Sole Source Synopsis Reliability and Maintainability Information System (REMIS)

Subject: Notice of Intent to Sole Source This is to award a bridge contract on sole-source basis for all technical and operational support for the Reliability and Maintainability Information System (REMIS) Program in support of the United States Air Force (USAF). This action is required to prevent a break in service caused by a stay of performance on a competitive follow-on contract.

Description:

The Department of War, BES AFLCMC/GBK4M, intends to negotiate and award a firm-fixed-price contract on a sole source basis to Innovative Management Concepts, INC., located at 428 Honaker Road, Blairsville, GA 30512-1205.

The purpose of this acquisition is to obtain REMIS support during a period of performance from 01 June 2026 to 31 August 2027. Under this requirement, the Contractor shall provide all technical and operational support for the REMIS program. This includes full software development life-cycle activities, systems engineering, development, integration, and operational processes to preserve and enhance REMIS service capabilities. The contract type is a mix of Firm-Fixed Price (FFP), Labor Hour (LH), and Cost Reimbursement (CR). The contract will include a 3-month base and two (2) 6-month options.

Justification:

This acquisition is being conducted under the authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." This action is critical to ensure the uninterrupted continuation of enhancement and sustainment services for the REMIS contract. The contractor is the only responsible source capable of continuing these critical services without a disruption. The contractor possesses an unmatched and immediate understanding of the complex requirements, architecture, and operational dependencies of the REMIS system.

Response Instructions:

This notice of intent is NOT a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Capability statements must be received by 08 May 2026 before 1700 EST and must clearly demonstrate the vendor's ability to meet the requirements described herein. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
