is at or beyond operational capacity.

The Correctional Institution (CI) building is clean and well maintained, however, it shows signs of significant wear and tear as it was built in 1946. The inmate spaces also do not comply with modern industry standards. This building is well beyond its useful life and needs to be replaced.

There is inadequate parking space for staff and visitors. Additional property may be needed to accommodate parking needs for current and any additional facilities.

The Public Works buildings are in various states of repair. The main administration building is relatively new and in good condition. The three open-covered buildings used for Big Trucks and

Vehicles are in good condition. The remaining buildings on site vary from poor to unsafe conditions and need replacement.

a. Site

Currently, the Bulloch County Sheriff’s Department and the Public Works Departments share a

50-acre site off State Route 301. Much of the undeveloped areas of the site are unusable due to topography and a large storm water retention area.

The Sheriff’s Department occupies approximately 18 acres and there is limited space for any building expansion and additional parking. In addition to the Jail buildings, the site provides space for the Sheriff Office, 911, Criminal Investigation Division (CID), Tactical Storage, Evidence Storage, Training and associated parking.

The Public Works Department also utilizes approximately 18 acres. The Public Works buildings are spread throughout the site and there appears to be space available for additional buildings or relocation of existing buildings if needed.

Figure 1: Existing Site (see also Appendix)

b. Jail

Bulloch County Jail is a modern detention facility built in 2009 that serves as the primary Jail for

Bulloch County, Georgia. The jail is located on a 15-acre site outside Statesboro and has a capacity of 443 detainees.

The Jail is comprised of multiple buildings, most of which are connected by a secure indoor corridor. This restricts inmate/detainee movement as well as providing a secure means to transport food and laundry.

Figure 2: Jail Buildings (see also Appendix)

Housing

The Jail is divided into separate areas for male and female detainees, as well as a separate area for juvenile detainees.

The bed capacity is as follows:

# Beds

General Population Beds 443

Segregation Beds 23

According to data from the Georgia Sheriff’s Association, the Bulloch County Jail is at 76% of physical capacity but at its operational capacity. Operational capacity in a modern jail is the maximum number of detainees/inmates who can be housed there securely and safely, considering the number of programs it can accommodate, the facility's architecture, and the staffing levels. As such, the Bulloch County Jail is at operational capacity.

Intake/Medical/Juvenile Building

A new Intake/Medical/Isolation Building was constructed in 2020. The Intake area provides 5 holding cells, booking area, office space and storage. The Medical space includes 1 negative pressure cell, 7 isolation cells, 2 padded cells, 2 exam rooms, 1 dental room, nurse station, pharmacy, office, waiting and storage. Also included in this building is a small (3 rooms) holding area for juveniles.

Laundry

Laundry is currently located in the Jail support building and adequately serves the current population. Two washers and three dryers are provided.

Kitchen/Dining

A central Kitchen serves both the Jail and the Correctional Institution. Food is brought to the Jail on trays, and meals are eaten in the dayrooms or in the cells.

Visitation

Video visitation is provided in each housing dayroom. In addition, there is a 21-person non-contact, and 4 small contact visitation spaces located in the Jail Support Building

Recreation

Detainees have access to an outdoor, hard surface area adjacent to the housing units as well as a large “ball field” directly north of the jail.

c. Correctional Institution

The Bulloch County Correctional Institution (BCCI), built in 1946, provides safe and secure housing for state inmates under contract with the Georgia Department of Corrections, and inmates sentenced by the County. Inmates at BCCI provide a labor force for County departments including public works, solid waste, the recreation department, facilities maintenance, the agricultural complex, and other departments and agencies as requested.

III. SPACE NEEDS

a. Bulloch County Sheriff's Office

As we have indicated, the current Jail is at its operational capacity. As such, the following space needs have been identified.

Jail

There are multiple classification levels that need to be provided with the additional beds:

High Security Inmates; Federal Inmates; General Population Male Inmates; Female Inmates;

Administrative Segregation (High Max); and Inmate Workers.

GMC conducted interviews with the BCSO and determined the following bed needs for each classification level:

Classification Level Beds

High Security Inmates 96

Federal Inmates 80

General Population Male Inmates 160

Female Inmates 128

Administrative Segregation (High Max) 20

Inmate Workers 40

Total Beds 524

The classifications need to be delineated further to accomplish safe and secure management of the population. Below is the result of multiple conversations with BCSO as well as industry standards for modern jail design.

Classification Level Beds Bed Type # Dayrooms Beds/Dayroom

High Security Inmates 96 2 bed cells 4 24

Federal Inmates 80 2 bed cells 2 40

General Population Male Inmates 80 2 bed cells 2 40

General Population Male Inmates 80 4 bed cells 2 40

Female Inmates 64 2 bed cells 2 32

Female Inmates 32 4 bed cells 1 32

Female Inmates 32 Dormitory 1 32

Administrative Segregation (High Max) 20 1 bed cells 1 20

Inmate Workers 40 Dormitory 1 40

Total Beds 524

Once the bed count was established, an architectural space program was developed to determine the individual space needs and corresponding space allocation required. We also discussed adjacencies and conceptual space diagrams. The space allocations are in line with accepted industry standards for a modern jail facility. A detailed program is provided in the appendix to this document. A summary is provided below.

# Classification GSF Comments

1.00 General Population - Male 30,540

Ad/Seg: 1 each, 20 Bed Cell Block

Inmate Workers: 1 each, 40 Bed

Dorm Block

Jail Subtotal (GSF) 105,360 524 Beds

b. Correctional Institution

As indicated, the CI building is at or beyond its useful life. Through multiple meetings with Public

Safety, we have determined the need for 160 replacement beds. Due to the minimum custody level of these inmates, dormitory housing is appropriate for these beds. In addition, a new segregation unit consisting of 5 each, 2 bed cells is also needed. The space allocations are in line with accepted industry standards for a modern facility.

Once the bed count was determined, an architectural space program was developed to determine the individual space needs and corresponding space allocation required. We also discussed adjacencies and conceptual space diagrams. A detailed program is provided in the appendix to this document. A summary is provided below.

5.00 Correctional Institution 36,400

4 each, 40 Bed Dormitory Blocks

1 each Segregation Block, 5 ea 2 beds per cell

Therefore, the total space needs are 524 Jail beds, 160 CI beds and 10 CI Segregation beds. The total amount of gross square footage (gsf) required is 141,760 gsf. See also complete architectural space program in the Appendix.

c. Public Works

As part of the planning exercise, GMC gathered information from the Public Works Department related to their facility needs. Below is a conceptual diagram which illustrates the space needs of the department and how much of the site is needed to accommodate them.

The spaces needed for these functions were provided by the Public Works Department.

Figure 5: Public Works Concept Site Plan (see also Appendix)

IV. RECOMMENDATIONS

a. Concept Floor Plan Diagrams – Jail

Taking the space needs and organizing them into conceptual floor plan diagrams resulted in two distinct and separate housing buildings for the Jail and one new housing building for the Correctional

Institution. Following multiple discussions with the BCSO and Public Safety, the bed needs were allocated to each housing building as follows:

Total 524

Modern detention housing units are based on clear sight lines, appropriate security controls (ie doors, CCTV, security electronics), and efficient staffing levels. It is also important to arrange the various dayrooms so vision into and out of the space is eliminated or restricted for obvious security reasons.

The conceptual housing floor plans accomplish these parameters and are arranged in an organized and effective manner. Each dayroom is accessed through a secure sallyport vestibule, controlled by housing control. The sleeping components of each dayroom (cells or dormitories) are located on the ground floor and at mezzanine level.

Showers for all units are located on the ground floor and/or mezzanine level. A janitor closet is provided in each dayroom as well.

Control Room

A mezzanine level control room is proposed, located centrally to both Housing Unit I and Unit II. This is similar to the existing Jail housing unit. By locating the control room at the mezzanine level, maximum visibility is maintained of the dayrooms, cell fronts, circulation corridors and sallyport vestibules. The current conceptual floor plan diagram also allows for reduced staffing during overnight shifts.

Support Spaces

In addition to the inmate housing components, support spaces are provided in the common corridor adjacent to each Housing Unit including:

Staff Offices

Exam Rooms

Hair Care Rooms

Interview Rooms

Staff Restrooms

General Storage

Figure 6: Building A (see also Appendix)

Figure 7: Building B (see also Appendix)

b. Concept Floor Plan Diagrams – Correctional Institution

Similarly, the Correctional Institution needs will be provided in a single, one-story building. In addition to housing units, this building will provide support spaces including Dining, Multipurpose, Offices, Shake Down space for Inmate Workers, Property Storage Room, Chemical Supply Room, Clothing

Issue Room, Barber Shop Area, and a new Laundry. A Segregation unit is also provided and includes five each, two bed cells, and a covered outdoor recreation area. See diagrams below and in the

Appendix.

c. Building Systems

Structural

Modern jail facilities are typically constructed of precast or cast in place concrete walls, and concrete hollow core or structural “T” roofs. Interior walls are typically precast panels, concrete masonry units

(CMU) or metal studs with drywall depending on the use and security level of the space.

We anticipate the cell units, 1 bed, 2 bed and 4 bed, will be constructed using a precast modular cell process. This allows the cells to be built in pairs off-site, fully finished, brought to the site and erected in place. This method will likely be the most cost-effective, however, other construction methods will be evaluated once the project is approved for design and construction.

Mechanical/Plumbing

The heating and air conditioning will be provided by roof top unit (RTU) air handling. The air conditioning will then be distributed to the spaces below. Secure inmate areas will incorporate security grills as necessary to maintain the integrity of the secure spaces.

Plumbing fixtures (toilets and lavatories) for the 1 bed, 2 bed and 4 bed cells will be provided in each cell. Each fixture will be detention grade, either stainless steel or detention grade vitreous china.

They will be located on a “Y” chase at the front of the cell with access from the dayroom for maintenance and repair. Toilet and Lavatory space will be provided for the dormitory housing areas with similar fixtures. Showers for all inmate areas will be provided adjacent to the dayroom. Shower fixtures will be penal grade stainless steel fixtures with front access panels for maintenance.

Electrical

All essential building systems will be supported by emergency generators. Systems include fire protection, fire alarm, door controls, security electronics, CCTV cameras and essential lighting.

Security

Security doors, windows and hardware will meet industry standards. Security doors will typically be security hollow metal swing doors for most cells and other secure areas. Sliding hollow metal doors may be used for access to dayrooms, circulation hallways and high security cells. Security windows will be provided in appropriate areas and limited to 5” in width for exterior windows at inmate housing areas. Security electronics and CCTV cameras will be similar to the existing system at the Jail and integrated into that system.

V. PHASING PLAN

To accommodate the space needs identified in conceptual floor plan diagrams and account for the limited space available on the existing site, we recommend a phased approach.

a. Phase I: Men’s General Population and Female Beds

In order to have enough space for any new jail construction, some of the existing Public Works’ buildings will need to be removed. This includes both Big Truck Storage sheds and the two gravel pits.

Care will be taken to ensure the existing Public Works Metal Fabrication Lab and Vehicle Maintenance bays remain accessible and operational.

Figure 9: Phase I Demolition Plan (see also Appendix)

Once the existing buildings, paving, fencing, etc. has been razed, new Housing Building A (288 beds) will be constructed for General Population Men and Female Inmates/Detainees. A single chain-link fence with two rows of razor-ribbon will enclose the new site area to provide a secure separation from the public and the Public Works activities. Security fences are typically a minimum of thirty feet from the building. Also included in this concept is a new secondary vehicle gate for controlled access.

A new paved outdoor recreation area will also be provided for the inmates in this Housing Building, similar to the existing paved outdoor recreation area at the existing Jail. Also, a new parking lot will be created with this new reorganization of the site.

Figure 10: Phase I New Construction (see also Appendix)

b. Phase II: Correctional Institution

Following the completion of Phase I Building A, other surrounding Public Works buildings will be razed including the Metal Fabrication and Maintenance Shop, Parts Storage and Signage Warehouse and

Office.

Figure 11: Phase II Demolition (see also Appendix)

Once the demolition is complete, a new Correctional Institution (160 beds) will be built and connected to Building A. A new paved outdoor recreation area, and reconfigured security fencing will also be provided.
