STATEMENT OF WORK (SOW)
FOR
BASE TELECOMMUNICATION SERVICES
13 October 2022
1. Scope: The work covered by these specifications consists of furnishing all labor, equipment, materials, and transportation necessary to perform telecommunications services on Seymour Johnson AFB NC, Ft. Fisher Recreation Area and Dare County Bomb Range. The work shall be performed on an “on call” basis.
2. Personnel
2.1 Voice over Internet Protocol (VoIP) Technician:
Provide experienced (minimum 5 years) VoIP technician to administer, maintain, patch, upgrade, apply Security Technical Implantation Guide (STIG), and program the Government furnished Cisco Unified Communications Manager suite, gateways, Session Border Controllers, Cisco Unity, Cisco UCCX, Cisco Conference suite, SIP and Legacy trunks, and associated telephone sets IAW the OEM’s, DoD, AF policies and regulations, and all applicable federal, state, and local laws and regulations. The Contractor may be required to assist in database administration of VoIP phones, software changes to include upgrades/patches, etc. and database administration of the gateway-routers to include trunk (PRI) /analog connections, and Session Initiation Protocol (SIP) trunking. Demarcation of VoIP maintenance shall not extend beyond the Ethernet port on the Call Manager servers, Time-Division Multiplexing (TDM) Gateway routers, Session Boarder Controllers, and shall include the end instrument. When adding trunks or analog lines, the PRI trunk card for TDM switch and PRI HWIC (Primary Rate Interface) or FXS/DID (Fax Direct Inward Dialing) card for VoIP gateway shall be the responsibility of the Contractor.
2.2 Video and Voice over IP (VVoIP) Technician:
Provide experienced (minimum 5 years) VVoIP/VoIP technician to administer, maintain, patch, STIG, upgrade, and program the Cisco Unified Communications Manager suite, gateways, Session Border Controllers, Cisco Unity, Cisco UCCX, Cisco Conference suite, SIP and Legacy trunks, associated telephone sets, and installation of Audio/Video Conferencing Equipment IAW the OEM’s, DoD, AF policies and regulations, and all applicable federal, state, and local laws and regulations.
2.2.1 Required Security Clearance and Certifications: Additionally, the above technician(s) are required to possess a current Secret Security Clearance, DoD 8570 IAT Level II certification, and Cisco Certified Network Professional Voice or Collaboration certification(s). VoIP technicians are required to have a secret security clearance for the purpose of troubleshooting secure voice service to devices (STE, Viper, etc) connected to the VoIP network. Additionally this person will require a Common Access Card.
2.4 Outside Plant Technician: Provide experienced technician to complete the following tasks: directional boring/trenching of all conduits, pulling Fiber Optic and Copper cable through conduits or direct burying the cables, splicing & terminating cables, and installing Fiber Optic Distribution Panels (FODP) and 110 blocks at the Bldg. entry point IAW the National Electric Code (NEC) and Technical Installation Authority (TIA-568B). The technician must also follow AFOSHSTD 91-25 for confined spaces when working in manholes and other areas covered by this standard.
2.4.1 Required Security Clearance and Certifications: Additionally, the above technician(s) are required to possess a current Secret Security Clearance, DoD 8570 IAT Level II certification, and a Fiber Optic Association Certified Fiber Optic Technician certification or equivalent.
2.5 Fiber Technician: Provide experienced (3-5 years) technician to:
· Inspect, test, and repair equipment used in telecommunications networks
· Install new fiber optic networks and repairing existing ones as needed
· Install and maintain equipment used in telecommunications networks such as routers, switches, and repeaters
· Install new infrastructure or upgrading existing infrastructure to accommodate technological advances in the telecommunications industry
· Install fiber optic equipment such as splicing machines, fiber optic test equipment, and fiber optic cable termination devices
· Determine the location of underground utilities such as gas, water, and electricity lines before beginning construction work
· Install fiber optic cables in conduits or aerial locations such as on telephone poles or between buildings
· Perform troubleshooting on fiber optic networks to identify problems and provide solutions
3. Conduits: MaxCell 3-way Inner Duct system will be used throughout the Manhole Duct System and Plenum Rated Inner Duct will be used from the Bldg. entry point to the termination point.
4. Fiber Optic Cable: Shielded, Single Mode Loose Tube Fiber Optic outside type cable will be used in the Manhole Duct System. Splices are to be done with Fusion Method Splicing and FODPs or Terminals are to use Single Mode LC connections unless otherwise specified.
5. Buried Cable Installation - Bore under paved surfaces and trench around ends of runways, unless the otherwise specifically identified conduits/ducts available (are to be used). Boring under runways and trenching across paved surfaces is prohibited unless written permission is obtained. Install buried cable in conduit under paved surfaces. The conduit(s) installed under road surfaces shall extend three feet on each side of the road. Direct-buried cables, as well as conduits/ducts, will be installed at a minimum depth of 36 inches. When the depth requirements cannot be met due to underground obstacles, which cannot be overcome or bypassed, the contractor will enclose the cable in conduit/duct and bury in a 6-inch concrete encasement. Concrete encasement is not required where cable is placed in metal conduits and installed under paved surfaces. Where a trench contains buried cable or conduits/ducts in any combination of two or more, each will be installed such that it: (1) is separated from other communication cables and conduits/ducts by a minimum of three inches of sand or screened earth free of stone and sharp debris. (2) Does not intertwine or cross over other cables or conduit/duct except at points where their paths diverge, (3) maintains the minimum depth requirements, and (4) is separated from power cables or conduits/ducts containing power cable IAW ANSI C2-1997. All trenches for outdoor cable installations involving direct-buried or underground cable will be provided with cable warning tape. Tape will be buried one foot below the surface and will follow the cable route. Customers will need to provide a signed AF 332 from Civil Engineering and completed AF 443 prior to work being accomplished.
6. Distribution System Design. The cable distribution system shall be designed to be “fixed count” (dedicated). Bridge taps and other multiple connections shall not be utilized. Unless specified, both ends of all cable pairs (and optic fibers) shall be spliced or terminated.
7. Surface Restoration - The contractor shall be responsible for surface restoration. Restoration includes back filling, soil compacting, reseeding, repaving, or any other necessary material and services required to restore surfaces to their original condition. Perform follow-up surface restoration if location is not up to its original condition within 30 days due to surface settling, lack of turf germination, or seeding.
8. Boring – Boring provides a method to install a 4-inch conduit underground without disturbing the surface. On a per foot (/FT) basis, the boring effort shall include all pits required to support boring equipment. The contractor shall prepare the other end of the bore, as required, to extend the conduit into the subsequent trench or manhole. The contractor shall be responsible for all tools, equipment, labor, and materials to perform the excavation, back fill the excavation, and restore the surface to its original condition.
9. Inside Plant Technician: Provide experienced technician to install and terminate premise wiring, wall jacks, patch panels, and racks/cabinets IAW the National Electric Code (NEC) and Technical Installation Authority (TIA-568B & TIA-568C).
9.1 Premise Wiring: Category 6a (CAT6a) plenum grade Unshielded Twisted Pair will be used and terminated IAW with TIA-568B unless otherwise specified. One end will be terminated at a CAT6a wall jack and the other end will be terminated at a standard CAT6a patch panel for data use or a standard 110 block for voice use. Each wall jack shall typically be an 8 position, 8 wire modular jack type; one to support regular voice & the other to support data. The jacks are to be labeled V# for voice only or D# for data. Patch panels are to be installed on a rack or in a network cabinet. The rack or network cabinet must be lockable with the only keys being under the control of the 4th CS. The cabinets/racks and all installed equipment are to be grounded.
9.1.1 All interior entry holes from room to room where specified are to be sleeved with PVC Schedule 40 Conduit and sealed with foam installation to ensure soundproof integrity. The entire path shall be tested end-to-end. Test results shall be provided to the 4th CS Plans and Programs office. Results must meet the CAT6a standard unless otherwise specified.
9.2 Inside Conduit and Duct Installation – Prior approval maybe required from base environmental and civil engineering, for building penetrations and inside building installation to determine potential problems with cable/equipment installation. The Contractor shall not proceed until the Government provides evidence this coordination occurred. Pull boxes will be provided where conduit runs exceed 100 feet or where required to facilitate cable installation. Between any two-pull boxes no more than two 90-degree bends will occur with the sum of all bends not exceeding 270 degrees. Pull boxes will be provided for conduit runs at points where cable or wiring is distributed to other locations. Cable will not enter or leave a pull box without being in conduit. Size the conduit/duct connecting distribution centers. Inner duct will be used for fiber optic cable installed in existing conduits and ducts.
10. Installation and Services - Each job includes activation of the channel path, adjustments for the transmission characteristics, and network build-out balancing. Includes cross-connects and patch cable assembly (is) of existing service or new service. The entire path shall be tested end-to-end consistent with the type of channel medium. Signal loss must be less than the maximum defined in EIA/TIA 568. All test results of copper and fiber optic cable shall be provided to the 4th Communication Squadron/SCXP/1290 Jabara Ave via PDF or Excel file on CD ROM or e-mail to: 4cs.scx@us.af.mil.
10.1 Cable/Premise Installation/Repair/Remedy Test Results.
Contractor shall develop and maintain a cable installation/repair test results record after the installation or repair of an outside plant cable or facility premise wiring. Graphics and pictorials may be used to illustrate. The record shall, at a minimum, contain the purpose of test/inspection; complete cable identification and test equipment used; identify complete description of the physical set-up (e.g., item, facility, and equipment used); copy of results/analysis; actual recorded data (e.g., instrument readings) (if extensive, provide as an appendix); corrective actions, conclusions and recommendations (solution and costing); and authentication of results and acceptability delivered to the 4th Communication Squadron/SCXP/1290 Jabara Ave via PDF or Excel file on CD ROM or e-mail to: 4cs.scx@us.af.mil.
10.2 Underground Cable locating, Staking and Marking: American Public Work Association (APWA) Uniform Color Code states that all communication lines, cables or conduit will be visibly marked with orange paint. Contractor locating cable will adhere to North Carolina APWA guidelines. Markings shall be within three feet of the actual location at ten foot intervals and at direction changes. The markings shall begin two feet from the point of entry into the work area and shall continue two feet past the point of exit from the work area. Contractor shall complete location, staking, and marking within the specified time contracted.
11. As Builts – The contractor shall provide 4th Communication Squadron/SCXP/1290 Jabara Ave with “as built” drawings (PDF and JPEG format on CD ROM or via e-mail: 4cs.scx@us.af.mil ) of the cable route and GPS data within 90 days of job completion to include cable pair and count. The contractor shall provide to the Government a list of all circuits cutover to include, telephone, alarm, and data within 60 days of job completion.
12. Service Calls: Service Calls shall be separated into two (2) different categories: Emergency and Routine. The difference between Emergency and Routine is the on-site response time of two (2) hours for Emergency Service Calls versus as scheduled for Routine Service Calls. The Government reserves the right to take emergency or routine actions necessary utilizing its own resources to correct any situation that can cause injury, death, or property damage, or impede traffic flow or installation security.
13. Base Civil Engineering Work Clearance Request - Obtain a Base Civil Engineering Work Clearance Request, AF Form 103, prior to any trenching or digging. Provide proposed cable route with request to 4 Communications Squadron Base Architecture to obtain AF Form 103. Trenching, excavation, confined spaces entry, confined spaces atmospheric testing/forced air ventilation, and marking and barricading of open trenches is to be performed IAW OSHA standards and any local procedures.
14. Normal Base Hours. Base hours of operation are 7:30 a.m. to 4:30 p.m. Monday through Friday. The Contractor may find it necessary to deviate from the normal base hours of operation, to ensure timely completion of work under this SOW at no additional cost to the government.
15. Protection of Property. The Contractor shall take care to avoid damaging existing buildings, equipment, fences, vehicles, personal property and vegetation on the installation. The Contractor shall replace or repair the damage at no cost to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repairs or replacements, the costs of such repairs may be deducted from outstanding invoices.
16. Observance of Laws, Ordinances, And Regulations. The Contractor shall observe and abide by all Federal, State and Local Laws which in any way affect the conduct of the work and shall comply with all decrees and orders of courts of competed jurisdiction. The Contractor shall comply fully and completely with applicable State and Federal Statutes, rules and regulations relating with hiring, wages, and any other applicable conditions of employment.
17. Materials and Material Pricing: Sufficient information must be provided for material items to substantiate the item’s price. Manufacturer part numbers, key specifications, published catalog pricing, or product descriptions can be submitted to fulfill this requirement. In the case of proprietary equipment, the Contractor shall provide documentation that the prices provided have been charged on other contract numbers or on the General Services Administration’s (GSA) price lists. Pricing shall be considered valid for ninety (90) calendar days after the initial approval unless documentation from the Contractor is provided to verify a price increase has been implemented. The Government reserves the right to provide required equipment in lieu of purchasing from the vendor.
17.1 The Contractor must provide parts that are from the OEM or equal and fully compatible for use and do not void any applicable warranties. Replacement parts shall be Commercial Off the Shelf (COTS) items when available and fully compatible with existing OEM systems. Work hours, types of personnel performing the work, and a description of the work to be performed shall be provided. The price breakdown shall include sufficient detail to permit an analysis of all costs associated.
18. Call Order Procedures: The Government will e-mail all agreement holders for each requirement and provide at least three (3) calendar days for the contractor to provide a response. Once all quotes are received, the Government will evaluate for compliance with the requirement and to validate pricing is IAW the Contracting Officer approved price list. The call will be issued to the contractor with the lowest quoted price that meets the requirements of the RFQ. The quotes will be provided to the unit requesting services to coordinate onsite work.
