2. Description of Action: The complete replacement and operational testing of both the port and starboard generator sets on the M/V George C. Grugett while moored at Ensley Engineer Yard in Memphis, TN. The M/V George C. Grugett is a 3,000 HP push boat owned and operated by the U.S. Army Corps of Engineers, Memphis District.

3. Description of Services or Supplies: The work covered by this contractual agreement is the complete replacement and operational testing of both the port and starboard generator sets on the M/V George C. Grugett while moored at Ensley Engineer Yard in Memphis, TN. The M/V George C. Grugett is a 3,000 HP push boat owned and operated by the U.S. Army Corps of Engineers, Memphis District. The contractor shall satisfactorily perform all work in accordance with contract specifications herein to the satisfaction of the Contracting Officer (KO) and/or Contracting Officer Representative (COR). The period of performance will be start of work within 90 days of issuance of this contract with all work and required operational testing to be completed within 30 days from start of work or by April 15th, 2020, whichever is soonest. The estimated dollar value is $175,827.00. The requiring activity is the U.S. Army Corps of Engineers, Memphis District (CEMVM).

For Actions without Options: Period of Performance: 90 days of issuance of contract and operational testing to be completed within 30 days from start of work.

4. Authority:

FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited:

a. Any contractor that can supply a Caterpillar Generator and meet the requirements of the specifications.

b. The USACE MV Grugett has Caterpillar generators currently and all the monitoring and interface equipment is Caterpillar equipment. This contract is only for replacing the generators and not the monitoring equipment for the generators. The Monitoring and interface equipment is manufactured by Caterpillar for Caterpillar Generators and will not work with any other brand generators without some major modification to the monitoring system. If the Generators on the MV Grugett are replaced with generators from another manufacturer, then all the monitoring equipment would have to be replaced. This would be a difficult task, wiring would have to be replaced and monitoring equipment replaced with the new manufacturers monitoring system.

c. Replacing the generators with a different manufacturer and replacing the monitoring system with the new manufacturers monitoring system. This would drive the cost up for replacing the generators system.

d. Impact. If this J&A is not approved, it would delay replacing the generators on the MV Grugett that are worn out and may not last another season. Without the generators replaced the MV Grugett would become Non Mission Capable until such time that the generators could be replaced. The Statement of work would have to be updated to include replacing breakers, wiring and monitoring system.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the Simplified Acquisition threshold, apply and will be followed, or do not apply due to an exception at 5.202 ______________________.

7. Market Research: The USACE MV Grugett has Caterpillar generators currently and all the monitoring and interface equipment is Caterpillar equipment. This contract is only for replacing the generators and not the monitoring equipment for the generators. The Monitoring and interface equipment is manufactured by Caterpillar. The capabilities provided by these products are essential to interface with the MV Grugett’s current CAT Generator Monitoring systems.

8. Other Facts: Technical packages or specifications to facilitate competition were not developed for the current procurement due to the results of market research and the proprietary nature of the generator monitoring system.
