About this file
The City and County of Broomfield, Colorado has issued a Request for Underwriting Documented Quotes for Certificates of Participation (COPs), Series 2026, seeking qualified underwriters for a $70,000,000 bond issuance to fund a new Police building. The project is necessitated by Broomfield's rapid population growth and the current Police building's insufficient capacity to support existing and future police force operations. The bonds are expected to be issued in January 2026, with proposals due by June 30, 2025, at 3:00 pm through the BidNet system. The City is specifically seeking an underwriter with experience in Certificates of Participation in Colorado and will evaluate proposals based on the firm's transaction experience, relevant expertise, and alignment with the City's expectations and timeline.
The bond issuance will support the construction of a new Police building that includes several new programmatic spaces such as a tactical training room, community room, conference rooms, special enforcement team areas, an emergency operations center, and a shooting range. Broomfield currently maintains an Aa2 rating on existing Certificates of Participation and is requesting proposing firms to provide recommendations for securing a credit rating for the 2026 Bonds, discuss potential credit or structuring features, and submit a proposed fee structure. The City reserves the right to reject all proposals and negotiate with prospective firms, with the understanding that if the bond issuance fails to close, the proposing firms will have no recourse against Broomfield or its financial advisors for any incurred expenses or damages.

CITY AND COUNTY OF BROOMFIELD REQUEST FOR
UNDERWRITING DOCUMENTED QUOTES
(Certificates of Participation, Series 2026)
Updated June 9, 2025
Overview
The City and County of Broomfield (“Broomfield” or the “City”), is seeking proposals from qualified prospective underwriters regarding the anticipated issuance of Certificates of Participation, Series 2026 (the “2026 COPs”). Tax-exempt proceeds of the 2026 Bonds will be used to fund Broomfield’s new Police building and will be for approximately $70,000,000.
The Police Building project is needed to accommodate Broomfield’s growing police force.
Broomfield is experiencing rapid population growth and has experienced commensurate growth in the number of City and County staff. As a result, the current Police Building is undersized to handle both current and future staffing levels. In addition to a shortage of space for the growth of existing operations, there are many programmatic areas that do not currently exist and are highly recommended to support the Police Department operations and the protection of equipment. These areas include:
● Tactical training and mat room
● Community room
● Conference and meeting rooms for investigations and patrol
● Patrol special enforcement team areas
● Dedicated emergency operations center and situation room
● Shooting range
Broomfield expects the 2026 Bonds to be issued as Certificates of Participation to be paid from base rental payments to be made by Broomfield to a Trustee pursuant to the terms of a lease of real property. The payment of base rentals will be subject to annual budgetary appropriation by Broomfield.
Professionals
