About this file

This is a final design plans document for the Brush Mountain Portals II Project, a mined land repurposing initiative in Montgomery County, Virginia involving the Commonwealth of Virginia. The project encompasses the closure of abandoned mine portals and general clearing of clogged streams with revegetation at the site located at 3220 Meadowbrook Road in Blacksburg, Virginia. The work includes installation of wire cable net portal closures, silt fence erosion and sediment control measures, site preparation, and revegetation of disturbed areas totaling approximately 0.25 acres. Key material quantities specified in the design include 16 portal closure wire cable nets, 350 feet of 1/4" aircraft cable, 406 feet of 5/16" aircraft cable, 60 rock anchors, 8 earth anchors, 250 steel net clips, 550 feet of silt fence, and associated revegetation materials including lime and fertilizer. The general construction sequence prioritizes minimal impact means and methods, requiring mobilization, installation of erosion controls, portal closure installation, and final revegetation. All materials must comply with the Build America, Buy America Act standards.

The project documents specify that before excavation, contractors must contact Miss Utility to confirm underground utility locations and obtain clearance from the Agency. The design was completed on October 21, 2026, and includes detailed specifications for cable installation, anchor placement, and silt fence configuration. The work emphasizes coordination with the Agency and other project participants to ensure orderly completion, with contractors responsible for scheduling, inspecting, and maintaining temporary supports during construction. Temporary erosion and sediment control measures include silt fence installation and maintenance of existing storm water drainage through shoulder ditches, with permanent erosion control achieved through revegetation and mulching of all disturbed areas.
