Pre-solicitation Notice / Synopsis for Solicitation No: SPE1C1-25-R-0055

This action is for the procurement of the following:

Item Description: Trousers, Man’s Broadfall, Navy (PGC: 03911) National Stock Number (NSN): 8405-01-611-2009(s) Product Service Code (PSC): 8405

Date: 08 February 2016 Pattern Date: 08 January 2016

The applicable statutory authority permitting other than full and open competition is 10 U.S.C. § 3204(a)(1), as implemented by FAR Part 6.302-1- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

This action is a bridge action in accordance with the definition at DLAD 2.101 as it is a non-competitive action requiring justification to retain the current product due to a delay in award of a follow-on contract.

This procurement will result in one award of an indefinite delivery, indefinity-quantity, firm-fixed price bridge contract to Creighton AB for a 6-month performance period.

The quantities provided below are an estimate and may change at the time of solicitation based on changes in demand and supply position.

• Contract Minimum: 22,500 (pairs PR)

• Estimated Quantity: 30,000 PR

• Contract Maximum: 46,464 PR

The delivery destination for these depot items is Peckham Inc. located in Lansing, MI 48906.

RFID is required as these are in the Navy Recruit Sea Bag.

All items must be 100% U.S. Made out of 100% U.S. Materials.

****The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as “The Berry Amendment”) impose restrictions on the DoD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and “specialty metals” (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
