3. Description of Services or Supplies:
The is requesting multiple Network Equipment and Telephone Support in order to upgrade network capability at , . The NAICS code for this requirement is 334111 with a size standard of 1,250 employees.

This is a brand name justification in the matter of a contract solicitation for the purchase of Brocade Network Equipment and Avaya Telephone Support to ensure a reliable, secure network capability to support the missions of
4. Authority:
Section 803 of the National Defense Authorization Act of 2002 (PL 107-107), FAR 16.505(b)(2) and DFARS 216.505-70(b). The contracting officer shall give every awardee a fair opportunity to be considered for a delivery/task order exceeding the micro-purchase threshold unless one of the following statutory exceptions applies. Mark the applicable exception:
__ The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays [FAR 16.505(b)(2)(i)(A)];

5. Rationale/explanation to support cited authority:
This is a new requirement due to the ongoing Military Construction Army (MCA) project This building was completely renovated and all obsolete, end-of-life legacy data networking, voice and Video Teleconference (VTC) equipment was removed. In order to support the primary training mission of the and comply with United States Army Installation and Campus Area Network (ICAN), USAISEC Technical Guide for Installation Information Infrastructure Architecture (I3A), Installation Information Infrastructure Modernization Program (I3MP), and Army Information Assurance Approved Products List (AIAAPL), all buildings require a Unified Capabilities Network Architecture (UCNETACR). , the Government in order to comply with this requirement for West Point.
Alternatives:
One alternative, would be to not provide a UCNETACR for the maintenance building, however the
Government would then fail to comply with the above stated regulations. Another alternative would be to use other brands instead of Brocade, however in accordance with the rationale stated below this is not an acceptable alternative.
Justification:
The West Point UCNETACR will be comprised of 99% Brocade network devices which is currently being installed via the previously . This includes over 500 network devices.
The purpose for this sizable investment is to ensure a reliable, secure network capability to support the missions of . That is achieved with a homogenous network made up of Brocade brand equipment.
Additionally, these devices will be covered under a consolidated Blanket Purchase Agreement (BPA) contract with Brocade. If West Point is forced to purchase another brand of equipment we would have to spend approximately an additional annually on a separate maintenance contract. openly competed a requirement for a UCNETACR at to replace the current end-of-life local area network (LAN).

Impact:
Failure to approve this justification may result in the purchase of a solution that is not familiar to the
Network Engineers. Therefore, would not have the technical capability to

This would result in the inability to provide adequate network access in the The ability of West Point to deliver an academic program that meets Middle States and the Accreditation Board for Engineering and Technology, Inc.
(ABET) accreditation requirements rests heavily on West Point’s ability to provide adequate educational facilities and network access that meet the cadets’ needs. Without providing adequate network capability in , the mission of the academic program would be seriously harmed.
6. Actions to Increase Competition:
This requirement will be competed via the Army’s Computer Hardware, Enterprise Software Services (CHESS) program restricted to brand name specifications. CHESS is the mandatory source for the Army’s commercial Information Technology (IT) purchases per AFARS Part 5139.
