About this file
This is an Award Decision/Determination of Responsibility memorandum for a Fiscal Year 27, Quarter 1 bread requirement issued by the Federal Bureau of Prisons at FCI Leavenworth. The RFQ number is 15B40826Q00000023, dated September 3, 2026.
The Government solicited quotes for three bread line items: 3,456 hot dog buns at $0.22 per unit totaling $760.32; 5,400 hamburger buns at $0.22 per unit totaling $1,188.00; and 292,200 sliced bread at $0.0727 per unit totaling $21,242.94. Farrell Bread & Bakery was awarded all three line items as the lowest-priced vendor. The total contract value across all line items is $23,191.26. The solicitation evaluated vendors on a best-value basis using two primary factors: price (fair and reasonableness) and past performance (Go/No-Go evaluation based on timeliness of deliveries and order accuracy/completeness). All vendors received "Go" ratings for past performance based on review of SAM.gov responsibilities and no recent termination for cause determinations. The Government made one award to the responsible quoter whose quote conformed to requirements and provided best value. The required delivery schedule is 21 days ARO, which the Contract Specialist determined to be standard and achievable. All vendors were determined responsible under FAR 9.104-1 criteria, including adequate financial resources, ability to meet delivery schedules, satisfactory performance and integrity records, and necessary organizational capabilities for weekly bread delivery orders.

MEMORANDUM FOR PROCUREMENT FILE
SUBJECT: Award Decision/Determination of Responsibility memo Fiscal Year 27, Quarter 1 Bread Requirement
RFQ #: 15B40826Q00000023
BPQ #: VARIOUS/SEE FILE
Purchase Order #: VARIOUS/SEE FILE
Evaluation Factors:
• 52.212-2, Evaluation-Commercial Products and Commercial Services The Government anticipates and intends to make one award based on the total pricing of all line items.
Awards will be made to the responsible Quoter whose quote conforms to the requirements and is determined to provide the best value to the Government, considering the evaluation factors outlined below.
(1) Price – The Government will evaluate the Quoter’s proposed price to ensure it is fair and reasonable.
(2) Past Performance – Go/No-Go Evaluation - The Government will evaluate the Quoter’s past performance on a Go/No-Go basis. The assessment will be based on the following criteria:
• Timeliness of Deliveries: The offeror must demonstrate a consistent record of on-time deliveries. Documented instances of late deliveries, including Contractor Performance Assessment Reporting System (CPARS) evaluations and communications with other Contracting Officers, will be reviewed. A history of substantial delivery delays will result in a “No-Go” determination.
• Order Accuracy and Completeness: The offeror must show a track record of delivering complete and accurate orders. Evidence of recurring issues such as missing or incorrect items – supported by customer complaints, returns, or input from other Contracting Officers – will be considered. A pattern of incomplete or inaccurate deliveries will result in a “No-Go” determination. Only offerors receiving “Go” rating under this factor will be considered eligible for award.
Past Performance:
ALL VENDORS must also have a good past performance with no recent Termination for Causes. See file for www.SAM.gov responsibilities and determinations.
Therefore, all vendors have received a “Go” rating and will be eligible for any awards.
Price:
With the final pricing of all contractors, the abstract below represents the best price per line item.
See abstract below:
Line Item
Item Description Quantity Lowest Price
Total Line Price
Lowest Vendor
1 Hot Dog Buns 3,456 ea. $0.22 $760.32 Farrell Bread & Bakery 2 Hamburger Buns 5,400 ea. $0.22 $1,188.00 Farrell Bread & Bakery 3 Sliced Bread 292,200 ea. $0.0727 $21,242.94 Farrell Break & Bakery
Best Value Analysis:
All vendors were reviewed for “go/no-go” ratings for past performance prior to price. As they received “Go” ratings for each size and past performance, best value is now based on price.
In accordance with the solicitation, the Government will make one award for all line items.
Therefore, each vendor is the best value, for all line items, and will win the respective award above.
