This is a Sources Sought announcement for acquisition planning purposes and no formal solicitation for this requirement exists at this time. All businesses, regardless of size, capable of providing these services are invited to respond to this announcement and submit a capability statement for consideration. Capability statements received will be reviewed to determine a firm’s previous experience performing similar work. The capability statements will be used to determine an appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited.
Proposed Project:
The major scope items in the Brock Reservoir Gates Replacement Project include:
• Replace 11 existing cast iron gates, currently installed in concrete channels, with 316L stainless steel (SS) slide gates.
• Replace existing gear boxes, actuators, stem protection, and other associated components to meet the technical specifications and robust operational requirements of the new gates.
• Replace the existing cathodic protection (CP) system with new corrosion protection technology.
• Remove existing trash rake system, including the conveyor belt and debris pad which are no longer in use.
• Recoat stoplog guides, wall thimbles, and water level measurement equipment.
The project will proceed in three sequential phases:
Procurement Gates/motors/other submittals, fabrication, delivery (assume 6 months) Preparation & Miscellaneous Construction Mobilization, stoplogs, demolition, and partial cathodic protection work. . Above-water work to allow will be performed to allow the existing facility to remain in operation.
Heavy Equipment Replacement Structural, mechanical, electrical, SCADA, and instrumentation work. Brock Reservoir will undergo a full water outage, strictly limited to four months.
The water outage is scheduled to occur from November 2025 through February 2026.
Depending on gate fabrication lead times, gate replacement may need to be split across two outage years. Possible construction phases include: Partial gate replacement during full outage period followed by partial outage for remaining gates, or deferring the replacement of all 11 gates to the following year.
Primary features of work:
Gates
Nine 120-inch by 120-inch, self-contained, motor-operated, cast-iron sluice gates are installed in the reservoir inlet structure, inlet/outlet structure No. 1, and inlet/outlet structure No. 2. Each existing gate weigh approximately 26,000 pounds.
Two 120-inch by 84-inch, self-contained, motor-operated, cast-iron sluice gates are installed in the pipe inlet structure. Each existing gate weigh approximately 20,000 pounds.
These are shown on Slides 1-5 of appendix photos. The motor operators are equipped with dial and remote gate position indicator, limit switches, and a handwheel for manual operation.
The existing complete gates (frame, leaf, stem, wall inserts, other mechanical hardware) and all electrical/control hardware are to be removed, disposed of, and replaced with new complete functional gates.
Fabrication of the 316L SS gates is a lengthy process. Other elements associated with the gates include:
• New 11x solid-state gate motor/actuators rated for modulating service at high frequency starts.
• New instrumentation – limit switches all (11) gates, level sensors at Inlet, Forebay/
Afterbay, Cell 1, Cell 2 (4 locs).
• New electrical materials – power & instrumentation cables, panels (PLCs, power), junction boxes, conduits. Much of the existing conduit may be re-used.
• New emergency generator 150kW capable of supporting the facility.
Construction sequence assumed to be:
• Inspect condition of interface: existing concrete, equipment, attachment points.
• Removal of five prioritized gates, including existing actuators and gate assemblies; along with the remaining six if all gates are able to be fabricated.
• Prepare concrete and metal surfaces to install gate/appurtenances. May include concrete repair, placing additional reinforcement, sandblasting, recoating, etc. depending on actual conditions and actual gate furnished.
• Install gates/appurtenances, make connections, SCADA, and ensure operability.
• Contractor must participate and make any adjustments necessary during final commissioning of all operations to ensure all systems operating at optimal performance.
• Contractor must designate a quality control supervisor with at least two years of experience. 24/7 coverage may be required.
• Contractor may be required to coordinate with third-party testing agencies for concrete repair verification.
Facility has power via Imperial Irrigation District.
The Brock Reservoir structures are controlled and monitored by IID from their office in El Centro, CA. IID has an existing supervisory control system that the new equipment will interface with.
Operating criteria for the Control and Monitoring System will be provided by IID, the owner of the SCADA system. IID will direct the contractor on the interface between new and existing equipment and is responsible for programming the SCADA system. A cabinet is located in the control building that houses the CMS PLC and communication equipment which will be provided as part of the project. Contractors must ensure SCADA integration is fully compatible with IID’s system. The Contractor must also ensure Reclamation has live monitoring capabilities of SCADA operations at the facility, in coordination with IID. Reservoir water levels will be transmitted to the CMS PLC via ethernet based radio equipment to be provided as part of the project.
Cathodic Protection System
The Brock Reservoir gates and stoplogs guides are specified to have corrosion monitoring and impressed current cathodic protection systems employing constant voltage rectifiers. A common rectifier protects gate and stoplog guides surfaces exposed to the water in the forebay/afterbay.
The anodes are physically in the vicinity of the individually protected gates and stoplog guides but at “remote earth” from them. Separate junction and bond boxes are provided near each gate structure. Additional master junction and master bond boxes are provided near the rectifier to combine anode and structure cables into a positive lead and a negative lead to the rectifier. High silicon cast iron anodes, test stations with calibrated shunts, and bonded or welded joints for electrical continuity were installed.
The existing cathodic protection system is to be replaced. The CP system for the trashrake is to be removed and disposed of. CP components are shown on attached Slide 6.
Reservoir Water Level Measurement
Noncontact acoustic equipment sends a signal to the Remote Telemetry Unit (RTU) at control building. Three solar-powered RTUs in the forebay/afterbay and two reservoir cells monitor water levels and transmit the data via spread-spectrum radio to the PLC. The electronic equipment including RTU, radio, and battery are installed in NEMA 4 enclosures mounted on metal poles.
The project is expected to include the relocation of portions of the existing system, to allow easier maintenance (especially cleaning), without compromising functionality.
Redundant level sensors must be retained to comply with operational requirements.
Stoplogs
Twelve stoplog sections are available for the structures surrounding the forebay/afterbay. These structures include the trashrack structure, inlet/outlet structures, pipe inlet structure, and pipe outlet structure.
The stoplogs are fabricated from ASTM A-572, Grade 50 structural steel, and weigh 3,500 pounds each and set as part of the project. The neoprene musical note type seals have deteriorated and need replacement.
Furnish a new protective covering, to be removable and suited for harsh desert environment.
Refer to Slide 7.
The existing stoplog guides founded into the concrete channel walls are to be sandblasted and recoated as part of the project.
Demolition of Existing Equipment
One hydraulic trash rake with a trash rake conveyance system is installed at the Brock Reservoir.
The canal trashrack was subsequently removed but stored on site. The conveyance system is a single, rising conveyor system. The belt is 36 inches wide and 95 inches long and is driven by a 10-horsepower motor. A low-walled concrete area was formerly used to store debris.
The project includes the removal of unused trash rake conveyor system (trashrack included) in its entirety to include disposal. Note steel column and overhead beams are to be removed. Demolish concrete walled (hopper) area. Also, any electrical/control panels & wiring/conduits. Refer to Slide 8.
The applicable North American Industry Classification System (NAICS) Code 237990 – Other Heavy and Civil Engineering Construction with a corresponding small business size standard of $45M.
