This Request for Proposal (RFP #2025-GEN-154) is issued by the City of Cleveland Department of Parks and Recreation to procure bulk carbon dioxide (CO2) gas, delivery services, and associated storage equipment for pH regulation at eight commercial swimming pool facilities across Cleveland, Ohio. The solicitation seeks qualified vendors to supply CO2 gas meeting or exceeding 99.5% purity with NSF/ANSI Standard 60 certification, provide insulated bulk cryogenic storage tanks equipped with wireless telemetry monitoring systems, and deliver comprehensive maintenance and emergency support services. The project encompasses installations at eight locations containing a combined total of 11 pools: Alexander Hamilton (1 pool), Collinwood (2 pools), Cudell (1 pool), Fairfax (1 pool), Frederick Douglass (3 pools), Michael Zone (1 pool), Stella Walsh (1 pool), and Thurgood Marshall (1 pool). The release date is October 23, 2026, with a non-mandatory pre-bid meeting scheduled for October 29, 2026. Questions must be submitted by November 6, 2026, with responses provided by November 13, 2026. The submission deadline is December 2, 2026, at 4:00 pm, with responses submitted electronically through the ProcureNow portal.

Proposals are evaluated using a weighted scoring methodology: 60% based on total cost of ownership (gas pricing, equipment lease, and delivery fees), 20% on reliability and supply hub proximity, and 20% on vendor experience, safety records, and references. Vendors must provide detailed pricing for CO2 gas cost per pound, monthly tank rental/lease fees, monthly telemetry fees, per-delivery hazmat fees, after-hours emergency service hourly rates, and one-time installation fees. Required qualifications include proof of NSF/ANSI 60 certification and a minimum of three references from similar commercial or municipal pool facilities. Vendors must also describe their automated delivery schedule system and identify their closest dispatch/filling terminal location. Mandatory service requirements include annual maintenance testing and 24/7 emergency repair support with a maximum four-hour on-site response time. No set-asides, incumbents, or specific funding source information is identified in the solicitation.
