About this file

This Limited Sources Justification (LSJ) documents a bridge contract for Government-wide Category Management program management office support services. The contract is awarded to Censeo Consulting Group, Inc. under their GSA Multiple-Award Schedule contract (GS-10F-0052R) for a six-month period from March 9, 2025, to September 8, 2025, with a total ceiling price of $2,858,383.68. The bridge contract will maintain continuity of services for the GSA Office of Strategy and Innovation while a new competitive contract is being finalized, with an anticipated award in April 2025.

The contract's primary technical objectives include Program Management Support, Business Analysis Support, and Data Analytics Support. The current task order was originally competitively awarded in August 2019 with a base year and four option years, and Censeo's performance has been considered satisfactory throughout the contract period. The justification notes that any disruption in services would be detrimental to the mission of supported programs and daily operations, hence the need for this limited-sources bridge contract.

The General Services Administration (GSA) Assisted Acquisition Services (AAS) makes this Limited Sources Justification (LSJ) for orders pursuant to Federal Acquisition Regulation (FAR) 8.405-6.

i.) Identification of Agency and Contracting Activity:

Agency:

GSA AAS acting in support of GSA Office of Strategy and Innovation (QP)

Contracting Activity:

GSA AAS Contracting Office AAS Civilian, Sector 1 ii.) Nature and/or Description of Action Being Approved:

This Limited-Sources Justification for other than full and open competition is being requested to implement a bridge contract of the current Government-wide Category Management program management office support task order. This acquisition will bridge the gap between the current expiring task order and a new competitively solicited task order that is scheduled for award in the third quarter of fiscal year 2025. The current task order, 47QFLA19F0183, a competitive Total Small Business set-aside, was awarded to Censeo Consulting Group, Inc. on 29 August 2019, for a base and four option years. The task order was exercised in accordance with FAR 52.217-8 Option to Extend Services to extend the period of performance from 9 September 2024 through 8 March 2025. This is a Labor Hour type task order. The ceiling price of this extension is $2,858,383.68. The extension period will be from 9 March 2025 to 08 September 2025. Labor hour quantities for this extension period, as proposed by the contractor, have been reviewed and approved by the Contracting Officer’s Representative, Elizabeth Duvall.

iii.) A Complete Description of Supplies/Services Required to Meet Agency’s Need (Including the Estimated Value):

The scope of this effort is to acquire support services for the GWCM PMO. The contractor will assist with the development and execution of program strategies that support and advance the maturity and adoption of category management (CM) government-wide. The contractor shall employ a collaborative and iterative methodology for developing deliverables and problem solving to support the customer’s goal of achieving a consistent and comprehensive government-wide CM strategy. The estimated value of this three-month extension with optional 3-month extension period is $2,858,383.68.

The primary technical objectives of this requirement are as follows:

Objective 1 – Program Management Support

Objective 2 – Business Analysis Support

Objective 3 – Data Analytics Support

Version 11/25/2024 iv.) The Authority and Supporting Rationale:

The acquisition is conducted under the authority of the Multiple-Award Schedule (MAS) Program. Consideration of schedule contractors will be restricted in accordance with:

a. FAR 8.405-6(a)(1)(i)(C) – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

https://uscode.house.gov/browse/prelim@title40/subtitle1/chapter3/subchapter1&edition=prelim

This action falls under the authority of the Federal Property and Administrative Services Act of 1949, (Pub. L. 152, Ch. 288, 63 Stat 377, 41 U.S.C. 152(3) - MAS program Competitive Procedures, and 40 U.S.C. 501 - Services for Executive Agencies) as implemented by FAR 8.405-6(a)(1)(i)(C), which indicates that circumstances justifying limiting the source include the following applicable provisions “In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures.”

The original order was not previously issued under sole-source or limited-sources procedures and three quotes were received, a condition required by the regulation as a prerequisite to this non-competitive action.

Since the dollar value of this action is $2,858,383.68 this justification will require the approval of the Advocate for Competition for the procuring activity, as prescribed in FAR 8.405-6(d)(2) “For a proposed order or BPA with an estimated value exceeding $750,000 but not exceeding $15 million”.

v.) Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d):

i.) The task order will be awarded using Censeo Consulting Group’s GSA MAS schedule contract number GS-10F-0052R, effective January 15, 2021 through January 14, 2026. That MAS Contract includes ceiling rates and a price list that has already been determined to be fair and reasonable. The price list contains all supplies and services offered by a schedule contractor. The relevant services listed on the schedule are priced at hourly rates for the performance of specific tasks. Because prices in schedule contracts have already been determined by GSA to be fair and reasonable, ordering activities are not required to make a separate determination of fair and reasonable pricing prior to issuing an order against a schedule contract, however, ordering activities may seek additional discounts before placing an order in accordance with IAW FAR 8.405-4.

ii.) A price comparison will be performed against both an Independent Government

Estimate as well as the posted MAS rates from Censeo and other NAICS 541611 competitors. The contracting officer has determined that adequate technical and pricing information is available to compare to the labor hours and rates proposed by Censeo for this task order award. The Government will also analyze Censeo’s proposed labor rates, labor mix and labor hours against the historical pricing for this work.

vi.) Description of the Market Research Conducted Among Schedule Holders and the Results of the Research:

No additional market research was conducted in anticipation of this action because the bridge is integral to this task order. Purchase descriptions suitable for full and open competition have not been developed or are not available.

vii.) Any Other Facts Supporting the Justification:

(a) Procurement History.

(1) Censeo Consulting Group’s performance has been satisfactory throughout all periods of task order performance. Performance is considered highly acceptable and provides no basis for terminating this effort.

(2) Competitive status of the current contract: The current task order was competitively awarded, following receipt and evaluation of three competing offerors, with a base year and four option years.

Reason for the bridge contract: The client has requested the use of a bridge contract. The task order of the current contract expired as of September 9, 2024. The Option to Extend Services clause 52.217-8 extended the contract until March 8, 2025. The establishment of a new, competitively awarded task order is underway but due to the complexity, volume, and dollar value associated with it, the anticipated award date has been delayed and is not expected to be awarded until April of 2025. Due to the timeline of this new acquisition, FAS Office of Strategy and Innovation (QP) has requested that FAR 8.405-6(a)(1)(i)(C) – be implemented as any disruption in services would be detrimental to the mission of all supported programs and daily operations.

viii.) Statement of the Actions, if Any, the Agency May Take to Remove or Overcome any Barriers that Led to the Restricted Consideration Before Any Subsequent Acquisition for the Supplies or Services is Made:

The follow-on action for this procurement will utilize the standard acquisition planning process, to include the determination of adequate competition. The Government is in the process of awarding a new contract on a competitive basis. This logical follow on bridge is a short term solution to ensure continuity of service.

ix.) Contracting Officer Certification that the Justification is Accurate and Complete to the Best of the Contracting Officer’s Knowledge and Belief:

I hereby certify that this Justification is accurate and complete to the best of my knowledge, and I determine on the basis of the findings above that the limited sources approach is in accordance with the requirements and is in the best interest of the Government.

Amanda Ayers Date Contracting Officer, AAS Civilian Assisted Acquisition Services i.) Written Determination by Approving Official Identifying the Circumstance that Applies:
