About this file
This is a Broker-Dealer Application (BDA) 2026 addendum issued by the County of Orange, California, for establishing an "Approved Broker-Dealers List" to provide investment-related services to the County. The County seeks applications from qualified broker-dealers to be evaluated for inclusion on this slate through a periodic evaluation process. Applications must be submitted electronically via the County's online bidding system by October 21, 2026, at 3:00 pm Pacific Time. The question submission deadline is October 14, 2026, at 3:00 pm. All applicants will be evaluated using a standardized scoring matrix based on nine evaluation criteria weighted between 5 and 20 percent each, including client services, references, investment types offered, trade confirmation efficiency, net capital requirements, Primary Dealer status, electronic trading platforms, research portal availability, and firm/personnel experience. The County reserves the right to approve multiple broker-dealers, reject any applications, modify the process, and determine the appropriate number of firms needed to meet its investment and operational needs. Prior inclusion on the list does not guarantee continued approval.
Applicants must submit comprehensive documentation including a completed application form, audited annual reports, Form BD Status Reports, SEC Form X-17 A-5 Focus Reports or FFIEC 031 reports for banks, service level agreements, MSRB Rule G-37 filings, and a completed Campaign Contribution Disclosure Form per California's Levine Act. There is no stated application fee. All applications must clearly meet mandatory eligibility and regulatory requirements, including current SEC and FINRA registration, California licensing, compliance with net capital requirements under SEC Rule 15c3-1, and a minimum of five years of operating experience as a broker, dealer, or broker-dealer. Broker-dealers must maintain qualifications and registrations upon approval and must promptly notify the County of any material changes affecting their qualification status. The County may verify continued qualifications through SEC and FINRA registrations, financial condition reviews, and regulatory disclosures. Applicants may protest selection decisions within five business days of notification.
