About this file
This document is a Brand Name Justification form for a naval procurement of 28VDC Rectifier components. The Naval Sea Systems Command (NAVSEA) is seeking to purchase specific brand name materials from manufacturers including Hoffman Inc, Electro-Switch Inc, Arnold Magnetics, Eaton Bussmann, and Marathon Special Products to support control power upgrades on USS BILLINGS and USS INDIANAPOLIS (LCS 15 and LCS 17). The total procurement value is $53,629.69, with materials required to be delivered by September 30, 2025.
The justification emphasizes the unique technical requirements of the rectifier components, noting that the selected parts meet military specifications, have passed environmental testing, and are compatible with existing ship electrical systems. A market survey was conducted, evaluating alternative vendors like L3 Technologies and Astron, but these were deemed unsuitable due to form-fit-function incompatibilities or lack of shock and vibration testing. The procurement is tied to Ship Change Document (SCD) 24696, with the goal of ensuring reliable control power for voltage regulators and electrical plant equipment, and avoiding potential mission impact through delays or alternative component selection.

DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND DELIVERY REQUIREMENTS
This requirement is for the purchase of 28VDC Rectifier Part numbers specified on the IGCE document in support with Ship Change Document (SCD) 24696 Control Power upgrade on Board of USS BILLINGS and USS INDIANAPOLIS (LCS 15 and LCS 17). The 28VDC Rectifier is to provide uninterrupted control power to upgraded voltage regulator and numerous equipment on the electrical plant system. Material required to build the 28VDC Rectifiers specified on Drawing number 8864409. The different materials are different brand name due to military specification required determined by system mater experts. Material specified on part number one of the IGCEMR are manufactured from different brand; Hoffman Inc, Electro-Switch Inc, Arnold Magnetics, Eaton Bussmann, Marathon Special Products.
This procurement is for line items 1-16 listed on the IGCEMR document in support of Rectifier Fabrication to utilize control power for SCD 24696 voltage regulator upgrade. Material total amount of items to be procured is $53,629.69.
The material should start delivering 30 September 2025.

SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION The materials required for this procurement are manufactured from different manufacturers such as Hoffman Inc, Electro-Switch Inc, Arnold Magnetics, Eaton Bussmann, Marathon Special Products. The material specified on drawing number 8864409 meet military specs, and they are parts that exist in other LSD class of ship rectifiers and LPD class ship rectifiers. The selected parts have met all engineering environmental testing requirements, which means all the selected part numbers are safe to install onboard of US Navy Ships. Using the part numbers specified on section 1 of IGCEMR document to fabricate the 28VDC rectifier it benefits the government by avoiding additional time and cost to researching which differences would need to be environmentally tested, procuring parts for a prototype, and conducting environmental qualification testing to ensure the part will be safe to install on board of the ship.
Environmental qualification testing would be prohibitively too expensive. Researching for different part number would cost the government more money and time. Parts selected also meet all the engineering specs. Code 446 system matter experts engineering calculations of the selected part numbers will result with a rectifier that will safely handle the control power load required by SCD24696 volage regulators and interfacing electrical plant equipment’s that will share the same source of power distributed by the new 28VDC control power scheme.
Selecting different part numbers would require additional funding for testing, drawing updates, and prototype procurement, these would also cause delays or prevent the installation. Delaying the installation of SCD24696 will cause reliability and flexibility issues with electrical plants which can impact ships missions on future deployments.
MARKET SURVEY
Several vendors were contacted via phone and email. Quotes were requested and all the quotes were used for market research. During the development of SCD24696, Code 446 Subject Matter Experts (SMEs) identified Arnold Magnetics Power Supply PBA28- ESVTS as the rectifier to be used in the assembly because it is a part number that is used on LHD8 and other ships and is already shock and vibration tested with the enclosure to be installed. All technical specifications, physical dimensions and the mounting profile of the rectifier match what has already been designed and tested.
L3 Technologies is another vendor that manufactures power supplies that meet environmental qualification standards, however these power supplies do not meet the form-fit-function requirements of this project. Using this power supply would require significant modifications to the overall enclosure and therefore would not work.
Astron LS-25A is another power supply available that meets the basic technical specifications for this rectifier (120 VAC input, 28 VDC output), however this part is not shock or vibration tested and would therefore require further testing to pass MILSTD qualification requirements. In addition, this part number is not a form-fit-function replacement for this project, Using this power supply would require significant modifications to the overall enclosure and therefore would not work. Using Astron LS-25A would incur additional cost expenses and schedule delays.
