Scope of Services NOTE: DEADLINE FOR PREQUALIFICATION APPLICATIONS IS SEPTEMBER 14, 2026, AT 2:00 PM
The Brea Olinda Unified School District ("District") is soliciting qualifications and proposals from qualified and experienced construction contractors to provide Lease-Leaseback ("LLB") preconstruction and construction services for the Brea Olinda High School Access and Athletic Upgrades, and Aquatic Complex Project pursuant to California Education Code Section 17406.
The Project generally consists of two coordinated components, each of which is anticipated to have a separate Division of the State Architect ("DSA") application number.
The access and athletic upgrades component generally consists of: (i) path-of-travel improvements conforming with applicable accessibility requirements; (ii) track and field replacement, lighting and scoreboard upgrades, stadium seating and bleacher replacement, coach building and portable restroom replacement, tennis court replacement, and asphalt parking resurfacing; and (iii) baseball, softball, and soccer field improvements, including installation of conduit infrastructure to facilitate future baseball-field lighting and repairs to the softball and baseball dugout roofs.
The aquatic complex component generally consists of the replacement and modernization of the existing pool facilities and associated improvements, including: (i) removal of the existing 40-meter competition pool and installation of a new 40-meter by 25-yard pool; (ii) replacement of the existing pool support buildings, G-1 and G-2;
(iii) installation of new pool equipment systems, including mechanical, chemical treatment, and associated infrastructure; (iv) construction of a new pool deck, drainage infrastructure, and related appurtenances; (v) installation of related ADA access improvements and site integration; and (vi) installation of new supporting systems, including structural, electrical, plumbing, and specialty aquatic design components.
Although the District anticipates that the two components of the Project will have separate DSA application numbers and separate construction commencement dates, all work will be coordinated, and final completion of the two components is anticipated to occur concurrently.
The District will select the contractor that represents the best value to the District through a qualifications- and proposal-based selection process. The selected contractor will provide preconstruction services during the design phase and, upon approval of a Guaranteed Maximum Price ("GMP") by the Board of Education, will construct the Project pursuant to the Lease-Leaseback Agreements.
The District intends that the Project Contractor shall perform all preconstruction, construction, and related services and provide all equipment, materials, supplies, and other items necessary or appropriate to accomplish the full and satisfactory completion of the Project, including, without limitation, assisting with DSA closeout of the Project. The Project Contractor SHALL NOT commence or be required to commence construction of any portion of the work that is subject to DSA approval before the District obtains DSA approval for that portion of the work.
Interested contractors may obtain a more specific understanding of the scope of work required for the Project by thoroughly reviewing the Conceptual Drawings and the forms of the LLB Agreements, which the District will make available to each contractor that registers with the District as provided in the RFQ/RFP. The Conceptual Drawings and LLB Agreements are incorporated as integral components of the RFQ/RFP, and the District shall reject the proposal of any contractor that has not registered with the District and obtained copies of the Conceptual Drawings and LLB
Agreements.
