About this file

This is a Request for Information (RFI) issued by the Department of Veterans Affairs (VA), Office of Information and Technology, for market research regarding Broadcom enterprise software licensing, maintenance, support, and subscription services. The RFI number is VA-26-00036795, with responses due by 13:00 PM EST on Tuesday, April 7, 2026.

The VA consolidates three internal requirements into a single procurement action: (1) VMware technologies (acquired by Broadcom) for core virtualization capabilities supporting legacy and modernized applications, including licensing, updates, security patches, and technical support services, transitioning from the VMware Cloud Provider Program (VCPP) to VMware Cloud Foundation (VCF); (2) Broadcom Computer Associates (CA) Technologies mainframe software maintenance and subscription support for the Infrastructure Operations organization, requiring software updates, diagnostic support, secure file-transfer capabilities, and technical service request resolution; and (3) Broadcom CA Service Virtualization perpetual license maintenance for the Electronic Health Record Modernization Integration Office (EHRM-IO), including updates, patches, service notifications, and 24x7 technical assistance. The VA seeks a shortened initial Period of Performance for the third requirement to co-terminate with the overall contract. Specific products, services, and timelines are detailed in the attached spreadsheet "Broadcom – Product Table.xlsx," organized by three CLINs.

Respondents must complete yellow columns in the product table spreadsheet, submit a three-page capability statement, provide itemized pricing (bundled pricing is not accepted per Executive Orders 14240 and 14275), and provide a Rough Order of Magnitude (ROM) outside the page limit. Required responses include: identification information (company name, address, point of contact, phone, fax, email, business size, NAICS codes); any applicable GSA Schedules, GWACs, or NASA SEWP V contracts; socioeconomic data and small business certifications; specifications deemed unachievable; additional information needed for firm fixed pricing; and cost-saving recommendations. Responses should also address current similar service provision to government and non-government customers. Submissions must be sent to Contract Specialist Luis Lozada-Santiago (luis.lozada-santiago@va.gov) and Contracting Officer Joseph Jones (joseph.jones6@va.gov). The VA may invite select responders for post-RFI briefings and retains discretion to delay, cancel, or revise the requirement at any time.

Broadcom Enterprise Agreement

REQUEST FOR INFORMATION

VA-26-00036795 Broadcom Enterprise Agreement

Introduction:

This is a Request for Information (RFI) only issued for conducting market research. Accordingly, this RFI constitutes neither a Request for Quote (RFQ), Request for Proposal (RFP), nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted because of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI.

The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement (PWS) or Product Description (PD). Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. This is a request for information and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. Product information, brochures, part numbers, and/or other description information may be included with the submission.

Executive Order (EO) titled, Implementing the President’s “Department of Government

Efficiency” Cost Efficiency Initiative, dated February 26, 2025, commences a transformation in Federal spending on contracts, grants, and loans to ensure

Government spending is transparent and Government employees are accountable to the American public. To comply with this EO, RFIs will now require a response to possible strategies and direction on how the VA can lower spending on future acquisitions. See question #3 below.

President Trump issued two directives to transform the way our industry partners do business with the government. EO 14240 directs us to centralize federal procurement to eliminate duplication and waste. EO 14275 calls out long-standing concerns about the efficiency of the Federal Acquisition Regulation (FAR) framework. Together, these charge us with building a more agile, effective, and accountable procurement system.

As such, bundled pricing will not be accepted. Itemized pricing is required.

Requirement:

The Department of Veterans Affairs (VA), Office of Information and Technology (OIT), is conducting market research to obtain rough estimated pricing, product information, and industry feedback related to ongoing licensing, maintenance, support, and subscription services for a set of enterprise software capabilities used across multiple VA organizations. This request consolidates three internal VA requirements into one procurement action to ensure continuity of operations, streamlined contract management, and effective support for VA’s enterprise IT environment.

VA relies extensively on brand‑name VMware technologies (acquired by Broadcom) to provide core virtualization capabilities that underpin both legacy and modernized applications. To sustain these enterprise platforms, VA requires continued access to

VMware licensing, updates, security patches, and technical support services essential for stable and secure virtualization operations. This effort is transitioning from the legacy

VMware Cloud Provider Program (VCPP) to the current VMWare Cloud Foundation

(VCF). VA has been unable to obtain the current part numbers/nomenclature for the requested VMware products and services and is requesting assistance.

Additionally, VA OIT’s Infrastructure Operations (IO) organization requires ongoing subscription and maintenance support for Broadcom Computer Associates (CA) Technologies mainframe software currently deployed across the enterprise. These services must deliver timely software updates, diagnostic support, secure file‑transfer capabilities, updated licensing documentation, and the ability to open and resolve technical service requests through reliable support channels.

The Electronic Health Record Modernization Integration Office (EHRM‑IO) also requires continued maintenance and support for its existing Broadcom (CA) Service Virtualization perpetual licenses. This platform is critical to simulating interfaces, enabling robust testing of complex electronic health record (EHR) workflows, and supporting interoperability validation efforts. Maintenance services must include updates, patches, service notifications, and 24x7 technical assistance to support cross‑organizational collaboration and ensure consistent, high‑quality EHR testing and evaluation. VA is requesting a shortened Period of Performance (PoP) for the initial term in order to co-terminate this effort with the overall contract PoP.

Together, these combined requirements will ensure uninterrupted sustainment of essential enterprise software capabilities supporting VA’s modernization, testing, and operational missions.

The attached excel spreadsheet Broadcom – Product Table.xlsx outlines the products, services and expected timelines required for each VA program.

Please fill in yellow columns in the attached excel spreadsheet Broadcom – Product Table.xlsx for each tab (CLINs 1, 2 and 3), submit a capability statement describing your company’s ability to meet the overall requirement described, in addition to the rough estimated pricing and responses to the questions below. The capability statement shall be limited to 3 pages. Responses to this RFI shall be submitted via email to Contract Specialist Luis Lozada-Santiago at luis.lozada-santiago@va.gov and Contracting Officer Joseph Jones, joseph.jones6@va.gov no later than 13:00 PM EST on Tuesday April 7, 2026.
