About this file

This document is a Statement of Work (SOW) for the finishing work required on the Bearing Support Structure (BSS) Inseparable Assembly for the Columbia (CLB) Class submarine propulsors. The work includes completing a syntactic fill, final machining, paint, and preservation for each BSS Assembly. Previously, these finishing steps were performed by the Naval Foundry and Propeller Center (NFPC), but this effort aims to complete the work outside of a government facility.

The SOW requires the contractor to develop an Assembly and Manufacturing (A&M) Plan, project schedule, and adhere to program management requirements. The contractor must demonstrate their capability to successfully complete the required manufacturing steps prior to beginning the BSS finishing process. The finished BSS Assemblies must be delivered within 6 months of receiving the BSS Inseparable Assembly. The work is being procured by the Department of the Navy, Naval Sea Systems Command (NAVSEA).

Section C - Descriptions and Specifications

STATEMENT OF WORK

1. SCOPE. The Advanced Propulsor Management Office (Code 808) in the Naval Architecture and Engineering Department (Department 80) of the Naval Surface Warfare Center, Carderock Division (NSWCCD) is responsible for Engineering and Manufacturing Development (EMD) of US Navy COLUMBIA (CLB) Class submarine propulsors. The Bearing Support Structure (BSS) Assembly is a key component. The BSS serves as the main structural interface between the propulsor and submarine. Previously, the finishing of a BSS Inseparable Assembly to the delivered Assembly was completed by the Naval Foundry and Propeller Center (NFPC). This effort looks to complete the Inseparable assembly finishing outside of a government facility.

1. TECHNICAL REQUIREMENTS

2. ASSEMBLY AND MANUFACTURING (A&M) PLAN DEVELOPMENT. The contractor shall develop and submit to the Government an A&M Plan, CDRL A009 (A&M Plan), reference 2.1 and may be submitted in phases. The A&M plan shall be submitted for information and the Government will concur that the contractor has sufficiently matured their manufacturing plan prior to executing any manufacturing steps.

0. The contractor shall submit a high-level A&M strategy outlining their approach to the BSS finishing, including syntactic fill, final machining, and paint. This plan is to assume a BSS Inseparable Assembly is provided as Government Furnished Material (GFM). This strategy shall include an outline for the detailed A&M plan.

0. The A&M Plan is inclusive of major technical disciplines requiring design development and associated drawings in order to prepare for BSS Assembly fabrication, CDRL A010 (Technical Data Package).

0. The contractor shall deliver the A&M Plan and associated drawings (CDRLs A009 and A010) with Unlimited Data Rights or Government Purpose Rights, as applicable.

2. PROJECT SCHEDULING. Design and develop a graphical report depicting a composite schedule of all planned technical activities and milestones, CDRL A011 (Project Planning Chart). This data item shall be submitted as an appendix to the Monthly Status Report (MSR), SOW paragraph 4.2.

1. Design the logical sequence of activities (also referred to as a “Gantt Chart”) to correlate with the A&M Plan specified in Paragraph 3.1. Reference CDRL A011 Block 16 format and frequency of initial submittals.

1. Gantt chart essential elements shall include discrete tasks and activities consistent with authorized work and relationships for contract completion by identifying items from Contract Award through completion of each Contract Line Item (CLIN). Further, identify the critical path, all major events, and program milestones.

1. Activities shall have a valid total slack or float identified for critical path analysis and impact analysis from delays.

1. Subordinate level elements (3rd thru 5th level or greater activities) shall not exceed 15 work days in duration. The contractor shall propose any exceptions to this parameter to the Contracting Officer’s Representative (COR) for approval in writing. The Contractor may implement any exceptions only upon approval in writing by the COR.

1. Plan and perform schedule risk assessments (SRAs) as required by the Government; determine statistically defensible task and activity results and furnish risk-mitigating recommendations in a briefing format to the Government, CDRL A008 (Presentation Material).

1. The contractor shall participate in Government-led data gathering events (“data calls”) and third party SRAs. However, the Government may elect to participate in the Contractor’s SRA event and will provide advance notice in writing.

2. ASSEMBLY AND MANUFACTURING PLAN EXECUTION.

2. END-ITEM DELIVERABLE.

0. Prior to beginning the BSS finishing process, the vendor shall demonstrate their ability to successfully complete the required manufacturing steps. For the syntactic fill, the vendor must provide OQE that they have previously poured an sealed an equal or greater volume of propulsor syntactic foam (>50 ft3) in a closed cavity. The vendor must also provide OQE of their ability to meet the machining tolerances of reference 2.1 on an active machining center. The vendor shall also maintain an active certification to paint propulsor components per either reference 2.5 or 2.6.

0. Finish each CLB BSS Assembly form a GFM CLB BSS Inseparable Assembly in accordance with the submitted chapters of the A&M Plan, reference 2.1.

0. Observe and report regular updates of planned-to-actual work progress utilizing the graphical report developed in Paragraph 3.2., CDRL A011 (Project Planning Chart). This data item shall be submitted as an appendix to the MSR, SOW paragraph 4.2.

0. Deliver the CLB BSS Assembly in accordance with the specified requirements in reference 2.1.

2. WORK-IN-PROGRESS (WIP) MANAGEMENT.

1. The contractor may deviate from the submitted A&M plan, so long as there is no change to the final conforming component, and no downstream manufacturing steps are impacted. These changes are categorized as minor and the contractor shall inform the government of minor deviations in writing.

1. Process requests for waivers, deviations, or technical specification changes by submitting standard form DD 1694, reference 2.3. The contractor may propose alternative format for processing waivers, deviations or technical specifications for Government approval.
