STATEMENT OF WORK

UPGRADE SECURITY CAMERA

SYSTEM, BLDG 4, PORT AUTHORITY

PROJECT SCOPE: The contractor shall furnish all supervision; labor, transportation, materials, tools, incidentals, equipment, and quality assurance. The contractor shall provide barriers and signs to prevent unauthorized personnel from entering the work area while the Contractor is performing all work.

1. PROJECT DESCRIPTION: The contractor shall perform the installation, troubleshooting, and integrations of current system to maintain security in building 4 at Port Authority, Texas.

The requirements of this project consist of the following:

V. Contractor shall coordinate work schedule with 39 IOS and 502

CONS.

PROJECT LOCATION: Building 4, Port Authority Texas.

PERIOD OF PERFORMANCE: 25 calendar days for Project to be complete. A five-day notice before work begins is necessary for coordination with the building’s manager.

HOURS OF WORK: Normal duty hours are from 7:30 AM to 4:30 PM, Monday through Friday, except on Government holidays. Contractor shall coordinate work with 39 IOS.

QUALITY CONTROL: The contractor shall be responsible for quality control for all work accomplished during the performance of this requirement.

QUALITY ASSURANCE: The Government representative will monitor and periodically evaluate the contractor’s performance to ensure conformance to the requirements for this project. Contractor re- performance of any work as a result of contractor deficiency shall be done at no additional cost to the Government.

INSPECTION AND ACCEPTANCE: A representative from 39 IOS or Contracting will conduct daily inspections of work progress. A final inspection of completed work will be conducted by 39 IOS, Contractor, and 502 CONS. All discrepancies identified during inspections shall be corrected prior to final payment. The contractor shall ensure that work for this project is performed in accordance with the criteria herein, and that all relevant materials, finishes, equipment, and systems shall be fully operational at the completion of work for this project. The contractor will notify the Government representative for this project of completed work and schedule a final inspection of the installed work. All discrepancies identified during inspections shall be corrected prior to final acceptance.

CONTRACTOR’S WARRANTY: The contractor shall guarantee all materials and workmanship for a period of one year from the date of project completion and shall within that period correct all defects in materials/workmanship within 36 hours of being notified. Correction of all defects under this warranty shall be at the expense of the contractor.

WORKMANSHIP: The Contractor shall perform all operations in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with the prevailing industry standards.

STORAGE AND PARKING: Contractor storage will not be provided and is not required for this project. Contractor shall be responsible for removing all unused product on a daily basis.

OCCUPANCY OF PREMISES: The buildings will be occupied during performance of work.

Occupancy notifications will be posted in a prominent location in the work area. The contractor shall not be reimbursed for any issues as a result of the building occupancy. Contractor shall take this into consideration when submitting an offer.

ENVIRONMENTAL, SAFETY AND OCCUPATIONAL HEALTH: The contractor is solely responsible for compliance with federal, state, and local laws, the Occupational, Safety and Health Act (public Law 91-596) and the resulting standards, OSHA Standards 29 CFR 1910 and 1926, as applicable and the protection of their employees. Additionally, the contractor is responsible for the safety and health of all sub-contractor employees. The government shall assume no liability or responsibility for the contractor’s compliance or non-compliance with such requirements. The contractor shall furnish to each of his/her employees a place of employment, which is free from recognized hazards. The contractor shall brief his/her employees on the safety requirements of this contract and on hazards associated with prescribed tasks. In addition, the contractor is required to flow down the safety requirement/specification to all sub-contractors.

PROTECTION: The contractor shall take precautions to prevent damage to Government property. The contractor shall repair or replace damaged items at an additional cost to the Government.

SAFETY: All Contractor operations shall be conducted and performed in accordance with Department of Labor, OSHA requirements must be met and Air Force Occupational Safety & Health (AFOSH) AFOSH standards including 91-25. The Contractor shall also ensure that all work is performed in accordance with project identified national standards, military manuals, instructions, pamphlets, standards, and handbooks, and with the edition in effect on the date of this solicitation of the Corps of Engineers (COE) Safety Manual 385-1-1.

SMOKING: Contractors are advised that the AF has placed restrictions on the smoking of tobacco products in AF facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in installation facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas.

Joint Base San Antonio (JBSA) Traffic Code: All applicable traffic codes will be enforced and apply to all personnel operating vehicles on JBSA installation. The governing instruction for all traffic codes is AFI 31-218(I) and AFMAN 31-116.

Cell Phone Usage: Contractors are advised that DoD Instruction (DoDI) 6055.04 prohibits cellular telephone usage when approaching, entering or exiting any installation gate. Cell phone usage by drivers on installations is prohibited in moving vehicles unless used with a hands-free device. The installation Security Forces Squadron (SFS) is strictly enforcing this regulation.

Those found in violation of this regulation are subject to be ticketed.

Base Fire Prevention Program: The contractor shall comply with the applicable Fire Prevention Program for JBSA. The applicable directive is AFI 91-203. AFI 91-203 is available at the AF E-Publishing site at http://www.e-publishing.af.mil.

Physical Security: The contractor shall comply with Force Protection Condition (FPCON) procedures, Random Antiterrorism Measures (RAMS) and local search/identification requirements. The contractor shall safeguard all government property, including controlled forms, provided for contractor use. At the close of each work period, government training equipment, ground aerospace vehicles, facilities, support equipment, and other valuable materials shall be secured.

SITE MAINTENANCE: The Contractor shall protect adjacent property, buildings and their contents from dust, dirt or other materials. Work areas shall be maintained in a neat, clean, and safe condition and shall, at a minimum, be cleaned at the end of each shift. All streets and roadways in/or adjacent to the site shall always remain free of project generated trash and debris.

TRAFFIC REGULATIONS: Contractor employees shall comply with all base traffic regulations and are subject to random vehicle speed control checks. Contractor’s personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones, except hands-free phones, is prohibited while driving on military installations in San Antonio, TX

DAILY CLEANING: The Contractor shall always keep the site free from debris and shall perform daily cleaning of all areas. The Contractor shall collect all trash, debris, refuse, garbage, etc., that is generated and place it in appropriate containers with lids or approved covers on a periodic basis. The materials shall be hauled from the site by appropriate means daily, unless otherwise approved by the 39 IOS representative. Disposal shall be outside the limits of Government property. Disposal shall be by sanitary landfill or other approved methods and shall conform to all local, state, and federal guidelines, criteria, and regulations. Upon completion of the work, the Contractor shall leave the work site and storage area(s) in a clean, neat, and workmanlike condition satisfactory to the Structural Shop Supervisor.
