MEMORANDUM FOR AFSC/PZIM Contracting Officer

SUBJECT: Brand Name Justification for Lithonia LED Light Fixtures
1. MXSG is installing new light fixtures in White House 6. It is critical the lighting fixtures provide proper light levels and be dimmable. Lithonia lights are used as standard and emergency lighting sources for personnel in classified areas.
2. Name brand Lithonia lights are currently in use in other secure areas on Tinker AFB, and meet the requirements established in the Intelligence Community Directive (ICD) 705. Because Lithonia lights are already in use, MXSG electricians have been trained on installing and repairing these light fixtures. The cost of retraining electricians on another brand of lighting is an estimated $3,716.40 at a rate of $185.82/hr. per electrician. It’s critical the fixtures are repaired quickly by our electricians and they have the ability to utilize already owned Lithonia replacement parts stocked in the warehouse. Due to the lack of bench stock room in the warehouse for a completely new set of parts, this would present the material management team with challenges to accommodate. Changing the fixtures to another brand name would also cost the government an additional estimated $4,473.60 in blue print design change at a rate of $55.92/ hour, as well as an estimated two week time delay.
3. Therefore, it is requested that Brand name Lithonia equipment is procured to meet all the requirements of the program office and subsequently the warfighters.
4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (335110) looking for companies that could provide Lithonia LED Light Fixtures.
A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide Lithonia LED Light Fixtures. Online market research found multiple vendors capable of completing this requirement. The government will continue to monitor the market and need, looking to prevent brand name buys in the future.
