About this file
This document is a Brand Name Specification from the Oregon State Police, Office of State Fire Marshal (OSFM) for a one-time purchase of Honeywell MultiRAE Lite multi-gas monitors and related equipment and supplies. The OSFM requires 10 additional gas monitors, three calibration stations, and associated supplies to support their statewide fire investigation efforts. The existing inventory of 17 Honeywell monitors has reached end of life, and the OSFM seeks to maintain compatibility with their current calibration infrastructure located at 13 regional hazmat team sites. Utilizing the Honeywell brand will result in substantial cost savings by leveraging their existing support equipment and eliminating the need to purchase new incompatible gear.
The estimated total cost for this procurement is $30,000. The OSFM has determined that a brand name specification is appropriate as it will not diminish competition and will provide significant operational and cost benefits by maintaining equipment standardization statewide. This one-time purchase will support additional fire investigative staff being hired as a result of Senate Bill 762.

The gas monitors sample and monitor confined spaces, before and after entry providing real time visibility into safety of any hazards present. By utilizing a 4-Gas with PID meter, we are able to conduct atmospheric monitoring post fire extinguishment to begin the investigation phase of the fire while utilizing the appropriate level of PPE. The monitor gives audible and visual warning signals when an air sample is outside of the recommended safe range. In addition, these monitors may assist in determining the presence of flammable vapors when determining fire cause and origin.
