WAPA, Electrician Crew Circuit Breaker Test System Specifications
Specifications of Circuit Breaker Stand-Alone Test System
1.0 General:
Western Area Power Administration (hereinafter referred to as WAPA) is an agency of the U.S. Department of Energy.
It is the intent of WAPA to acquire a Circuit Breaker Stand-alone test system (Hereinafter referred to as the test system).
The test system shall meet or exceed, with all described options, a CIBANO 500 Dead Tank Package as Stand-alone test system for commissioning and maintaining of medium voltage and high voltage circuit breakers consisting of a 3-in-1 solution (one device - three functions).
2.0 General Specifications:
• A multi-channel timing and travel analyzer.
• A high-accuracy digital micro-ohm (μΩ) meter.
• A powerful, adjustable and integrated 2.4 KW power supply to provide AC/DC coil and motor supply voltage. And an integrated power supply for a safe and independent operation power supply enables faster and safer wiring set up.
• With test system having 3-in-1 approach where the wiring connections only need to be set up only once, the user can then perform all tests in one turn. The results of timing, contact resistance, coil currents, and motion tests are then immediately available as one combined test report. Only need to transport one device for all three test.
• One transducer node CB TN3 that consists of three digital and three analog channels for motion and pressure transducers.
• All required license.
• Two Kelvin clamp, 3× 4 mm connector red, 1× 4 mm connector black.
• Set of two red and two black crocodile clamps, 4 mm connector.
• One Power cord, black, 16 A, 2.5 m / 8 ft. (country specific).
• One Ethernet PC connection cable, 3 m / 10 ft.
• One Grounding cable, green/yellow, 6 m / 19.5 ft., 6 mm2.
• Three Standard measurement cable, black, 1 m / 3 ft., 2.5 mm2.
• Four Standard measurement cable, black, 6 m / 19.5 ft., 2.5 mm2.
• Four Standard measurement cable, red, 6 m / 19.5 ft., 2.5 mm2.
• One Cable for A outputs, 18 m / 60 ft., 4 × 2.5 mm2.
• One Cable for B outputs, 13 m / 45 ft., 5 × 2.5 mm2.
• One Ether CAT® cable, 1.5 m / 5 ft.
2.1 The following circuit breaker tests can be performed:
• The contact resistance tests can be performed with an injection of up to 100 A.
• Main contact resistance measurement (μΩ meter).
– Single main contact
– Additional main contacts
• Minimum pick-up voltage measurement of trip and close coils to verify breaker can be reliably operated in the event of a low DC supply. The coil supply voltage is increased step by step through an automated test sequence until the circuit breaker operates.
– Linear motion test
– Rotary motion test
• Motor current and voltage analysis to record the inrush and steady state currents, supply voltage, as well as the motor cycle time.
• Under voltage condition. The power supply delivers an exact under voltage of the nominal value and the test set measures the breaker’s performance during this condition.
• Main contact timing measurement:
– Three main contacts
– Three additional auxiliary contacts
– More than three additional auxiliary contacts
• Sending trip and close commands to perform different operations:
– Open (O)
– Close (C)
– Reclose (O-C)
– Trip-free (CO)
– Auto reclose (O-CO)
– CO-CO
– O-CO-CO
2.2 Operating System Requirements:
• Windows 10 64-bit*
• Windows 8.1 64-bit*,
• Windows 8 64-bit*,
• Windows 7 SP1 64-bit* and 32-bit CPU: Multicore system with 2 GHz or faster*, single-core system with 2 GHz or faster.
RAM: min. 2 GB (4 GB*) Hard disk: min. 4 GB of available space Interface: Ethernet, USB 2.0.
2.3 Software Supported Functionality:
• Well-structured database for managing asset location, circuit breaker asset data and test results.
• Guided work flow with step-by-step assistance through entire test procedure.
• Creation of customized test plans to expedite repeated and routine test measurements.
• Execution of tests including wiring diagrams to minimize errors and speed up process.
• Real-time visualization of results in graphical and tabular data.
• Automatic assessments (pass/fail) of results based on applicable guidelines and limits.
• Generation of customized tests reports exportable to Word, Excel, or PDF format.
• Includes PT-Mate App available from Apple Store or Google Play for the following:
– Sending images directly to the PC software such as nameplate information
– Displaying wiring diagrams in your phone/tablet for fast and safe test setup
• Software can be installed unrestricted in unlimited number of PCs.
• Software version updates with enhancements and fixes available at no charge from vendor’s customer support web portal.
2.4 Optional:
• First Trip test to simulate circuit breaker first trip after a long idling time to reveal a malfunction due to ineffective or degraded lubricant, surface contamination, corrosion of mechanical elements, etc.
• First Trip Upgrade Option consisting of:
– Four Current Clamp
– ONE Current Clamps License
– One First Trip License
– Eight Batteries
– One Hard Case
• Liner Dead Tank Transducer:
– Digital Liner Dead Tank Transducer
– Mounting Plate
– Connection Cable
• Transport Case with wheels.
• Adapter for digital transducers from other manufactures.
• Database management and synchronization module via “On Premises Server” or “Web/Cloud Services”.
• Optionally available, main contact dynamic resistance measurement.
In addition, any deviation from specification requirements or any other item, whether stipulated herein, that adversely affects form, fit, function, durability, reliability, safety, performance, or appearance will not be considered.
